The\u200c purpose \u2064of this\u200d framework is to\u2063 enable future emissions to be stored \u200cand thus prevent their \u200crelease \u2064into the atmosphere.\u200d Despite these advancements, there \u200bremains uncertainty about the\u200c economic aspects of the carbon capture\u200b and storage technology. The legislation \u2062was \u200csponsored by Senator Gene Yaw in 2023.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2013 Regulatory framework for a carbon capture and storage network in Pennsylvania slid through a House committee on Tuesday without discussion or objection.<\/p>\n<p>The Senate-authored legislation would also act as a guidepost for two hydrogen hubs under development within the state in the coming decade as part of the Biden administration\u2019s broader energy transition plan.<\/p>\n<p>The idea is to store future emissions to prevent their release into the atmosphere. However, the economic potential of doing so isn\u2019t clearly understood yet.<\/p>\n<p>Sen. Gene Yaw, R-Williamsport, sponsored the legislation in 2023 and said, despite the risk of an unsettled regulatory environment, the state is \u201cuniquely qualified\u201d to develop a network, in part due to its \u201crobust energy industry and extensive geological formations.\u201d<\/p>\n<p>\u201cWe should act now to establish a solid regulatory framework that will attract investment and development and economic opportunity for decades to come,\u201d he said in April.<\/p>\n<p>Critics, however, say <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billinfo\/billinfo.cfm?syear=2023&#038;sind=0&#038;body=S&#038;type=B&#038;bn=831\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>the legislation<\/strong><\/a> leaves consumers on the hook for increased utility costs if participating fossil fuel plants pass use rate hikes to recoup state-imposed fees.<\/p>\n<p>The <strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_de3a9946-fb39-11ee-b24e-879354e5f525.html\">bill faced staunch Democratic opposition<\/a><\/strong> in the Senate, where Republicans hold a comfortable majority. Its chances of surviving the narrowly-divided House are uncertain.<\/p>\n<p>However, the bill\u2019s unanimous support in the House Consumer Protection, Technology and Utilities Committee on Tuesday signals broader agreement.<\/p>\n<p>Some experts agree the economic promise of carbon capture isn\u2019t yet proven. So far, the sector has a history of federal subsidies that have not panned out. <\/p>\n<p>In 2018, a federal tax credit expansion led to dozens of new projects, as The Center Square <strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/despite-its-setbacks-carbon-capture-may-come-to-pennsylvania\/article_afcc0fa2-c0e6-11ec-9ed4-53968bdff586.html\">previously reported<\/a><\/strong>.
