The\u200b order, \u2063known as Executive Order \u200c31,\u2063 mandates that the Virginia State Police, Departments of Elections, Health, and \u2063Motor \u2062Vehicles update their \u2064data-sharing agreements to ensure the accuracy, reliability, privacy, and efficiency of voter data used in maintaining voter lists. These agreements are to\u200b be reviewed annually.<\/p>\n<p>Additionally, the order creates\u2063 a &#8220;data\u200c review\u200d work group&#8221; formed by various state departments. This group will analyze and provide guidance on the data\u200d used\u2064 by the Department of Elections for\u2062 maintaining the \u200cVoter Election Registration\u200b Information System. The \u2064department \u200cis also\u2063 directed to set\u200d specific data-sharing standards and to establish agreements with\u2062 other states to identify\u2062 duplicate registrations and ensure only eligible voters are registered.<\/p>\n<p>This move comes as\u200b Virginia exits from the Electronic Registration Information Center \u200d(ERIC), a\u2062 voter-roll management organization criticized for potential privacy issues and politicization. The \u2063departure follows the discovery of inaccuracies such as nearly 19,000 deceased individuals still listed as \u200cregistered voters in Virginia. Glenn Youngkin issued an executive order on Friday requiring state agencies to establish data-sharing protocols for keeping the commonwealth\u2019s voter rolls updated and accurate.<\/p>\n<p>\u201cThe interagency exchange of data is a vital component of election administration in the Commonwealth,\u201d Youngkin <a href=\"https:\/\/www.governor.virginia.gov\/newsroom\/news-releases\/2024\/june\/name-1028688-en.html\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. \u201cTransparency and interagency collaboration are essential to ensuring that every eligible Virginian can exercise their right to vote and know that the list of registered voters is accurate and up to date.\u201d<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1449304881\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-338d174642141034bd3567e4607fe3dd fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-338d174642141034bd3567e4607fe3dd\"><\/div>\n<p>Under <a href=\"https:\/\/www.governor.virginia.gov\/newsroom\/news-releases\/2024\/june\/name-1028688-en.html\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 31<\/a>, the Virginia State Police and respective Departments of Elections, Health, and Motor Vehicles are required to \u201cupdate data sharing agreements between those agencies within 90 days\u201d of the order\u2019s effective date that \u201cindicate the applicable state or federal law that permits the sharing of Commonwealth data, the designated contact for each agency, and any other responsibility to ensure the accuracy, reliability, privacy, and efficiency of the data used for list maintenance.\u201d Once updated, these agreements will be reviewed once every year, according to the directive.<\/p>\n<p>The order additionally instructs various state departments to develop a multi-agency \u201cdata review work group,\u201d which will analyze and issue guidance on the accuracy and security of data given to and used by the Department of Elections for maintaining the state\u2019s Voter Election Registration Information System. These agencies may also collaborate with \u201cother stakeholders\u201d on the working group if and when \u201cdeemed necessary.\u201d<\/p>\n<p>\u201cThis effort shall develop comprehensive best practices across agencies and offer recommendations that make necessary and effective changes to the Commonwealth\u2019s list maintenance processes,\u201d the order reads. \u201cThe work group shall review and verify the accuracy and source of data inputs provided and ensure all data provided meets applicable state and federal requirements.\u201d <\/p>\n<p>Youngkin further directed the Department of Elections to devise specific data sharing standards \u201cfor the source, transmission, and receipt of information\u201d given to each agency that regularly circulates voter roll data. He also instructed the department to adopt data-sharing agreements with other states to \u201cidentify duplicate registrations, voters who no longer reside in the Commonwealth, and other persons who are no longer entitled to be registered.\u201d<\/p>\n<div class=\"fdrlst__b89e9-1f7c5659453b94e14d1f1ebd28f462e1 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-1f7c5659453b94e14d1f1ebd28f462e1\"><\/div>\n<h2 class=\"wp-block-heading\">A New Era for Virginia Voter Rolls<\/h2>\n<p>As noted in the order, the aforementioned directives are aimed at enhancing the accuracy of Virginia\u2019s voter data before the launch of a new statewide voter list maintenance program next year. <\/p>\n<p>The development of the new system comes amid the commonwealth\u2019s departure from the <a href=\"https:\/\/thefederalist.com\/2022\/08\/11\/democratic-operatives-control-voter-rolls-in-31-states-report-shows\/\" target=\"_blank\" rel=\"noreferrer noopener\">Electronic Registration Information Center (ERIC)<\/a>, a widely used voter-roll management organization founded by Democrat activist <a href=\"https:\/\/www.influencewatch.org\/person\/david-becker\/\" target=\"_blank\" rel=\"noreferrer noopener\">David Becker<\/a> that was \u201csold to states as a quick and easy way to update their voter rolls.\u201d In actuality, ERIC <a href=\"https:\/\/thefederalist.com\/2022\/08\/11\/democratic-operatives-control-voter-rolls-in-31-states-report-shows\/\" target=\"_blank\" rel=\"noreferrer noopener\">inflates voter rolls<\/a> by requiring member states to contact eligible but unregistered residents to register to vote.<\/p>\n<p>In her May 2023 letter to ERIC, Virginia Elections Commissioner Susan Beals <a href=\"https:\/\/thefederalist.com\/2023\/05\/12\/virginia-to-exit-leftist-controlled-voter-roll-maintenance-group-eric\/\" target=\"_blank\" rel=\"noreferrer noopener\">informed<\/a> the organization that the state would no longer participate in the program, citing concerns about the \u201cconfidentiality of voter information\u201d and \u201ccontroversy surrounding the historical sharing of data with outside organizations leveraged for political purposes.\u201d The announcement came weeks after state officials <a href=\"https:\/\/www.insidenova.com\/headlines\/virginia-discovers-nearly-19-000-dead-people-on-voter-rolls\/article_5af0ed54-0c48-5d5d-8962-b8c5d02a69c5.html\" target=\"_blank\" rel=\"noreferrer noopener\">discovered<\/a> nearly 19,000 dead registrants on Virginia\u2019s voter lists. <\/p>\n<p>Other states to withdraw from the program in recent years over similar concerns <a href=\"https:\/\/thefederalist.com\/2023\/05\/12\/virginia-to-exit-leftist-controlled-voter-roll-maintenance-group-eric\/\" target=\"_blank\" rel=\"noreferrer noopener\">include<\/a> Ohio, Florida, West Virginia, Missouri, <a href=\"https:\/\/thefederalist.com\/2023\/07\/24\/texas-announces-exit-from-leftist-controlled-voter-roll-management-group-eric\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas<\/a>, Iowa, Alabama, and Louisiana. <\/p>\n<div class=\"fdrlst__b89e9-d0e32e30af28b64c4d3ea3a1a331c9a5 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-d0e32e30af28b64c4d3ea3a1a331c9a5\"><\/div>\n<p><strong>[READ:[READ:<a href=\"https:\/\/thefederalist.com\/2024\/03\/20\/report-eric-deemed-168000-dead-or-relocated-virginians-eligible-but-unregistered-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">Report: ERIC Deemed 168,000 Dead Or Relocated Virginians \u2018Eligible But Unregistered\u2019 To Vote<\/a>]<\/strong><\/p>\n<p>The onslaught of departures from ERIC has prompted an outcry from legacy media, with \u201cjournalists\u201d dishonestly <a href=\"https:\/\/thefederalist.com\/2023\/12\/18\/media-lie-about-this-leftist-linked-voter-roll-maintenance-group-to-protect-democrats-election-machine\/\" target=\"_blank\" rel=\"noreferrer noopener\">labeling<\/a> the organization\u2019s critics as \u201cconspiracy theorists.\u201d Yet, for all their crocodile tears, these same media hack-tivists routinely ignore the most alarming facts about the Becker-launched group.<\/p>\n<p>In addition to jumpstarting ERIC, Becker is also responsible for founding the Center for Election Innovation and Research (<a href=\"https:\/\/electioninnovation.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">CEIR<\/a>), which, along with the Center for Tech and Civic Life, received hundreds of millions of dollars from Meta CEO Mark Zuckerberg leading up to the 2020 election. These grants were poured into local election offices throughout the country to push sloppy Democrat-backed voting policies, such as mass mail-in voting and the widespread use of ballot drop boxes. <\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\" target=\"_blank\" rel=\"noreferrer noopener\">Analyses<\/a> have shown these \u201cZuckbucks\u201d were heavily skewed toward Democrat municipalities, especially in swing states, effectively making it a giant Democrat get-out-the-vote operation.<\/p>\n<p>As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2023\/03\/15\/democrat-activist-to-resign-from-voter-roll-operation-after-pressure-from-gop-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, CEIR enjoys an active relationship with ERIC, which transmits the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/alabama-secretary-of-state-discovers-popular-leftist-voter-roll-groups-address-is-bogus\/\" title=\"Alabama Secretary Of State Discovers Popular Leftist Voter-Roll Group\u2019s Address Is Bogus\">voter-roll data<\/a> it receives from states to CEIR.
