Proposed changes include empowering \u2062banks \u2064to detect\u2062 suspicious activity and report it to law enforcement\u2063 or trusted individuals. Rep. Joe Hogan introduced \u2064House\u2062 Bill 2064 to enhance the ability of financial institutions\u2062 to disclose records to authorities and prevent potential <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hypocrite-terry-mcauliffe-ignores-own-ties-to-taylor-swift-nemesis\/\" title=\"Hypocrite Terry McAuliffe Ignores Own Ties to Taylor Swift Nemesis\">financial exploitation<\/a> scams. The focus is on\u200b providing\u2063 better protection for the \u200delderly and encouraging \u2062reporting of abuse\u200d cases.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2014 Pennsylvania\u2019s aging population means more residents will be at risk of elder abuse.<\/p>\n<p>That\u2019s why lawmakers want to rework some rules to make it easier for banks to flag suspicious activity and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sen-graham-bidens-call-for-gun-control-wont-solve-problems\/\" title=\"Sen. Graham: Biden\u2019s call for gun control won\u2019t solve problems\">alert law enforcement<\/a> or trusted loved ones.<\/p>\n<p>Rep. Joe Hogan, R-Penndel, introduced <strong><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billinfo\/billinfo.cfm?syear=2023&#038;sind=0&#038;body=H&#038;type=B&#038;bn=2064\">House Bill 2064<\/a><\/strong> to allow financial institutions to report and disclose some records to law enforcement and temporarily delay suspicious transactions that could be scams or financial exploitation.<\/p>\n<p>\u201cThis is a problem everywhere and I think states now are only starting to realize there\u2019s things they could be doing better,\u201d Hogan said. \u201cPennsylvania\u2019s moving in the right direction and we\u2019re looking at other ways to protect people.\u201d<\/p>\n<p>The Pennsylvania Department of Aging provides resources for the public to <strong><a href=\"https:\/\/www.aging.pa.gov\/aging-services\/financial_exploitation\/Pages\/default.aspx#:~:text=If%20you%20suspect%20that%20you,%2D800%2D490%2D8505.\">report elder abuse<\/a><\/strong> and encourages older adults not to give out <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-officials-investigate-larry-elders-financial-report\/\" title=\"California Officials Investigate Larry Elder\u2019s Financial Report\">personal financial information<\/a>.<\/p>\n<p>\u201cThe legislation will also authorize the sharing of information and records between financial institutions, fiduciaries, and area agencies on aging,\u201d Hogan noted in a <strong><a href=\"https:\/\/www.legis.state.pa.us\/\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&#038;SPick=20230&#038;cosponId=42172\">legislative memo<\/a><\/strong>. \u201cLike other voluntary reporters to protective services, financial institutions and fiduciaries would be immune from civil or criminal liability when exercising their discretion to report, share records, provide information to area agencies on aging, and temporarily delay financial transactions.\u201d<\/p>\n<p>Fraud has been growing nationally. The National Council on Aging reported almost 90,000 fraud complaints in 2022 totaling <strong><a href=\"https:\/\/www.ncoa.org\/article\/top-5-financial-scams-targeting-older-adults\">more than $3 billion<\/a><\/strong> in losses. Pennsylvania legislators routinely warn the public of financial scams in their weekly newsletters<\/p>\n<p>Hogan recalled a field hearing in March with bank officials in Bucks County who noted they deal with tens of thousands of dollars lost due to scams every week.<\/p>\n<p>\u201cThat\u2019s one county, that\u2019s one bank; you can extrapolate it out to see that it\u2019s a huge problem right now,\u201d he said.<\/p>\n<p>Scams and fraud range from government impersonations, robocalls, sweepstakes scams and other forms. Hogan also mentioned high-pressure scams such as fraudsters impersonating a grandchild who needs help in a foreign country, or romantic scams in which someone preys on a lonely widower.<\/p>\n<p>\u201cThe major takeaway is, if you slow down, ask some questions, and if you\u2019re being pressured to move very quickly and they\u2019re asking for money, it\u2019s probably a scam,\u201d Hogan said.<\/p>\n<p>Scams are ever-evolving, but legislators believe there are ways to limit their harm.<\/p>\n<p>\u201cFrom a legislative standpoint, I think it\u2019s about adding guardrails,\u201d Hogan said. \u201cWe can be proactive on the education side of things.\u201d<\/p>\n<p>Hogan has hosted \u201cscam jams\u201d to teach the public about common scams and sketchy tactics, and federal agencies like the <strong><a href=\"https:\/\/www.consumerfinance.gov\/consumer-tools\/educator-tools\/resources-for-older-adults\/protecting-against-fraud\/\">Consumer Financial Protection Bureau<\/a><\/strong> also offer resources about the financial threats to older Americans.<\/p>\n<p>\u201cPeople always fall for these types of scams, unfortunately \u2014 that\u2019s been the case since the beginning of time,\u201d Hogan said. \u201cThere are people that prey on others\u2019 goodwill and good intentions, but I think we can identify opportunities to put the brakes on some of this stuff, and help people out.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pennsylvania faces a growing risk of elder abuse due to its aging population.
