Senator Jim Risch (R-ID) has threatened to delay activities\u2062 in the Senate \u2064Foreign Relations Committee unless there is progress on the bill. Discussions\u200b continue as they seek a feasible way\u2063 to move forward before the end\u2062 of summer, but the deadlock remains with the\u2063 White House suggesting there are more effective methods \u200bto support Israel.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"http:\/\/washingtonexaminer.com\/tag\/senate\/\" target=\"_blank\" rel=\"noopener\" title>Senate<\/a> negotiations over a bill to punish the <a href=\"http:\/\/washingtonexaminer.com\/tag\/international-criminal-court\/\" target=\"_blank\" rel=\"noopener\" title>International Criminal Court<\/a> have reached an impasse as the <a href=\"http:\/\/washingtonexaminer.com\/tag\/white-house\/\" target=\"_blank\" rel=\"noopener\" title>White House<\/a> resists attempts to sanction the body.<\/p>\n<p>Republicans in the Senate have attempted to move the GOP-led bill, which passed the House last week with the help of 42 Democrats, following the ICC prosecutor\u2019s decision to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/icc-seeks-arrest-warrants-for-israeli-and-hamas-leaders\/\" title=\"ICC requests arrest warrants for Israeli and Hamas leaders\">seek arrest warrants<\/a> for top leaders of both Israel and Hamas, but the White House has come out against it, arguing there are \u201cmore effective ways to defend Israel\u201d as it faces scrutiny over its war in Gaza.<\/p>\n<p>A flurry of talks that began on a bipartisan basis after the ICC pursued warrants against Israeli leaders, including Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, have since lost steam, according to a source familiar with the matter.<\/p>\n<p>\u201cThere were numerous phone calls between a bipartisan group of senators who were galvanized to work on legislation regarding doing something on the ICC, but over the course of the last three weeks, that motivation seems to have gone away,\u201d the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cdc-to-release-revised-guidance-reducing-covid-19-quarantine-time-from-14-days-to-7-10\/\" title=\"CDC to release revised guidance reducing COVID-19 quarantine time from 14 days to 7-10\">source told<\/a> the <em>Washington Examiner.<\/em><\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/james-risch\/\" target=\"_blank\" rel=\"noopener\" title=\"Sen. Jim Risch (R-ID)\">Sen. Jim Risch (R-ID)<\/a> is even threatening to hold up action on the <a href=\"https:\/\/www.foreign.senate.gov\/\" target=\"_blank\" rel=\"noopener\" title=\"Sen. Jim Risch (R-ID)\">Senate Foreign Relations Committee<\/a>, according to <em>Punchbowl News<\/em>, unless Democrats agree to consider a version of the bill.<\/p>\n<p>Asked about the standoff, Risch spokeswoman Suzanne Wrasse told the <em>Washington Examiner<\/em> that \u201cour staff will continue to work with the majority staff on finding a path forward to move legislation before the summer\u2019s end.\u201d<\/p>\n<p>\u201cSenator Risch is willing to pursue multiple avenues for the Senate to work on ICC legislation, but despite several offers made by Risch and his colleagues to negotiate, Democrats have not responded substantively, and we haven\u2019t made progress,\u201d she said.<\/p>\n<p>Risch <a href=\"https:\/\/x.com\/SenateForeign\/status\/1798441244412039327\" target=\"_blank\" rel=\"noopener\" title>posted<\/a> on X last week that he expects the Senate Foreign Relations Committee to take up the House ICC bill at its next business meeting.<\/p>\n<p>Democrats have expressed an openness to a bipartisan compromise, but the White House has articulated reservations about the scope of the House bill.<\/p>\n<p>\u201cWe fundamentally reject the ICC prosecutor\u2019s application for arrest warrants against Israeli leaders,\u201d White House press secretary Karine Jean-Pierre told reporters in late May. \u201cSanctions on the ICC, however, we do not believe is an effective or an appropriate path forward.\u201d<\/p>\n<p>Senate Foreign Relations Committee Chairman Ben Cardin (D-MD) accused House Republicans of playing politics with Israel.<\/p>\n<p>\u201cIt was deeply disappointing to see House Republicans push a divisive partisan bill on the ICC Prosecutor\u2019s application for warrants rather than pursuing a sensible, bipartisan approach,\u201d Cardin said in a statement.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>\u201cDefending Israel from this flawed and biased prosecution deserves the same united support we share for the entire U.S.-Israel relationship,\u201d Cardin added. \u201cPolitical maneuvering by Republicans have made a bipartisan bill more difficult, but I have continued talks with those Republicans who are genuinely interested in a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/overtly-politicized-inside-manchins-filibuster-war-against-the-democrats\/\" title=\"\u2018Overtly Politicized\u2019: Inside Manchin\u2019s Filibuster War Against The Democrats\">bipartisan path forward<\/a>.\u201d<\/p>\n<p>With recess scheduled for parts of June, July, August, and October, Republicans are emphasizing that time is running out to get legislation passed in the next few months.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senate talks on a bill to penalize the International Criminal Court are stalled, with the White House opposing sanctions.
