Jim Womack, president \u2064of the North Carolina Election Integrity \u200bTeam,\u2064 emphasized the importance of\u200b consistency, transparency, reliability, and accuracy\u200b in election administration. The proposal, SB 630, seeks to amend the North \u2064Carolina State Constitution\u2062 to\u2062 clarify\u2063 that\u2064 only U.S. \u2064citizens aged 18 \u200cand older who meet existing eligibility criteria can vote.<\/p>\n<p>SB 630, along with a companion bill HB\u200c 1074, needs support from three-fifths of both the House\u200b and\u200d Senate to proceed\u2062 to a voter referendum. They assert that only U.S. citizens should have the right to decide \u200dU.S. election outcomes. Meanwhile, Senate leader Phil Berger is expected to\u200c facilitate a vote on SB 630 soon, as\u2063 legislative\u200d adjournment\u2063 approaches. The drive \u2064for the\u2063 amendment\u2062 aligns with broader concerns over foreign influences in American elections,\u200b amid debates over non-citizen voting rights in various U.S. \u2064localities.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>Election integrity leaders are calling on North Carolina\u2019s legislative leadership to pass a constitutional amendment proposal increasing protections against alien voting before adjourning as soon as next week.<\/p>\n<p>\u201cNorth Carolinians want consistency, transparency, reliability, and accuracy in election administration,\u201d Jim Womack, president of the North Carolina Election Integrity Team, told The Federalist. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-724622382\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-35b6800cdf995a40c84e68e21f9fb7e7 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-35b6800cdf995a40c84e68e21f9fb7e7\"><\/div>\n<p>Introduced last year and carried over into the 2024 legislative session, <a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/S630\/True\" target=\"_blank\" rel=\"noreferrer noopener\">SB 630<\/a> seeks to change language in the North Carolina State Constitution to specify that \u201conly\u201d U.S. citizens who are 18 years old and meet existing eligibility requirements may vote in elections. A companion bill (<a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/H1074\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1074<\/a>) was introduced in the House last month. <\/p>\n<p>Constitutional amendment proposals require support from three-fifths of House and Senate legislators before they can be sent to voters for approval, according to the Tarheel State\u2019s <a href=\"https:\/\/www.ncleg.gov\/Laws\/Constitution\/Article13\" target=\"_blank\" rel=\"noreferrer noopener\">founding document<\/a>. <\/p>\n<p>An <a href=\"https:\/\/webservices.ncleg.gov\/ViewDocSiteFile\/88361\" target=\"_blank\" rel=\"noreferrer noopener\">amended version<\/a> of SB 630 passed by the Senate Redistricting and Elections Committee on Thursday added two additional proposals to the bill, which would require voter ID for all forms of voting and cap the state income tax at 5 percent. The former provision would <a href=\"https:\/\/www.ncleg.gov\/Laws\/Constitution\/Article6\" target=\"_blank\" rel=\"noreferrer noopener\">strengthen<\/a> existing state constitutional requirements mandating electors present ID when voting in person by expanding that requirement to include mail-in voting. Laws <a href=\"https:\/\/ballotpedia.org\/Voter_ID_in_North_Carolina\" target=\"_blank\" rel=\"noreferrer noopener\">requiring<\/a> <a href=\"https:\/\/www.ncsbe.gov\/voting\/voter-id#mail\" target=\"_blank\" rel=\"noreferrer noopener\">voter ID<\/a> in North Carolina elections were passed in 2018 and 2019 and took effect last year following years-long court challenges. <\/p>\n<p>SB 630 must now pass the Rules and Operations of the Senate Committee before going to the full floor for a vote. Womack said a committee co-chair informed him the bill \u201cshould\u201d be considered by the committee on Monday. <\/p>\n<div class=\"fdrlst__b89e9-b84813bd24ca43da494586eb5981fca2 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-b84813bd24ca43da494586eb5981fca2\"><\/div>\n<p>The Senate is expected to adjourn at the end of next week, according to <a href=\"https:\/\/www.wral.com\/story\/constitutional-amendments-could-be-on-nc-voters-2024-ballots-top-gop-leader-says\/21488705\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> comments made by Senate President Pro Tempore Phil Berger, a Republican.<\/p>\n<p>Womack contended that voters\u2019 passage of SB 630\u2019s citizenship amendment \u201cwill remove all present ambiguity about voting eligibility in the North Carolina Constitution,\u201d which he noted \u201cdoes\u00a0not explicitly tie citizenship to voting eligibility.\u201d<\/p>\n<p>North Carolinians\u2019 \u201ctrust in election outcomes is proportional to their perception of integrity of [quality] election administration \u2014 integrity that is measurably enhanced by clearly requiring U.S. citizenship for voting eligibility,\u201d Womack said.<\/p>\n<p>Election Transparency Initiative (ETI) Chair Ken Cuccinelli also <a href=\"https:\/\/electiontransparency.org\/2024\/06\/12\/eti-urges-north-carolina-general-assembly-to-advance-critical-election-integrity-legislation\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> the importance of SB 630 in a <a href=\"https:\/\/electiontransparency.org\/2024\/06\/12\/eti-urges-north-carolina-general-assembly-to-advance-critical-election-integrity-legislation\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> issued last week, saying, \u201cOnly U.S. citizens should decide the outcome of U.S. elections\u2014one person, one vote counted fairly and equally.\u201d<\/p>\n<div class=\"fdrlst__b89e9-feb1106a561cc0379e58f527b9e8dced fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-feb1106a561cc0379e58f527b9e8dced\"><\/div>\n<p>The former Virginia attorney general further called on the GOP-controlled General Assembly to pass HB 770 before the end of the 2024 session. That bill, according to ETI, \u201cwould require Cast Vote Records (CVRs) from tabulation machines be made publicly accessible, as they are in most states.\u201d HB 770 passed the House last year and is awaiting action from the Senate Rules Committee. <\/p>\n<p>\u201cWithout delay, we urge the General Assembly to pass Senate Bill 630 and House Bill 770 and to keep delivering the transparency and trust every voter deserves,\u201d Cuccinelli said. <\/p>\n<p>AMAC Action President Bob Carlstrom echoed Womack and Cuccinelli\u2019s remarks, telling The Federalist his organization\u2019s members \u201chave made it clear that only eligible US citizens should be able to vote in our elections\u201d and \u201crecognize that this is a crucial aspect of election integrity that will contribute to the credibility of our elections.\u201d<\/p>\n<p>In addition to co-sponsoring SB 630\u2019s companion bill, House Speaker Tim Moore, a Republican, has <a href=\"https:\/\/www.wnct.com\/news\/north-carolina\/nc-voters-could-weigh-in-on-a-number-of-constitutional-amendments-this-fall-top-republican-says\/?nxsparam=10\" target=\"_blank\" rel=\"noreferrer noopener\">previously<\/a> voiced support for amending the state constitution to ensure only U.S. citizens are voting in elections. Senate leader Berger has also <a href=\"https:\/\/www.wral.com\/story\/constitutional-amendments-could-be-on-nc-voters-2024-ballots-top-gop-leader-says\/21488705\/\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a> expressed support for the amendment. <\/p>\n<p>When pressed on whether he will use his position as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pelosi-says-impeachment-and-25th-amendment-resolutions-will-be-brought-to-the-house-floor-starting-monday\/\" title=\"Pelosi Says Impeachment and 25th Amendment Resolutions Will Be Brought to the House Floor Starting Monday\">president pro tempore<\/a> to ensure the Senate passes SB 630 before he\u00a0adjourns\u00a0the body next week, Berger spokesman Randy Brechbiel told The Federalist the upper chamber \u201cintends to vote on Senate Bill 630 next week.\u201d<\/p>\n<h2 class=\"wp-block-heading\">States Take Action<\/h2>\n<p>Efforts to prevent aliens from influencing American elections come amid Joe Biden\u2019s <a href=\"https:\/\/thefederalist.com\/tag\/border-invasion\/\" target=\"_blank\" rel=\"noreferrer noopener\">manufactured invasion<\/a> at the U.S.-Mexico border and increasing concerns that foreign nationals could exploit <a href=\"https:\/\/thefederalist.com\/2024\/05\/13\/without-the-save-act-the-only-thing-keeping-foreigners-from-voting-is-the-honor-system\/\" target=\"_blank\" rel=\"noreferrer noopener\">existing federal loopholes<\/a> to interfere in America\u2019s electoral system.<\/p>\n<p>Despite attempts by their media allies to downplay such worries, Democrats have openly pushed for granting foreign nationals the ability to vote in U.S. elections. From blue cities permitting aliens to vote in their elections to elected leftists fighting efforts to repeal such policies, Democrats have made it <a href=\"https:\/\/thefederalist.com\/2024\/06\/19\/dems-claim-they-arent-importing-an-electorate-but-these-5-examples-indicate-otherwise\/\" target=\"_blank\" rel=\"noreferrer noopener\">abundantly clear<\/a> where they stand on the problem.<\/p>\n<p>To combat the issue, grassroots organizations such as Americans for Citizen Voting are working to amend state constitutions throughout the country to include citizen-only voting language. As my colleague Matt Kittle previously <a href=\"https:\/\/thefederalist.com\/2024\/04\/24\/one-word-in-your-state-constitution-could-open-up-your-elections-to-foreign-nationals\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, the group has experienced success in getting lawmakers in <a href=\"https:\/\/www.wispolitics.com\/2023\/constitutional-amendments-barring-non-citizens-from-voting-use-of-private-money-to-run-elections-head-to-voters-after-clearing-assembly\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin<\/a>, <a href=\"https:\/\/ballotpedia.org\/Iowa_Require_Citizenship_to_Vote_in_Elections_and_Allow_17-Year-Olds_to_Vote_in_Primaries_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Iowa<\/a>, <a href=\"https:\/\/news.ballotpedia.org\/2024\/03\/20\/kentucky-voters-to-decide-on-amendment-to-prohibit-noncitizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kentucky<\/a>, and <a href=\"https:\/\/blog.idahoreports.idahoptv.org\/2024\/03\/25\/noncitizen-voting-amendment-to-appear-on-idaho-2024-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a> to pass citizen-only voting amendments that \u201cwill go before voters this November.\u201d<\/p>\n<p>A similar amendment will also appear on South Carolina\u2019s November ballot, according to <a href=\"https:\/\/justthenews.com\/politics-policy\/elections\/citizen-only-voting-amendment-will-be-south-carolina-2024-ballot\" target=\"_blank\" rel=\"noreferrer noopener\">Just the News<\/a>. <a href=\"https:\/\/ballotpedia.org\/Louisiana_Amendment_1,_Citizen_Requirement_for_Voting_Measure_(December_2022)\" target=\"_blank\" rel=\"noreferrer noopener\">Louisiana<\/a> and <a href=\"https:\/\/ballotpedia.org\/Ohio_Issue_2,_Citizenship_Voting_Requirement_Amendment_(2022)\" target=\"_blank\" rel=\"noreferrer noopener\">Ohio<\/a> voters passed such proposals in 2022.<\/p>\n<div class=\"fdrlst__b89e9-94b04a56c46ac9fb5ec47d913ad37fdb fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-94b04a56c46ac9fb5ec47d913ad37fdb\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Election integrity advocates in North Carolina urge legislative leaders to approve a constitutional amendment to enhance protections against non-citizen voting.
