These reforms include tackling issues such as gerrymandering, the structure\u2062 of primary elections, and the implementation of different voting systems like <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-house-passes-omnibus-election-reform-bill\/\" title=\"Georgia House Passes Omnibus Election Reform Bill\">ranked choice voting<\/a>.<\/p>\n<p>In Ohio, a\u200d significant measure is proposed to overhaul the \u200dcurrent Ohio Redistricting Commission, which is controlled \u2063by a Republican majority and has been responsible for creating legislative and congressional maps. The proposed amendment would\u2062 establish a citizen-led commission to handle redistricting, aiming to create fairer electoral districts. This \u200bsystem moves\u200b away from winner-take-all elections, potentially allowing for a\u2064 broader\u200d representation of\u2063 voter preferences in election outcomes.<\/p>\n<p>These initiatives reflect a broader push \u2063across the country to create \u2064more democratic and less partisan election systems, helping \u2063to ensure that electoral outcomes better reflect the will of all constituents.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Seven states are looking to reform some of their election and governance rules to move away from partisanship via several <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/referendum\/\" target=\"_blank\" rel=\"noopener\" title>ballot measures<\/a>. <\/p>\n<p>Voters from across the country appear likely to <a href=\"https:\/\/washingtonexaminer.com\/tag\/voting\/\" target=\"_blank\" rel=\"noopener\" title=\"vote\">vote<\/a> on reforms related to <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gerrymandering\/\" target=\"_blank\" rel=\"noopener\" title>gerrymandering<\/a>, closed and semi-closed primaries, and winner-take-all voting.<\/p>\n<p>Here are some ballot measures people will vote on. <\/p>\n<h2>Gerrymandering<\/h2>\n<p>The deadline is approaching for a ballot initiative in <a href=\"https:\/\/ballotpedia.org\/Ohio_Citizens_Redistricting_Commission_Amendment_(2024)\" target=\"_blank\" rel=\"noopener\" title>Ohio<\/a> in which voters would decide whether to replace the heavily partisan Ohio Redistricting Commission with a citizen-led redistricting commission. If approved, it would be enshrined in the state\u2019s constitution. <\/p>\n<p>The commission has been built on a GOP majority, with Republicans like Gov. Mike DeWine, state Senate President Matt Huffman, former House Speaker Bob Cupp, and state Secretary of State Frank LaRose all having served on the commission during some or all of the proceedings over the past two years in which the commission passed six legislative maps and two congressional maps.<\/p>\n<p>\u201cAn overwhelming majority of Ohioans will cast ballots this November in legislative districts that were drawn to lock in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/top-georgia-republican-calls-for-end-to-election-system-that-few-states-still-use\/\" title=\"Georgia's leading Republican urges discontinuation of outdated election system used by only a handful of states\">general election outcomes<\/a>, and few districts featured meaningful primary contests,\u201d a report from the Brennan Center for Justice at New York University\u2019s law school <a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/ohios-gerrymandered-state-house-districts-lack-electoral-competition\" target=\"_blank\" rel=\"noopener\" title>stated<\/a>. \u201cThese are the predictable consequences of living in a gerrymandered state.\u201d<\/p>\n<p>Seventy-seven percent of Ohioans live in \u201cdistricts where elections for state representatives are not in serious dispute,\u201d according to the report.<\/p>\n<h2>Closed and semi-closed primaries<\/h2>\n<p>Twelve <a href=\"https:\/\/worldpopulationreview.com\/state-rankings\/closed-primary-states\" target=\"_blank\" rel=\"noopener\" title>states<\/a> have closed primaries, and a handful of other states have semi-closed primaries, in which independent voters can vote in either party\u2019s primary, but registered partisans may not cast ballots for the other side.\u00a0In a closed primary, independents are boxed out of the voting process because a voter must be registered with a party to cast a ballot.<\/p>\n<p>Voters in six states will vote on doing away with closed or semi-closed primaries. In Arizona, the \u201c<a href=\"https:\/\/apps.arizona.vote\/electioninfo\/assets\/47\/0\/BallotMeasures\/I-07-2024%20Make%20Elections%20Fair%20Arizona.pdf\" target=\"_blank\" rel=\"noopener\" title>Make Elections Fair Arizona Act<\/a>\u201d would give the state open primaries, as the state has <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kennedy-inspiring-a-different-kind-of-crossover-voting-movement-voters-say\/\" title=\"Voters claim Kennedy inspires unique crossover voting movement.\">semi-open primaries<\/a> in which independents can choose which party to affiliate with for ballot purposes. <\/p>\n<p>South Dakota <a href=\"https:\/\/ballotpedia.org\/South_Dakota_Constitutional_Amendment_H,_Top-Two_Primary_Elections_Initiative_(2024)\" target=\"_blank\" rel=\"noopener\" title>voters<\/a> will also be given the chance to change their closed primaries to an open format.<\/p>\n<p>Colorado, Idaho, Montana, and Nevada would move away from closed primaries in their ballot initiatives but also give voters a chance to vote for more than one candidate in a way. <\/p>\n<h2>Ranked choice voting<\/h2>\n<p>In addition to doing away with the closed and semi-closed primary system, the ballot initiatives in Colorado, Idaho, Montana, and Nevada would move away from the winner-take-all voting systems toward more of a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ten-house-republicans-voted-to-impeach-trump-heres-what-happened-to-them\/\" title=\"Ten House Republicans Voted To Impeach Trump \u2014 Here\u2019s What Happened To Them\">ranked choice system<\/a>. <\/p>\n<p>If it is approved, <a href=\"https:\/\/ballotpedia.org\/Nevada_Question_3,_Top-Five_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noopener\" title>Nevada<\/a> will vote on the top five candidates in order of preference. A candidate would need to win a simple majority to win the primary, with a process of elimination occurring until one can win, with the person receiving the least votes being eliminated and those votes being redistributed to those voters\u2019 second choice, and so on.<\/p>\n<p>The <a href=\"https:\/\/ballotpedia.org\/Colorado_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noopener\" title>Colorado<\/a> ballot measure would allow voters to rank their top four candidates in order of preference in a single primary regardless of party affiliation. A similar process of elimination would occur in Colorado to get one candidate a simple majority.<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Organizers in <a href=\"https:\/\/idahocapitalsun.com\/2024\/05\/01\/having-exceeded-goal-idaho-open-primary-supporters-submit-final-signatures-for-verification\/\" target=\"_blank\" rel=\"noopener\" title>Idaho<\/a> said they have enough signatures to place an initiative on the ballot that would create a single primary and a ranked choice voting system open to all, regardless of party affiliation. It would use a similar runoff method as Nevada and Colorado have proposed to determine majorities if one is not initially clear.<\/p>\n<p><a href=\"https:\/\/ballotpedia.org\/Montana_Top-Four_Primary_Initiative_(2024)\" target=\"_blank\" rel=\"noopener\" title>Montana<\/a> would also move toward ranking four candidates with all parties running in the same primary.
