DeSantis, reporter\">campaign finance reports<\/a> and does not appear to have an operating budget.<\/p>\n<p>Republican and ex-Navy SEAL Tim Sheehy is heavily favored in the GOP primary against former Montana Public Service Commissioner Brad Johnson and past congressional candidate Charles Walking Child. Rep. Matt Rosendale\u2019s (R-MT) exit from the race in February after only being in it for six days cleared the way for Sheehy.<\/p>\n<p>Democrats cannot afford to lose Montana or any of the other half-dozen battleground Senate races in order to keep majority control.<\/p>\n<p>Tester is facing heightened scrutiny from national Republicans for what they say is taking \u201ccredit for opposing Biden policies he supported,\u201d including measures on energy, the pandemic, and illegal immigration. Over the course of 65 pages in two separate memos viewed by the <em>Washington Examiner<\/em>, the National Republican Senatorial Committee, Senate Republicans\u2019 campaign arm, has laid out extensive point-by-point rebuttals.<\/p>\n<p>\u201cIn reality, Jon Tester\u2019s record shows a distinct love for Biden and equal disdain for President Trump,\u201d one of the NRSC memos reads.<\/p>\n<figure><figcaption>Sen. Scott Applewhite)<\/figcaption><\/figure>\n<p>The Tester campaign did not respond to a request for comment.<\/p>\n<p>Tester has a two-page <a href=\"https:\/\/www.scribd.com\/document\/735142646\/MEMO-Senator-Tester-s-Long-Track-Record-Standing-Up-to-President-Biden\" target=\"_blank\" rel=\"noopener\" title>policy memo<\/a> that a spokesperson for his office said was evidence that the Democrat \u201chas a long-standing track record of consistently and repeatedly standing up to President Biden and his administration.\u201d<\/p>\n<p>\u201cFalse claims from Senator Tester\u2019s opponents that he only opposes his party because it is an \u2018election year\u2019 could not be further from the truth,\u201d the Tester memo reads. \u201cJust look at his consistent record of standing up to anyone \u2014 including President Biden \u2014 when it\u2019s the right thing to do for Montana.\u201d<\/p>\n<p>Tester has sought to draw a contrast with Biden on border security in particular, as Democrats try to flip the script on the influx of illegal crossings that the Biden administration\u2019s policies have contributed to. Tester boasted in a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pa-house-candidate-jim-bognet-releases-ad-against-opponent\/\" title=\"Pa. House candidate Jim Bognet releases ad against opponent\">recent campaign ad<\/a> that he \u201cworked with Republicans, fighting to shut down the border \u2026 and he fought to stop President Biden from letting migrants stay in America.\u201d<\/p>\n<p>Tester is the lone Democrat to co-sponsor the Laken Riley Act, a GOP-championed illegal immigration bill named after a 22-year-old Georgia nursing student who was allegedly killed by an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-look-to-flip-the-script-on-border-security-as-republicans-decry-political-stunt\/\" title=\"Democrats aim to change the narrative on border security amidst Republican criticism of a 'political' move\">undocumented immigrant previously released<\/a> by New York police for a nonviolent crime. He voted against it in the form of an amendment to a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-reverses-27-4-billion-in-spending-cuts-proposed-by-trump\/\" title=\"Biden Reverses .4 Billion in Spending Cuts Proposed by Trump\">government funding bill<\/a> in March. Changes to the funding measure passed by the House would have triggered a shutdown.<\/p>\n<p>Sheehy has donned Tester the \u201cFlip-Flop Flattop,\u201d a reference to the senator\u2019s haircut.<\/p>\n<p>Hank Sheinkopf, a Democratic strategist whose clients have included former President Bill Clinton and former New York Mayor Michael Bloomberg, described Tester\u2019s two-step approach to border security as politically smart.<\/p>\n<p>\u201cThe problem for Tester is Biden,\u201d Sheinkopf said. \u201cHe\u2019s a target for the Republicans. If they were able to knock him off, it\u2019d be a big thing for the Republicans. They\u2019re going to put some muscle in it.\u201d<\/p>\n<p>Nonpartisan election forecasters rate the general election race between Tester and Sheehy a toss-up.
