They are battling low expectations, legal records, and lingering doubts about their records and character, as well as each other. The <\/em>Washington Examiner<em> is taking a closer look at the event, which could transform the entire 2024 contest.<\/em> <em>Part 2 will focus on the promises both candidates made in 2020 and how, or if, they lived up to them. <\/em><\/p>\n<p>President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title=\"Donald Trump\">Joe Biden<\/a> and then-President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\" target=\"_blank\" rel=\"noopener\" title=\"Donald Trump\">Donald Trump<\/a> said a lot of things during their 2020 debates, not all of which have aged well.<\/p>\n<\/div>\n<p>In their two <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/debates\/\" target=\"_blank\" rel=\"noopener\" title=\"appearances\">appearances<\/a> during the last cycle, COVID-19 dominated the proceedings. Both candidates were asked about the pandemic directly several times, and it colored the discussion of nearly everything else. But both Trump and Biden made plenty of claims and campaign pledges, too, on topics ranging from healthcare to immigration to electric vehicles.<\/p>\n<p>Here\u2019s a quick rundown of what was said \u2014 and how it looks today. <\/p>\n<h2>First debate \u2014\u00a0Sept. 29, 2020, Cleveland, Ohio<\/h2>\n<figure>\n<div>\n<p data-video_id=\"K8Z9Kqhrh5c\"><iframe loading=\"lazy\" title=\"Watch In Full: Trump versus Biden in the first US Presidential election debate\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/K8Z9Kqhrh5c?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen   style=\"display:none\"><\/iframe><\/p>\n<\/p><\/div>\n<\/figure>\n<p>The initial showdown was held in late September, more than three months later in the year than this cycle\u2019s first, which will take place June 27. It was mostly remembered for Trump\u2019s talking over Biden and moderator Chris Wallace and for Biden\u2019s \u201cWill you shut up man?\u201d <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2592673\/biden-campaign-capitalizes-on-viral-debate-moment-by-selling-will-you-shut-up-man-t-shirts\/\" target=\"_blank\" rel=\"noopener\" title=\"one-liner\">one-liner<\/a>.<\/p>\n<h3>Obamacare<\/h3>\n<p>Despite being relatively short on substance, the debate featured a number of policy squabbles. In one, Biden proposed to expand the Affordable Care Act, better known as Obamacare, while preserving private health insurance. Trump shot back, \u201cYour party wants to go socialist medicine and socialist healthcare,\u201d claiming Democrats wanted to end private health insurance.<\/p>\n<p>\u201cRight now, I am the Democratic Party,\u201d Biden said, denying the accusation.<\/p>\n<p>Biden then accused Trump of wanting to take away people\u2019s healthcare by overturning Obamacare.<\/p>\n<p>Four years later, both Obamacare and private health insurance remain intact, though Trump is still talking about replacing Obamacare, while Biden is still arguing Trump would <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/2708781\/trump-is-rekindling-obamacare-debates-here-are-the-candidates-stances\/\" target=\"_blank\" rel=\"noopener\" title=\"rip away\">rip away<\/a> people\u2019s healthcare.<\/p>\n<h3>Trump tax cuts<\/h3>\n<p>\u201cI\u2019m going to eliminate the Trump tax cuts,\u201d Biden boasted on the debate stage.<\/p>\n<p>The cuts, passed by Congress in 2017, were arguably the biggest policy change of Trump\u2019s entire presidency. While they lower taxes for most workers, Democrats have attacked them for benefitting high earners and corporations the most, with Biden claiming Trump pays proportionally less taxes than a school teacher.<\/p>\n<p>Trump, meanwhile, has said the tax cuts were evidence that he gets things done.<\/p>\n<p>\u201cIn 47 months, I\u2019ve done more than you\u2019ve done in 47 years, Joe,\u201d Trump said. <\/p>\n<p>Biden proposed raising taxes on people earning more than $400,000, while Trump warned such an increase would hurt the economy. <\/p>\n<p>The problem with Biden pledging in 2020 to eliminate the Trump tax cuts was that they don\u2019t expire until 2025. Biden has not majorly overhauled the tax code during his first term in office, but he says that if reelected, he will let Trump\u2019s cuts <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/finance-and-economy\/2979209\/biden-promises-to-kill-trump-tax-cut\/\" target=\"_blank\" rel=\"noopener\" title=\"stay expired\">expire<\/a>,\u00a0meaning millions could expect to see tax hikes as high as 4%.<\/p>\n<h3>Judicial appointments<\/h3>\n<p>Trump bragged in the debate that \u201cby the end of the first term, I\u2019ll have [appointed] approximately 300 federal judges and Court of Appeals judges, 300.\u201d<\/p>\n<p>Part of the reason for the high number was that, according to Trump, former President Barack Obama left 128 spots unopened when he left office, saying, \u201cIf you left us 128 openings, you can\u2019t be a good president.\u201d<\/p>\n<p>However, this is one of Trump\u2019s comments that has not aged well. For one, he finished with 234 appointed judges rather than 300. More importantly, Biden is on pace to beat his record, with <a href=\"https:\/\/www.heritage.org\/judicialtracker\" target=\"_blank\" rel=\"noopener\" title=\"201 appointments\">201 appointments<\/a> as of June 14, which is more than Trump had at this point in his term.<\/p>\n<p>Trump\u2019s saving grace on this topic is the fact that he appointed three Supreme Court justices, while Biden to date has only one. Biden is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3022454\/biden-two-supreme-court-justices\/\" target=\"_blank\" rel=\"noopener\" title=\"hoping to change that\">hoping to change that<\/a> if reelected.<\/p>\n<h3>Electric vehicle charging stations<\/h3>\n<p>\u201cWe\u2019re going to make sure that we are able to take the federal fleet and turn it into a fleet that\u2019s run on, that are electric vehicles,\u201d Biden said. \u201cMaking sure that we can do that, we\u2019re going to put 500,000 charging stations on all of the highways that we\u2019re going to be building in the future.\u201d<\/p>\n<p>This one is a little hard to judge since Biden did not put an exact timeline on these proposals. But the federal fleet today still consists overwhelmingly of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/two-ca-dem-senators-tell-biden-to-set-hard-date-to-eliminate-sale-of-gas-powered-vehicles\/\" title=\"Two CA Dem Senators Tell Biden To Set Hard Date To Eliminate Sale Of Gas-Powered Vehicles\">gas-powered vehicles<\/a>. The website for the U.S. General Services Administration <a href=\"https:\/\/www.gsa.gov\/about-us\/climate-action\/federal-fleet\" target=\"_blank\" rel=\"noopener\" title=\"says\">says<\/a> it has a goal of purchasing only electric vehicles by 2035, which even if reached would leave gas-powered federal vehicles on the road for years afterward.<\/p>\n<p>The GSA said it has \u201cbegun installing\u201d more than 26,000 charging ports, with 7,000 in use.<\/p>\n<p>The Biden administration did invest $7.5 billion in EV charging stations as part of the Inflation Reduction Act, but as of late March, it had only <a href=\"https:\/\/www.washingtonpost.com\/climate-solutions\/2024\/03\/28\/ev-charging-stations-slow-rollout\/\" target=\"_blank\" rel=\"noopener\" title=\"seven stations\">seven stations<\/a> to show for it.<\/p>\n<p>Trump is arguably campaigning harder on EVs than Biden is in 2024, repeatedly promising that the government\u2019s EV push will <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2449952\/trump-commits-to-undo-bidens-absolutely-insane-job-killing-electric-vehicle-plan-if-elected\/\" target=\"_blank\" rel=\"noopener\" title=\"wreck the auto industry\">wreck the automobile industry<\/a> if he doesn\u2019t win.<\/p>\n<h2>Second debate \u2014\u00a0Oct. 22, 2020, Nashville, Tennessee<\/h2>\n<figure>\n<div>\n<p data-video_id=\"uLvKaUi8VXw\"><iframe loading=\"lazy\" title=\"Biden vs. Trump: The second 2020 presidential debate\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/uLvKaUi8VXw?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<\/p><\/div>\n<\/figure>\n<p>The second 2020 debate was relatively tame, notably giving moderators the opportunity to mute mics, a power they will keep this year, and thus more substantive. It also focused, even more than the first one, on the pandemic.<\/p>\n<h3>220,000 dead<\/h3>\n<p>\u201c[There are] 220,000 Americans dead [from COVID-19]. If you hear nothing else I say tonight, hear this,\u201d Biden said in his very first remarks of the debate. \u201cAnyone who is responsible for that many deaths should not remain as president of the United States of America.\u201d<\/p>\n<p>This statement, perhaps more than any other, has not aged well.<\/p>\n<p>In January 2022, when Biden had still been in office for less than a year, the total number of COVID-19 deaths\u2019 under his watch <a href=\"https:\/\/www.newsweek.com\/joe-biden-elected-tame-virus-sees-his-covid-death-toll-surpass-donald-trumps-1654136\" target=\"_blank\" rel=\"noopener\" title=\"surpassed\">surpassed<\/a> those of Trump, even though vaccines became widely available early in the Biden presidency. By May 2022, there had been <a href=\"https:\/\/www.reuters.com\/world\/us\/biden-marks-1-million-americans-dead-covid-2022-05-12\/\" target=\"_blank\" rel=\"noopener\" title=\"more than 1 million\">more than 1 million<\/a> COVID-19 deaths, 60% of which occurred after Biden took office. <\/p>\n<p>Needless to say, Biden remained as president even after surpassing the 220,000 mark. However, Trump also made pandemic-related statements he probably regretted later, such as saying, \u201cI get along very well with Anthony [Fauci]. \u2026 He happens to be a <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/3045129\/fauci-unmasked-clearing-record-masks-social-distancing-vaccines\/\" target=\"_blank\" rel=\"noopener\" title=\"good person\">good person<\/a>.\u201d<\/p>\n<p>Fauci has since become an enemy of Republicans, who decry what they say is his embrace of school closures and mask mandates, along with his efforts to downplay the \u201clab leak\u201d theory of the pandemic\u2019s origins.<\/p>\n<h3>Hunter Biden\u2019s laptop<\/h3>\n<p>\u201cIt\u2019s the laptop from hell,\u201d Trump said in 2020 of the younger Biden\u2019s computer, which had recently hit the headlines in one of the campaign cycle\u2019s biggest controversies.<\/p>\n<p>Trump is likely to bring the Hunter Biden laptop up <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3031291\/hunter-biden-laptop-debate-issue-trump-2024\/\" target=\"_blank\" rel=\"noopener\" title=\"again next week\">again next week<\/a> now that it has been largely verified and <a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3028301\/hunter-biden-silver-laptop-shown-courtroom-gun-trial\/\" target=\"_blank\" rel=\"noopener\" title=\"admitted as evidence\">admitted as evidence<\/a> in court.<\/p>\n<p>While it wasn\u2019t a campaign promise, Trump cited the laptop and Hunter Biden\u2019s foreign dealings as evidence that Joe Biden is a \u201ccorrupt politician.\u201d<\/p>\n<p>\u201cDon\u2019t give me the stuff about how you\u2019re this innocent baby,\u201d Trump said. <\/p>\n<p>Biden, who had just said character is on the ballot in the election, strongly implied in 2020 that the laptop was not legitimate.<\/p>\n<p>\u201cThere are 50 former national intelligence folks who said that what he\u2019s accusing me of is a Russian plan,\u201d Biden said. \u201cThey have said that this has all the characteristics \u2014 four, five former heads of the CIA, both parties, say what he\u2019s saying is a bunch of garbage.\u201d<\/p>\n<p>Biden won\u2019t be able to rely on that defense this time around, though it\u2019s an open question how much most voters will be swayed by the actions of his son.<\/p>\n<h3>Tariffs<\/h3>\n<p>\u201cI charged [China] 25% on dumped steel because they were killing our steel industry,\u201d Trump said. \u201cWe were not going to have a steel industry, and now we have a steel industry.\u201d<\/p>\n<p>Trump was proud of his China tariffs, and Biden did not directly respond to the assertion during the debate, pivoting instead to middle-class economic struggles.<\/p>\n<p>Biden elsewhere in 2020 suggested he would <a href=\"https:\/\/www.forbes.com\/sites\/stuartanderson\/2020\/08\/06\/biden-says-he-will-end-trumps-tariffs-on-chinese-made-goods\/?sh=48e93037523a\" target=\"_blank\" rel=\"noopener\" title=\"end\">end<\/a> Trump\u2019s China tariffs, but after taking office, he not only kept them in place but is now trying to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3002358\/biden-quadruple-tariffs-chinese-evs-outfox-trump\/\" target=\"_blank\" rel=\"noopener\" title=\"outdo Trump\">outdo Trump<\/a> with even higher ones.<\/p>\n<p>The topic is likely to come up again during the CNN debate as both candidates look to woo blue-collar <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2818570\/joe-biden-bidenomics-investment-wisconsin-minnesota\/\" target=\"_blank\" rel=\"noopener\" title=\"Rust Belt voters\">Rust Belt voters<\/a> in Pennsylvania, Wisconsin, and Michigan.<\/p>\n<h3>Immigration and pathways to citizenship<\/h3>\n<p>\u201cWithin 100 days, I\u2019m going to send to the United States Congress a pathway to citizenship for over <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-democrats-and-joe-biden-caused-the-border-crisis\/\" title=\"How Democrats And Joe Biden Caused The Border Crisis\">11 million undocumented people<\/a>,\u201d Biden said.<\/p>\n<p>Biden did in fact send Congress a bill on the <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/01\/20\/fact-sheet-president-biden-sends-immigration-bill-to-congress-as-part-of-his-commitment-to-modernize-our-immigration-system\/\" target=\"_blank\" rel=\"noopener\" title=\"first day\">first day<\/a> of his administration,\u00a0calling to \u201ccreate an earned road map to citizenship for undocumented individuals.\u201d While the bill hasn\u2019t been passed, it has been <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2454915\/white-house-wont-commit-to-biden-meeting-with-gop-on-border-bill-despite-demands\/\" target=\"_blank\" rel=\"noopener\" title=\"repeatedly cited\">repeatedly cited<\/a> by figures such as White House press secretary Karine Jean-Pierre when asked questions about Biden\u2019s immigration policy.<\/p>\n<div>\n<p>More recently, Biden has moved on his own to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3047861\/biden-plan-protect-immigrants-married-us-citizens-deportation\/\" target=\"_blank\" rel=\"noopener\" title=\"ease the pathway\">ease the pathway<\/a> to citizenship for illegal immigrants who are married to U.S. citizens, partly fulfilling his debate pledge.<\/p>\n<p>But Biden has faced strong criticism over the record number of border crossings seen under his administration, with critics pinning blame on his immigration policies and lack of enforcement.<\/p>\n<\/div>\n<p>Trump\u2019s message on immigration has not changed much <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2810272\/build-the-wall-immigration-tops-trump-new-hampshire\/\" target=\"_blank\" rel=\"noopener\" title=\"in eight
