The funds are to be allocated with $500\u2063 million\u2063 designated for energy assistance, $324 million for infrastructure repairs, and $379 million for humanitarian efforts.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div data-td-block-uid=\"tdi_79\">\n<p>Vice President <a href=\"http:\/\/washingtonexaminer.com\/tag\/kamala-harris\" target=\"_blank\" rel=\"noopener\" title>Kamala Harris<\/a> promised Ukraine $1.5 billion towards energy assistance, emergency infrastructure repairs within the sector, and <a href=\"http:\/\/washingtonexaminer.com\/tag\/foreign-aid\" target=\"_blank\" rel=\"noopener\" title>humanitarian efforts<\/a>.<\/p>\n<p>Harris was in Lucerne, Switzerland, on Saturday for the Summit on peace in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ukraine\/\" target=\"_blank\" rel=\"noopener\" title>Ukraine<\/a>, where she met with President Volodymyr Zelensky and made the announcement. Some $500 million will go to energy, while another $324 million will go to repairs, and $379 million in food, water, and health services for Ukrainians.<\/p>\n<p>\u201cThis war remains an utter failure for [Russian President Vladimir] Putin,\u201d Harris said. \u201cIt is in our interest to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/north-korean-missile-launched-toward-south-korean-waters-military-says\/\" title=\"North Korean missile fired at South Korean waters, confirms military\">uphold international norms<\/a>.\u201d<\/p>\n<p>At the event, Harris also commented on the proposal Putin put forward.<\/p>\n<p>\u201cYesterday, Putin put forward a proposal,\u201d\u00a0she said.\u00a0\u201cBut we must speak truth: He is not calling for negotiations; he is calling for surrender.\u201d<\/p>\n<p>In April, the House passed <em>The\u00a0Ukraine\u00a0Security Supplemental Appropriations Act<\/em> which appropriated <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2973263\/congressmembers-explain-votes-against-foreign-aid\/\" target=\"_blank\" rel=\"noreferrer noopener\">$60.84 billion<\/a> in the war against Russia that is going on three years. Kharkiv is\u00a0Ukraine\u2019s second-largest city.
