This partnership took multiple \u200cadministrations to solidify and is now under strain due to unexpectedly high member fees; fees this year were 33% higher than \u2064budgeted, double\u2063 what was expected, contributing to stresses over a $50 million deficit. Additionally, SREC,\u2064 which handles emergency services for about 550,000\u200c people in Spokane County, boasts financial reserves of $30 \u200cmillion,\u2063 projected to \u200dreach $38 million by year\u2019s end. These funds are earmarked for a new $40 million facility, a decision questioned by officials given current real estate market conditions.<\/p>\n<p>SREC&#8217;s funding comes from Washington\u2019s 911 excise tax, \u2063a 0.1% communications sales tax approved by voters, and fees from member agencies. Mayor \u2063Lisa Brown has negotiated an extended \u200ddeadline for deciding whether the Spokane Police Department will join\u2062 SREC or exit the agreement, calling for a\u200b reevaluation \u2063of the fee structure which she likened to a &#8220;second tax&#8221; on city\u2064 residents.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square)\u00a0\u2013 Spokane officials are losing sleep over the city\u2019s relationship with a regional emergency dispatch center, as member fees doubled what was anticipated this year amid a $50 million deficit.<\/p>\n<p>Spokane Regional Emergency Communications, or <strong><a href=\"https:\/\/www.spokane911.com\/our-history.html\" target=\"_blank\" rel=\"noreferrer noopener\">SREC<\/a><\/strong>, started operating in 2018 and began providing services to Washington\u2019s second-largest municipality in 2022. The partnership took several years to reach, spanning multiple administrations, but now it might crumble.<\/p>\n<p>SREC serves around 550,000 people throughout Spokane County by answering emergency and non<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ohio-police-department-forced-to-cut-back-on-patrols-over-record-gas-prices\/\" title=\"Ohio Police Department Forced To Cut Back On Patrols Over Record Gas Prices\">-emergency calls<\/a> while providing a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-professor-accused-of-arson-setting-spree-charged-with-starting-wildfire\/\" title=\"California Professor Accused Of \u2018Arson-Setting Spree\u2019 Charged With Starting Wildfire\">dispatch service<\/a> for 14 local fire protection authorities, one being the Spokane Fire Department, and six law enforcement agencies.<\/p>\n<p>During a meeting last week as part of Spokane\u2019s annual mid-year budget review, Chief Financial Officer Matt Boston said SREC\u2019s member fees far exceeded what the city anticipated this year. Despite budgeting for a 16% to 17% year-over-year increase, the reality was 33%. <\/p>\n<p>All the while, SREC touts financial reserves upwards of $30 million, with that total expected to increase to around $38 million by the end of the fiscal year. <\/p>\n<p>\u201cTheir ultimate goal is to fund a new facility that I think they\u2019re currently pricing out to be on county land and be in the tune of about $40 million,\u201d Boston said. \u201cWith what we know is going on with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manhattan-sees-record-high-office-vacancy-rate-as-businesses-flee\/\" title=\"Manhattan Sees Record High Office Vacancy Rate As Businesses Flee\">commercial real estate<\/a> at this time, there are much more cost-effective options.\u201d<\/p>\n<p>SREC is funded through <strong><a href=\"https:\/\/dor.wa.gov\/taxes-rates\/other-taxes\/911-tax#:~:text=The%20state%20rate%20is%2025,transaction%20of%20prepaid%20wireless%20services.\">Washington\u2019s 911 excise tax<\/a><\/strong>, a voter-approved 0.1% communication sales tax and fees that each participating agency must pay. Last year, SFD\u2019s fees totaled approximately $1.8 million. <\/p>\n<p>That total is expected to increase to $2.4 million this year, with the corresponding tax revenue following. Last year, SREC generated around $9.45 million in tax revenue from Spokane, which is about 45% of its total annual revenue outside of member fees. <\/p>\n<p>Last month, Mayor Lisa Brown responded to a letter from SREC stating that Spokane needed to decide whether the Spokane Police Department would join the partnership or vacate the agreement altogether. <\/p>\n<p>Brown negotiated an extended deadline through the end of the summer but also included a few requests in the exchange.<\/p>\n<p>\u201cRather than pooling resources to subsidize costs, SREC imposes user fees that function as a second tax on city residents,\u201d Brown wrote in the letter. \u201cThis is unacceptable under any circumstance and particularly now considering the City\u2019s current budget reality. Based on the City\u2019s analysis, SREC could eliminate user fees and still achieve a balanced budget.\u201d<\/p>\n<p>However, each of SREC\u2019s 20 member agencies previously agreed not to decrease fees as it prepares to build the new center, according to <strong><a href=\"https:\/\/www.spokesman.com\/stories\/2024\/jun\/05\/spokane-has-3-months-to-join-regional-911-communic\/#:~:text=Markham%20noted%20all,a%20subpar%20location.\">The Spokesman-Review<\/a><\/strong>.<\/p>\n<p>Additionally, SREC wants SPD to front half of the $5 million needed to transition each agency to a new integrated Computer Aided Dispatch system, an expenditure that SREC would bear the total cost of if Spokane decides to vacate the agreement. <\/p>\n<p>If SPD is added to SREC, it would undoubtedly entail additional financial commitments. Those obligations would tack onto an already extensive list as Spokane grapples with a $50 million structural deficit heading into the 2025 budget process. <\/p>\n<p>SFD accounts for over 50% of fire-related calls to SREC. Adding SPD to the list of members means it would likely account for over 50% of law enforcement calls as well. Despite this, Spokane only occupies 20% of SREC\u2019s board but requires a 70% majority when taking action. <\/p>\n<p>Brown wants more stake in the game, requesting in her letter that SREC grant Spokane another seat on the board and reduce the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/four-key-things-to-watch-for-in-speaker-vote-day-three\/\" title=\"Four Key Things to Watch for in Speaker Vote Day Three\">majority vote needed<\/a> for action to 60%. <\/p>\n<p>\u201cIt\u2019s not just about the finances; it\u2019s about having a great service there,\u201d Brown said during the meeting on Thursday. \u201cBut it also has to be about the finances and fiscal responsibility on behalf of the people of Spokane.\u201d<\/p>\n<p>Spokane has until August 24 to decide whether to add SPD to the list of member agencies or pull SFD.
