This \u200ddebate resurfaced following a Supreme Court ruling\u2063 that overturned a Trump-era regulation\u200c banning \u2064bump\u200d stocks.\u2063 The ruling stated that the Bureau of \u2064Alcohol, Tobacco, Firearms,\u200d and \u200dExplosives exceeded its authority\u200c with the \u200b2019 regulation.<\/p>\n<p>Amidst this \u200clegal context, Senate Democrats attempted to\u200c push \u2064through legislation to restore \u200dthe\u200d ban but faced opposition from most Republican senators, preventing the measure from being taken up through unanimous consent. Senator Pete Ricketts (R-NE),\u200d with support from\u2063 most GOP colleagues, played a crucial role \u200bin blocking \u200cthe\u2063 legislation. However, some\u200c centrist Republicans like Senators Mitt Romney (R-UT) \u2062and\u200d Susan Collins \u200d(R-ME) showed openness to considering the ban. The\u200b issue highlights ongoing political \u2062and \u200dideological tensions \u2064surrounding Second Amendment rights\u2062 and public safety in the U.S. Senate.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Senate Republicans are at odds over whether to outlaw bump stocks after the Supreme Court <a href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/3045214\/supreme-court-strikes-down-ban-on-bump-stocks\/\" target=\"_blank\" rel=\"noopener\" title=\"striking down a Trump-era ban\">struck down a Trump-era ban<\/a> on the firearm accessory last week.<\/p>\n<p>The divisions resurfaced when Senate Democrats unsuccessfully tried to pass <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3050519\/gop-blocks-senate-bid-restore-trump-era-ban-gun-bump-stocks\/\" target=\"_blank\" rel=\"noopener\" title=\"legislation to restore the ban\">legislation to restore the ban<\/a> on Tuesday as senators prepare to leave town for a two-week July 4 recess. The legislation did not receive a recorded vote, but an attempt to pass it through a legislative shortcut drew opposition from <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Republicans\/\" target=\"_blank\" rel=\"noopener\" title>Republicans<\/a>.<\/p>\n<p>Sen. Pete Ricketts (R-NE), backed by most of his GOP colleagues, blocked the measure from being considered by unanimous consent.<\/p>\n<p>The move represents the party\u2019s long-standing resistance to gun restrictions. Former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\" target=\"_blank\" rel=\"noopener\" title>Donald Trump<\/a> implemented the ban on bump stocks following a mass shooting in Las Vegas, while more than a dozen Republicans voted for modest gun control measures in 2022 after a shooting in Texas. But Republicans, by and large, have no appetite for further restrictions except for a small group of centrists who buck the party on the 2nd Amendment and other issues.<\/p>\n<p>\u201cI would be in favor of that,\u201d Sen. Mitt Romney (R-UT) told the <em>Washington Examiner<\/em> of reimplementing the ban, though he warned <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Democrats\" target=\"_blank\" rel=\"noopener\" title>Democrats<\/a> against inserting \u201cpoison pills\u201d that would turn away Republicans.<\/p>\n<p>Sen. Susan Collins (R-ME) expressed disappointment that the bill did not get considered under regular order; however, she is the co-author of the bipartisan BUMP Act that was brought forward.<\/p>\n<p>\u201cI think it\u2019d be better to put it through committee and bring it to the floor,\u201d Collins told the <em>Washington Examiner<\/em>.<\/p>\n<p>The high court\u2019s <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/conservative\/\" target=\"_blank\" rel=\"noopener\" title>conservative<\/a> majority ruled that a 2019 regulation from the Bureau of Alcohol, Tobacco, Firearms, and Explosives outlawing the gun accessory, which allows semi-automatic weapons to fire more rapidly, overstepped its authority in the absence of congressional action.<\/p>\n<p>The prohibition was implemented after a gunman in 2017 used an assault rifle equipped with a bump stock to kill 60 people and injure hundreds more at a Las Vegas music festival.  <\/p>\n<p>Other Republican senators, including some in or close to leadership, have also signaled an openness to considering legislation on the topic. Those include Sens. Thom Tillis (R-NC), John Cornyn (R-TX), and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/shelley-moore-capito\/\" target=\"_blank\" rel=\"noopener\" title>Shelley Moore Capito<\/a> (R-WV). Democrats would need at least nine GOP senators to side with them in a recorded vote to pass legislation.<\/p>\n<p>\u201cI\u2019ve been involved in some negotiations regarding firearms, and I\u2019d be happy to listen to what people propose,\u201d Cornyn, who is running to succeed Sen. Mitch McConnell (R-KY) as Senate GOP leader, <a href=\"https:\/\/www.cnn.com\/2024\/06\/18\/politics\/senate-bump-stock-ban-bill\/index.html\" target=\"_blank\" rel=\"noopener\" title>told<\/a> reporters.<\/p>\n<figure><figcaption>Sen. Martin Heinrich (D-NM), a lead author of the BUMP Act, said there\u2019s \u201cno legitimate use case\u201d for bump stocks and that he\u2019d be \u201chappy to work with Republicans who have ideas.\u201d<\/p>\n<p>However, Senate Majority Leader <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Chuck-Schumer\/\" target=\"_blank\" rel=\"noopener\" title>Chuck Schumer<\/a> (D-NY) declined to reveal his plans for the issue. He\u2019s been focused on an election-year agenda derided by Republicans as the \u201csummer of show votes.\u201d<\/p>\n<p>\u201cMany [Republicans] were extremely supportive of this when President Trump did it as a regulation, and I\u2019m just shocked that the Supreme Court \u2014 Donald Trump is hardly a friend of gun safety \u2014 but I\u2019m just shocked that the Supreme Court would be even to the right of him,\u201d Schumer said.<\/p>\n<p>Cornyn, who was majority whip at the time, was among nine Republican senators in 2017 who requested that the ATF review bump stocks following the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Las-Vegas\/\" target=\"_blank\" rel=\"noopener\" title>Las Vegas<\/a> massacre. The accessory was first allowed by an ATF decision under the Obama administration.<\/p>\n<p>But other GOP senators who called for regulations at the time now agree with the Supreme Court\u2019s conservative majority, which determined that bump stocks do not <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/22-state-ags-file-brief-with-scotus-opposing-federal-firearm-accessory-ban\/\" title=\"22 State AGs File Brief With SCOTUS Opposing Federal Firearm Accessory Ban\">transform semi-automatic rifles<\/a> into illegal machine guns.<\/p>\n<p>\u201cI think the Supreme Court ruling was the right ruling,\u201d said Sen. J.D.
