Republicans<\/a>\u2018 pitch for <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/federal-spending\/\" target=\"_blank\" rel=\"noopener\" title>funding<\/a> military construction and the href=\"https:\/\/www.washingtonexaminer.com\/tag\/white-house\/\" target=\"_blank\" rel=\"noopener\" title>White House<\/a> <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/omb\/\" target=\"_blank\" rel=\"noopener\" title>Office of Management and Budget<\/a> criticized the GOP proposal on Monday as \u201cpartisan,\u201d contending the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/appropriations\/\" target=\"_blank\" rel=\"noopener\" title>appropriations bill<\/a> \u201cwould result in deep cuts to <a target=\"_blank\" rel=\"noopener\" title>consumer safety<\/a>, energy programs that <a change<\/a>, and essential <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/nutrition\/\" target=\"_blank\" rel=\"noopener\" title>nutrition services<\/a>.\u201d<\/p>\n<p>\u201cSimilar to last year, H.R. 8580 includes numerous, partisan policy provisions with devastating consequences, including harming access to <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/abortion\/\" target=\"_blank\" rel=\"noopener\" title>reproductive healthcare<\/a>, threatening the health and safety of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/LGBT\" target=\"_blank\" rel=\"noopener\" title>lesbian, gay, bisexual, transgender, queer, and intersex Americans<\/a>, endangering <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gay-marriage\/\" target=\"_blank\" rel=\"noopener\" title>marriage equality<\/a>, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-announces-biden-will-veto-gop-bill-that-includes-military-pay-raise-if-it-passes\/\" title=\"White House Announces Biden Will Veto GOP Bill That Includes Military Pay Raise If It Passes\">hindering critical climate change initiatives<\/a>, and preventing the administration from promoting <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/dei\/\" target=\"_blank\" rel=\"noopener\" title>diversity, equity, and inclusion<\/a>,\u201d OMB wrote in a policy statement.<\/p>\n<p>Other objections are to sections of the bill preventing:<\/p>\n<p>\u2022 The closure or realignment of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/guantanamo-bay\/\" target=\"_blank\" rel=\"noopener\" title>U.S. Naval Station Guantanamo Bay<\/a> or the construction or modification of facilities in the United States to house transferred Guantanamo Bay Detention Facility detainees.<\/p>\n<p>\u2022 The VA from using funds to implement, administer, or otherwise carry out the final rule published on March 4, which expanded access to abortion counseling and abortion under limited circumstances for certain veterans and VA beneficiaries. <\/p>\n<p>\u2022 The VA from using funds to provide hormone therapies and surgical procedures for the purpose of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/transgender-issues\/\" target=\"_blank\" rel=\"noopener\" title=\"gender transition-related\">gender transition-related<\/a> procedures.<\/p>\n<p>\u2022 The VA from carrying out a departmental directive designed to ensure most Veterans Health Administration healthcare personnel receive <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/coronavirus\/\" target=\"_blank\" rel=\"noopener\" title>COVID-19 vaccine<\/a> doses. <\/p>\n<p>\u2022 The VA from reporting a person determined to be mentally incompetent during the VA benefits evaluation process without the order or finding of a judge, magistrate, or other judicial authority.<\/p>\n<p>\u2022 The use of funds to display any but the listed flags, including flags demonstrating support for lesbian, gay, bisexual, transgender, queer, and intersex veterans and American citizens.<\/p>\n<p>\u2022 Use of funds made available in the bill or in previous appropriations acts to take \u201cdiscriminatory action\u201d regarding persons who do not support same-sex marriage due to a \u201csincerely held religious belief or moral conviction.\u201d<\/p>\n<p>The Biden administration also opposes the bill\u2019s realignment of military construction funding from priority projects to other projects.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/appropriations-committee\/\" target=\"_blank\" rel=\"noopener\" title>House Appropriations Committee<\/a> passed H.R. 8580 34\u00a0to 25 last month, with Military Construction and Veterans Affairs Subcommittee Chairman John Carter (R-TX) asserting that\u00a0the bill \u201creflects our deep commitment to our servicemembers, both during their active-duty service and when they become veterans.\u201d<\/p>\n<p>\u201cIt addresses critical <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/national-security\/\" target=\"_blank\" rel=\"noopener\" title>security<\/a> challenges in the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pacific\/\" target=\"_blank\" rel=\"noopener\" title>Pacific<\/a> while ensuring our heroes receive the care they deserve,\u201d Carter <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/committee-approves-fy25-military-construction-veterans-affairs-and-related\" target=\"_blank\" rel=\"noopener\" title>wrote<\/a> in a statement. \u201cBy fully funding veterans\u2019 healthcare and investing in quality-of-life improvements such as housing and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/child-care\/\" target=\"_blank\" rel=\"noopener\" title>child care<\/a>, we uphold our promise to support those who serve.\u201d<\/p>\n<p><a
