Some Get Raped\u2019: Greg Gutfeld Flames Democrats For Blowing Off Border Crisis\">address illegal immigration<\/a> at the southern border, outlining areas where an immigrant can claim various fears to avoid deportation.<\/p>\n<p style=\"font-weight: 400\">An <a href=\"https:\/\/freebeacon.com\/wp-content\/uploads\/2024\/06\/ICE_Implementation_Guidance_for_Presidential_Proclamation_of_June_3_2024_Securing_the_Border_and_IFR_Securing_the_Border__6-4-24___final_.pdf\" target=\"_blank\" rel=\"noopener\">internal memo<\/a> from Immigration and Customs Enforcement obtained by the <a href=\"https:\/\/freebeacon.com\/biden-administration\/biden-immigration-executive-order-full-of-loopholes-documents-show\/\" target=\"_blank\" rel=\"noopener\">Washington Free Beacon<\/a> states that Biden\u2019s Presidential Proclamation, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2024\/06\/04\/a-proclamation-on-securing-the-border\/\" target=\"_blank\" rel=\"noopener\">Securing the Border<\/a>, was followed by an Interim Final Rule (IFR) from Homeland Security Secretary Alejandro Mayorkas and Attorney General Merrick Garland \u201cestablishing certain limitations on asylum eligibility and revising certain standards and procedures associated with the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-pledged-to-nominate-a-black-woman-to-the-supreme-court-who-will-it-be\/\" title=\"Biden Pledged To Nominate A Black Woman To The Supreme Court. Who Will It Be?\">expedited removal process<\/a>.\u201d<\/p>\n<p style=\"font-weight: 400\">The document said that the IFR \u201cmakes key changes to asylum processing that will be in place whenever encounters are at levels that impede DHS\u2019 ability to apply timely decisions and consequences to the majority of noncitizens encountered at the southern border, as described in the Proclamation.\u201d<\/p>\n<p style=\"font-weight: 400\">\u201cThese changes include: deeming certain noncitizens who enter across the southern border during circumstances of high encounters at the border to be ineligible for asylum, with limited exceptions; applying a manifestation of fear requirement for those processed for expedited removal to be referred to USCIS for a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-new-plan-to-destroy-american-sovereignty-using-fake-refugees\/\" title=\"Biden\u2019s New Plan to Destroy American Sovereignty Using Fake Refugees\">credible fear interview<\/a>,\u201d it continued.<\/p>\n<p style=\"font-weight: 400\">CBP \u201cwill refer the impacted noncitizen for a credible fear interview before U.S. Citizenship and Immigration Services (USCIS) only if the noncitizen manifests a fear of return, or expresses an intention to apply for asylum or protection, expresses a fear of persecution or torture, or expresses a fear of return to his or her country or the country of removal,\u201d the document states, adding, \u201ca fear may be manifested verbally, non-verbally, or physically.\u201d<\/p>\n<p><b><a href=\"https:\/\/onelink.to\/dwapp\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"sk-tooltip-9096\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/onelink.to\/dwapp&#038;source=gmail&#038;ust=1716990157394000&#038;usg=AOvVaw33qQydjIo8bet419amChif\">CLICK HERE TO GET THE DAILYWIRE+ APP<\/a><\/b><\/p>\n<p style=\"font-weight: 400\">The document then listed examples of \u201cverbal, non-verbal, and physical indicators\u201d \u201cindicative of fear of persecution or torture.\u201d Those included stating \u201cI am afraid to go to (country);\u201d \u201cstatements that the noncitizen was previously harmed in their home country or country of removal,\u201d \u201cStatements that, if traveling in a family unit or family group, the noncitizen\u2019s family member was previously harmed in home country or proposed country of removal,\u201d \u201cEvidence of physical injury consistent with abuse (e.g., bruises, scars),\u201d \u201cEvidence of self-harm,\u201d and \u201cNon-verbal actions that may indicate fear such as hysteria, trembling, shaking, unusual behavior, changes in tone of voice, incoherent speech patterns, panic attacks, or an unusual level of silence.\u201d<\/p>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Biden&#8217;s recent proclamation targets illegal immigration at the southern border, allowing immigrants to cite specific fears to evade deportation.
