The bill emphasizes alternative \u2063approaches to \u200caddressing\u200b infertility other than in vitro fertilization (IVF)\u2063 by focusing on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ivf-kills-children-while-idolizing-them\/\" title=\"IVF: A Paradox of Life and Death\">restorative reproductive medicine<\/a>, defined as treatments \u200cintended to \u201crestore the normal physiology and anatomy of the human reproductive system.\u201d Additionally, the RESTORE\u2062 Act seeks to prevent discrimination \u2062against healthcare providers who\u2062 opt out\u2064 of\u200b providing <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/china-announces-major-investment-in-ivf-to-reverse-birth-rate-collapse\/\" title=\"China Announces Major Investment in IVF to Reverse Birth Rate Collapse\">assisted reproductive technology<\/a> like IVY. The approach proposed intends to utilize existing Title X funding for training \u2063in restorative reproductive methods. This legislative \u200cmove \u2062comes \u2063amidst growing debates and legal uncertainties surrounding IVF, especially\u2062 following a significant Alabama Supreme\u2063 Court ruling which temporarily affected IVF services in the state. Although \u200bthe state legislature in Alabama later provided immunity\u2062 to providers, the situation underscored the complexity of reproductive rights discussions in the U.S.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate-republicans\/\" target=\"_blank\" rel=\"noopener\" title>Senate Republicans<\/a> are introducing a bill advocating alternative approaches to <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ivf\/\" target=\"_blank\" rel=\"noopener\" title>in vitro fertilization<\/a> by promoting medical services targeting underlying factors of infertility in women.<\/p>\n<p>The <a href=\"https:\/\/www.hydesmith.senate.gov\/sites\/default\/files\/2024-06\/061324_TAM24694_RESTORE_FINAL.pdf\" target=\"_blank\" rel=\"noopener\" title>Reproductive Empowerment and Support through Optimal Restoration Act<\/a> is co-sponsored by Sens. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/cindy-hyde-smith\/\" target=\"_blank\" rel=\"noopener\" title>Cindy Hyde-Smith<\/a> (R-MS) and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/james-lankford\/\" target=\"_blank\" rel=\"noopener\" title>James Lankford<\/a> (R-OK). <\/p>\n<p>The bill aims to expand access to restorative reproductive medicine, which is defined as any approach that aims to \u201crestore the normal physiology and anatomy of the human reproductive system.\u201d<\/p>\n<p>It would also \u201cprohibit discrimination against healthcare providers who do not participate in assisted reproductive technology,\u201d such as IVF.<\/p>\n<p>Furthermore, the RESTORE Act would use existing funding opportunities in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/title-x\/\" target=\"_blank\" rel=\"noopener\" title>Title X<\/a> to promote medical training in restorative reproductive medicine, according to the <a href=\"https:\/\/www.hydesmith.senate.gov\/hyde-smith-introduces-bill-help-fight-infertility#:~:text=The%20Reproductive%20Empowerment%20and%20Support%20through%20Optimal%20Restoration,infertility.%20As%20such%2C%20the%20measure%20is%20cost%20neutral.\" target=\"_blank\" rel=\"noopener\" title>release<\/a>.<\/p>\n<p>After the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/alabama\/\" target=\"_blank\" rel=\"noopener\" title>Alabama<\/a> Supreme Court\u2019s <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/2868604\/alabama-ivf-case-everything-you-need-to-know\/\" target=\"_blank\" rel=\"noopener\" title>ruling<\/a>, IVF has become central to the national reproductive rights debate.<\/p>\n<p>As IVF services were halted due to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/inside-the-nras-strategy-to-escape-disaster\/\" title=\"Inside the NRA\u2019s Strategy to Escape Disaster\">legal concerns<\/a>, the state legislature later granted providers civil and criminal immunity.<\/p>\n<figure><figcaption>Hannah Miles of Birmingham, Alabama, speaks with Dr. Mamie McLean outside the Alabama Statehouse in Montgomery, Alabama, on Feb. 28, 2024. (AP Photo\/Kim Chandler)<\/figcaption><\/figure>\n<p>\u201cI strongly support treatments such as IVF, which have helped so many families experience the miracle of life,\u201d Hyde-Smith said in a <a href=\"https:\/\/www.hydesmith.senate.gov\/hyde-smith-introduces-bill-help-fight-infertility#:~:text=The%20Reproductive%20Empowerment%20and%20Support%20through%20Optimal%20Restoration,infertility.%20As%20such%2C%20the%20measure%20is%20cost%20neutral.\" target=\"_blank\" rel=\"noopener\" title>statement<\/a>. \u201cHealing the actual causes of infertility will only help increase the success rate for couples trying to conceive.\u201d<\/p>\n<p>While supporting the court\u2019s ruling, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republicans\/\" target=\"_blank\" rel=\"noopener\" title>Republicans<\/a> also denounced its fallout and have introduced <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3017041\/democrats-attacking-ivf-bill-sidestep-abortion-cruz\/\" target=\"_blank\" rel=\"noopener\" title>initiatives<\/a> to ensure access to IVF services.<\/p>\n<p>\u201cIVF is an incredible scientific advancement that allows families to bring life into the world,\u201d\u00a0 said Lankford. \u201cBut IVF is very expensive and shouldn\u2019t be the only option available to families.\u201d <\/p>\n<p>The RESTORE Act does not oppose IVF services, but \u201cprioritizes addressing underlying causes of infertility to help families to bring the miracle of life into the world.\u201d<\/p>\n<p>\u201cIVF has always had its own issues. There are people that just have a concern and it\u2019s typically the way that it\u2019s done,\u201d Lankford <a href=\"https:\/\/www.notus.org\/policy\/senate-bill-ivf\" target=\"_blank\" rel=\"noopener\" title>told<\/a> <em>NOTUS<\/em>. \u201cThere are so many embryos created and frozen that are then abandoned, that becomes an issue for someone \u2014 just a moral, ethical issue.\u201d<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>On Wednesday, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/democrats\/\" target=\"_blank\" rel=\"noopener\" title>Democrats<\/a> <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3040704\/republican-ivf-bill-blocked-by-senate-democrats\/\" target=\"_blank\" rel=\"noopener\" title>blocked<\/a> Republicans\u2019 IVF Protection Act, arguing it does not go far enough to protect IVF access, and Thursday, they blocked the Democratic-led bill, the Right to IVF Act, over <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/religious-liberty\/\" target=\"_blank\" rel=\"noopener\" title>religious liberty<\/a> concerns.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senate Republicans, led by Sens.
