The watchdog, affiliated with \u2063the Heritage Foundation, believes that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/desantis-signs-loyalty-pledge-to-participate-in-rnc-debate\/\" title=\"DeSantis pledges loyalty to join RNC debate.\">upcoming\u200d debate<\/a> between\u200b Biden and\u2064 former \u2064President Donald Trump could \u2063be crucial for Biden&#8217;s candidacy. While some Democrats have privately suggested\u2064 that Biden should consider stepping aside for a younger candidate, \u2062he has shown \u2064no \u2062willingness \u2064to do\u200c so. Polls \u2063indicate \u200ba segment of Democratic voters \u200balso favor a new candidate, especially \u2063if Biden performs poorly in the debate. In response, the Oversight Project is \u2062preparing\u2064 for\u2064 potential &#8220;pre-election litigation&#8221; to prevent any \u2063attempts to bypass state election laws to replace \u2063Biden \u2062on the ticket. \u200cThe situation is described as potentially &#8220;messy&#8221; by Mike Howell, the executive director of\u2064 the Oversight Project.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>An election integrity watchdog warned Tuesday that mental, physical, and even \u201ccontinence\u201d problems may prompt Democrats to switch out <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3058608\/biden-advisers-urge-attack-trump-on-economy\/\" target=\"_blank\" rel=\"noopener\" title>President Joe Biden<\/a> with an alternative, possibly Hillary Clinton, on the presidential ticket.<\/p>\n<p>The <a href=\"https:\/\/www.heritage.org\/oversight\" target=\"_blank\" rel=\"noopener\" title>Oversight Project<\/a>, a legal arm of the <a href=\"https:\/\/www.heritage.org\/press\/heritage-foundation-launches-oversight-project\" target=\"_blank\" rel=\"noopener\" title>Heritage Foundation<\/a>, cited several reasons why it believes Biden\u2019s days are numbered and said the Thursday debate between Biden and former President Donald Trump could be make-or-break for the Democrat.<\/p>\n<p>The group said it is not going to stand by if the White House or Democratic Party tries to override state election laws to insert a Biden replacement. In fact, it is already laying the groundwork for \u201cpre-election litigation\u201d to block that.<\/p>\n<p>\u201cWe\u2019re kind of sounding the alarm,\u201d said Mike Howell, executive director of the Oversight Project. \u201cThis could get really messy.\u201d<\/p>\n<p>Several Democrats have reportedly urged Biden to consider stepping aside for another candidate. Biden has refused and shows no signs of backing out.<\/p>\n<p>Democratic voters in polls have also shown a desire for a younger candidate who can tackle Trump\u2019s candidacy and even a third of Democrats told a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/washington-secrets\/3056352\/voters-say-trump-win-debate-booting-biden-off-2024-ticket\/\" target=\"_blank\" rel=\"noopener\" title>Rasmussen Reports<\/a> survey this week that Biden should be replaced if he loses the Thursday debate.<\/p>\n<p>Recognizing the growing anti-Biden trend among Democrats, Howell issued an \u201cemergency\u201d memo last week warning about a possible move. He noted that since Biden has already passed through the primary process and beyond fall election ballot deadlines, the party is stuck with the president.<\/p>\n<figure><\/figure>\n<p>But clearly, he said in a conference call with the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/two-teens-set-mentally-ill-man-on-fire-if-races-were-reversed-it-would-be-a-national-story\/\" title=\"Two Teens Set Mentally Ill Man On Fire; If Races Were Reversed It Would Be A National Story\">media today<\/a>, the Democrats don\u2019t agree. He noted recent moves by Clinton to get back into the presidential mix.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3058194\/hillary-clinton-warning-voters-new-book\/\" target=\"_blank\" rel=\"noopener\" title>Clinton today<\/a> released the cover of her upcoming book and said it would include an unknown political warning. She has recently emerged as a regular Biden surrogate.<\/p>\n<p>In making his case for why Biden could step aside, Howell cited several examples of the president\u2019s personal problems, from freezing at a South Lawn Juneteenth celebration to wandering off stage at the G7 in Italy. He also referenced social media posts about Biden and continence problems.<\/p>\n<p>\u201cYou\u2019ve seen the discussions that are going on across the country, whether it\u2019s the freezing episodes, the perpetual gaffes, and obviously another major theme is the perceptions of the continence issues which are, I think, really taking hold. The process for substitution and withdrawal presents many election integrity issues.
