This conclusion comes from the annual report\u2062 produced by\u200c the Oregon Secretary \u2063of State Audits Division, which conducts two important financial audits\u2062 every year: the Annual Comprehensive Financial Report and the Statewide Single Audit. \u2062The summary report for fiscal year 2023, titled &#8220;Keeping Oregon\u200d Accountable,&#8221; was notable for including the first adverse opinion and Disclaimer of \u2064opinion in over two decades.\u2062 State\u2064 auditors \u2064have taken actions \u200dregarding past issues,\u2064 with the Audits Director Kip \u200cMemmott acknowledging both improvements and ongoing weaknesses in control mechanisms. It released its summary report for fiscal year 2023, called Keeping Oregon Accountable, this week.<\/p>\n<p>The summary report is an anomaly because it includes the first adverse opinion and Disclaimer of opinion issued by the Audits Division in over 20 years, according to the Oregon Secretary of State\u2019s office.<\/p>\n<p>State auditors followed up on findings that caused unmodified opinions and determined that the agency took the necessary steps to address the adverse opinion.<\/p>\n<p>\u201cThis year\u2019s Single Audit came with both good and bad news,\u201d Audits Director Kip Memmott said in a release. \u201cI was very pleased to see the substantial corrective action to address last year\u2019s adverse opinion. But there are still serious control weaknesses at other important programs that must be addressed, many of which have been ongoing for 10 or more years.\u201d<\/p>\n<p>The federal government requires states to audit their financial statements and compliance with federal program requirements to keep <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/scotus-blocks-biden-administration-cdc-on-eviction-moratorium\/\" title=\"SCOTUS Blocks Biden Administration, CDC On Eviction Moratorium\">receiving federal assistance<\/a>.<\/p>\n<p>Typically, Oregon received between $11 billion and $12 billion annually, but that funding ballooned to over $20 billion annually once the coronavirus pandemic began.<\/p>\n<p>Auditors found control weaknesses that had gone on for years and issued six qualified opinions and a single Disclaimer of opinion for fiscal year 2023. No program received an adverse opinion.<\/p>\n<p>\u201cWhen an audit shows controls are sufficient and the program is generally in compliance with federal requirements, auditors issue an unmodified or \u2018clean\u2019 opinion,\u201d the release said. \u201cModified opinions \u2014 including qualified and Disclaimer of \u2014 speak to the level of concern auditors have about the quality of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-secretary-of-state-investigating-voter-registration-group-run-by-democrat-raphael-warnock\/\" title=\"Georgia Secretary Of State Investigating Voter Registration Group Run By Democrat Raphael Warnock\">internal controls<\/a>.\u201d<\/p>\n<p>The Emergency Solutions Grant Program at Oregon Housing and Community Services (OHCS) received a Disclaimer of opinion; it was the second consecutive time the program received this opinion.<\/p>\n<p>\u201cA Disclaimer of opinion means there was not sufficient, appropriate evidence for auditors to even issue an opinion on program compliance,\u201d the release said.<\/p>\n<p>Meanwhile, qualified opinions are less severe but show that programs lack adequate internal controls to prevent or detect significant noncompliance.<\/p>\n<p>A total of six programs at three agencies \u2014 OHCS, the Oregon Department of Human Services, and the Oregon Health Authority \u2014 received qualified opinions.<\/p>\n<p>Two programs \u2014 Temporary Assistance for Needy Families and the Low-Income Home Energy Assistance program \u2014 have received qualified opinions for several years.<\/p>\n<p>The federal granting agencies must follow up on these audit findings because they can <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gop-senators-demand-white-house-pause-all-taxpayer-funded-gain-of-function-research\/\" title=\"GOP Senators Demand White House Pause All Taxpayer Funded Gain-of-Function Research\">enforce grant requirements<\/a>.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>\u201cFailure to address critical control weaknesses could include punitive consequences, like sanctions or a change in future funding, or it could be an opportunity for the granting agency to clarify its requirements,\u201d the release said.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Center Square reports that the Keep Oregon Accountable summary indicates many Oregon programs require enhancements for federal compliance.
