This \u200cinitiative\u200c comes with the signing of Senate Bill 1 by Governor J.B. \u2064Pritzker, aimed at consolidating early childhood \u200cservices previously managed by three different state agencies into a single\u200b entity. This new Department of Early Childhood aims to streamline the process for parents and provide focused support for the state&#8217;s youngest\u200c children and their families. J.B. Pritzker signed <strong><a href=\"https:\/\/ilga.gov\/legislation\/billstatus.asp?DocNum=1&#038;GAID=17&#038;GA=103&#038;DocTypeID=SB&#038;LegID=142592&#038;SessionID=112\" target=\"_blank\" rel=\"noreferrer noopener\">Senate Bill 1<\/a><\/strong> Tuesday in Chicago. He said transferring early childhood services from three different state agencies to a new one will streamline things for parents.<\/p>\n<p>\u201cThe Department of Early Childhood, our first ever unified state agency dedicated to supporting Illinois\u2019 youngest children and their parents,\u201d Pritzker said.<\/p>\n<p>The measure passed unanimously in the Illinois Senate. Before the measure passed in the Illinois House, Republican state Rep. Blaine Wilhour, R-Beecher City, raised concerns.<\/p>\n<p>\u201cI don\u2019t think anywhere in the history of government, especially in the history of government in the state of Illinois, have we created the bureaucracy, especially massive bureaucracy and it worked out well for the taxpayers at the end of the day,\u201d Wilhour argued in opposition.<\/p>\n<p>The budget beginning July 1 is expected to cover the initial $13 million cost. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bill-creating-new-childhood-state-agency-at-unknown-costs-ready-for-pritzker\/\" title=\"Bill proposes new state childhood agency for Pritzker with undisclosed expenses\">cabinet level leader<\/a> for the department will make nearly $215,000 a year, not including benefits. Once fully established, the agency could have a taxpayer price tag of more than $4 billion.<\/p>\n<p>Pritzker announced his intention to create the new agency late last year.<\/p>\n<p>\u201cOnce fully implemented in 2026, this new agency will make life simpler, better and fairer for tens of thousands of Illinois families,\u201d he said Tuesday.<\/p>\n<p>While he supported the measure, state Rep. Steven Reick, R-Woodstock, worried it will add to the size of state government.<\/p>\n<p>\u201cAs H.L. Mencken said, \u2018the whole aim of practical politics is to keep the populace alarmed and clamoring for safety by creating a series of hobgoblins most of them imaginary,\u201d Reick said.<\/p>\n<p>Once created, the agency will take over the early childhood block grant administered by the Illinois State Board of Education, the Child Care Assistance Program administered by the Department of Human Services, and day care licensing management from the Illinois Department of Children and Family Services.<\/p>\n<p>\u201cThe foundation of a child\u2019s success and well-being is built starting the moment they are born,\u201d said Senate Majority Leader Kimberly Lightford, D-Maywood. \u201cAs a state, it is our duty to provide the necessary support and resources to build such stability.
