Lee Statue Removed From US Capitol (VIDEO)\">civil rights activist<\/a> and longtime Atlanta politician <a href=\"https:\/\/en.wikipedia.org\/wiki\/Marvin_S._Arrington_Sr.\" target=\"_blank\" rel=\"noreferrer noopener\">Marvin Arrington Sr.<\/a>), and Fulton County itself.<\/p>\n<p>Mainor accuses Willis and Arrington of a bribery scheme, alleging that the commissioner \u2014 who helps oversee the budget of the DA\u2019s office \u2014 used his influence to get a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/at-the-scene-of-the-crime\/\" title=\"At the Scene of the Crime\">cushy plea deal<\/a> for a client who was accused of stalking Mainor and that Willis\u2019 office played along. Mainor accuses both defendants as well as the Fulton County Ethics Board of violating Georgia\u2019s Racketeer Influence and Corrupt Organizations (RICO) Act in <a href=\"https:\/\/law.justia.com\/codes\/georgia\/2022\/title-16\/chapter-14\/section-16-14-4\/\" target=\"_blank\" rel=\"noreferrer noopener\">O.C.G.A. \u00a716-14-4<\/a>. In January 2019, during her first race, a businessman named Corwin Monson, whom she knew through mutual associates, volunteered to <a href=\"https:\/\/atlanta.capitalbnews.org\/mesha-mainor-district-56\/\" target=\"_blank\" rel=\"noreferrer noopener\">assist<\/a> with her campaign. But the lawsuit alleges that by February of that year, she was forced to terminate Monson from his volunteer position \u201cafter witnessing his unruly, belligerent behavior.\u201d<\/p>\n<p>At that point, the complaint claims, Monson began to <a href=\"https:\/\/www.fox5atlanta.com\/news\/stalker-of-a-state-representative-sentenced-but-she-still-fears-for-her-life\" target=\"_blank\" rel=\"noreferrer noopener\">stalk<\/a> Mainor, sitting \u201coutside her home,\u201d \u201cshowing up (uninvited) at campaign events\u201d and following closely on her heels, joining Mainor\u2019s church, and leaving repeated unwanted and, at times, threatening phone calls and voicemails \u2014 some of which he even turned into a song.<\/p>\n<p>He allegedly claimed he was \u201cin love\u201d with Mainor and \u201ceven showed up at her home\u201d with an engagement ring to propose marriage to her in front of her two daughters, although they had \u201cnever\u201d engaged in any kind of \u201cromantic relationship,\u201d the complaint says.<\/p>\n<div class=\"fdrlst__b89e9-e8bdb7e3292e21dabf2f22a3a8e8df01 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-e8bdb7e3292e21dabf2f22a3a8e8df01\"><\/div>\n<p>The suit says that \u201cin June 2019, Mr. Monson was cited for criminal trespass after coming to Mainor\u2019s home and refusing to leave her property.\u201d Then in August 2019, Mainor \u201cfiled a Temporary Protective Order (TPO) against Mr. Monson,\u201d which was granted. Monson was then \u201carrested for <a href=\"https:\/\/www.fox5atlanta.com\/news\/stalker-of-a-state-representative-sentenced-but-she-still-fears-for-her-life\" target=\"_blank\" rel=\"noreferrer noopener\">violating<\/a> the TPO\u201d in September 2019 and again in September 2020. He was later indicted on two counts of <a href=\"https:\/\/law.justia.com\/codes\/georgia\/2022\/title-16\/chapter-5\/article-7\/section-16-5-91\/\" target=\"_blank\" rel=\"noreferrer noopener\">aggravated stalking<\/a> and faced \u201cup to twenty years in prison.\u201d<\/p>\n<p>Monson then hired Commissioner Arrington, who is alleged to be a friend of Monson\u2019s, as his defense attorney in October 2020. This is the same Arrington who <a href=\"https:\/\/www.fultoncountyga.gov\/commissioners\/marvin-arrington\" target=\"_blank\" rel=\"noreferrer noopener\">sits<\/a> on the Fulton County Board of Commissioners, which <a href=\"https:\/\/www.fultoncountyga.gov\/inside-fulton-county\/open-government\/budget\" target=\"_blank\" rel=\"noreferrer noopener\">appropriates<\/a> the funds for Fulton County courts as well as the district attorney\u2019s office, as Willis brings <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/jan\/19\/fani-willis-travel-paid-nathan-wade-trump-georgia-case\" target=\"_blank\" rel=\"noreferrer noopener\">expensive<\/a> RICO cases against former President Donald Trump and his co-defendants, <a href=\"https:\/\/www.billboard.com\/lists\/young-thug-ysl-rico-trial-timeline\/\" target=\"_blank\" rel=\"noreferrer noopener\">another<\/a> against rapper Young Thug, and also tries to clear an enormous <a href=\"https:\/\/www.ajc.com\/news\/fulton-continues-hiring-to-reduce-court-case-backlog\/LBAOGJNHGBGF3L5JBJMPSKD6KI\/\" target=\"_blank\" rel=\"noreferrer noopener\">backlog<\/a> of cases caused by the Covid epidemic.<\/p>\n<p>The complaint further alleges that \u201cfrom November 2020 through October 2021, Defendant Commissioner Arrington unduly influenced the criminal proceedings of both the aggravated stalking cases on behalf of Mr. Monson.\u201d<\/p>\n<p>Arrington is said to have used his influence to broker a plea deal favorable to Monson with then-District Attorney Paul Howard, which would have allowed Monson to admit to a single misdemeanor stalking charge instead of a felony. Arrington is also alleged \u201con information and belief\u201d to have had ex parte communications with Superior Court Judge Kimberley Adams and to be heard in the jailhouse recordings admitting to discussing the case with Willis before she took office in January 2021.<\/p>\n<div class=\"fdrlst__b89e9-15dd2158e0413cce131a1d57202ef903 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-15dd2158e0413cce131a1d57202ef903\"><\/div>\n<p>But following the release of <a href=\"https:\/\/www.fox5atlanta.com\/news\/jail-house-phone-calls-from-man-accused-of-stalking-a-political-candidate-he-once-worked-for\" target=\"_blank\" rel=\"noreferrer noopener\">jailhouse recordings<\/a> of highly controversial conversations between the two, Arrington resigned as Monson\u2019s attorney in December 2020. Yet Mainor maintains that \u201calthough Defendant Commissioner Arrington stepped down as Mr. Monson\u2019s criminal attorney, he continued to wield influence over the criminal case, namely, he maintained that Mr. Paul Howard offered Mr. Monson a plea deal consisting of the alleged felony being reduced to a misdemeanor.\u201d<\/p>\n<p>After Mainor <a href=\"https:\/\/sandrarose.com\/2021\/01\/alarming-jailhouse-calls-by-former-campaign-worker-accused-of-stalking-newly-elected-state-legislator\/\" target=\"_blank\" rel=\"noreferrer noopener\">filed a complaint<\/a> against Arrington with the Fulton County Ethics Board, Fox 5 Atlanta obtained the jailhouse recordings from the Fulton County district attorney\u2019s office through an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kentucky-cop-placed-on-leave-for-praying-in-front-of-abortion-clinic-will-return-to-work\/\" title=\"Kentucky Cop Placed On Leave For Praying In Front Of Abortion Clinic Will Return To Work\">open-records request<\/a>. In them, Arrington, who knew he was being recorded, seems to boast about his relationship and influence with the DA\u2019s office and is heard <a href=\"https:\/\/www.fox5atlanta.com\/news\/fulton-county-commissioner-cusses-fulton-county-judge-on-jail-inmate-phone-call\" target=\"_blank\" rel=\"noreferrer noopener\">claiming<\/a>, \u201cI can get the DA to agree to a misdemeanor plea, but she [Judge Ellerbe] might not accept it.\u201d<\/p>\n<p>If there was a corrupt quid pro quo between the two, as the complaint alleges, it appears Arrington may have kept his end of the bargain. He has been a <a href=\"https:\/\/youtu.be\/i3senw9KpDU?si=txDqw4rwJw02OVBk\" target=\"_blank\" rel=\"noreferrer noopener\">fierce advocate<\/a> for increasing the DA\u2019s budget, arguing vehemently that the county should raise the millage rate on its taxpayers if necessary.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Willis Is Elected<\/strong><\/h2>\n<p>The complaint claims that \u201cArrington commits bribery when he releases money to the District Attorney\u2019s Office in exchange for preferential treatment when he is working as a criminal defense attorney\u201d and that \u201cWillis engaged in bribery when she gave Commissioner Arrington and Monson, his client, preferential treatment under the law.\u201d<\/p>\n<p>Mainor\u2019s attorney, Mario Williams, explained to me that aggravated stalking is normally a non-bondable offense in Georgia. The complaint says that \u201cthe District Attorney\u2019s Office policy was to only offer misdemeanor pleas in place of felonies only in extraordinary circumstances,\u201d that the \u201cpolicy was to punish repeat violent criminal offenders to the full extent of the law,\u201d and that the goal of the office\u2019s policy \u201cwas to lower the occurrence of Domestic Violence against women in Fulton County, Georgia.\u201d<\/p>\n<p>The suit also alleges that after defeating District Attorney Paul Howard in 2020, Fani Willis took over the district attorney\u2019s office and the prosecution of Monson, who insisted through his new counsel that the previous plea deal with Howard be honored.\u00a0That agreement would have allowed Monson to plead guilty to one count of misdemeanor stalking instead of two felony counts.<\/p>\n<p>\u201cAlthough Monson ultimately was not offered the misdemeanor plea deal,\u201d the suit reads, \u201cDA Willis did dismiss one of his aggravated stalking cases. On the remaining aggravated stalking case, DA Willis offered Monson a plea of 3 years, to serve 1 in prison, the balance on probation, with credit for the time he had already served.\u201d But Mainor says she was not consulted on that agreement, as required by <a href=\"https:\/\/www.marsyslaw.us\/\" target=\"_blank\" rel=\"noreferrer noopener\">Marsy\u2019s Law<\/a>. <\/p>\n<p>Out of desperation, Mainor then turned in October 2020 to the United States Department of Justice\u2019s Office on Violence Against Women for help, and after Monson violated the conditions of his bond, it was revoked by Superior Court Judge Ellen Ellerbe. He was immediately sent back to the Fulton County jail and stayed there until he was permitted to <a href=\"https:\/\/www.fox5atlanta.com\/news\/stalker-of-a-state-representative-sentenced-but-she-still-fears-for-her-life\" target=\"_blank\" rel=\"noreferrer noopener\">plead<\/a> \u201c<a href=\"https:\/\/www.fox5atlanta.com\/news\/stalker-of-a-state-representative-sentenced-but-she-still-fears-for-her-life\" target=\"_blank\" rel=\"noreferrer noopener\">no contest<\/a>\u201d to a single count of felony stalking. He <a href=\"https:\/\/www.fox5atlanta.com\/news\/stalker-of-a-state-representative-sentenced-but-she-still-fears-for-her-life\" target=\"_blank\" rel=\"noreferrer noopener\">was credited for time served<\/a>, was released on probation again in November 2021, and, according to Mainor, went right back to stalking her.<\/p>\n<p>Mainor then <a href=\"https:\/\/www.wabe.org\/georgia-democrat-mesha-mainor-at-odds-with-her-party-switches-to-republicans\/\" target=\"_blank\" rel=\"noreferrer noopener\">sued<\/a> Willis and Arrington in federal court for a civil rights violation, but \u201cU.S. District Judge Sarah Geraghty dismissed the case in March [2023], ruling that the alleged actions couldn\u2019t constitute a civil rights violation,\u201d\u00a0even if Mainor\u2019s claims were true.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Mesha Mainor Switches Parties<\/strong><\/h2>\n<p>When I interviewed Mainor, she explained to me that among other issues, she decided to <a href=\"https:\/\/www.meshamainor.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">run for office<\/a> because she wanted to focus on school choice and crime reduction.\u00a0She won a three-way primary against the Georgia Democratic Party\u2019s preferred candidate but was then surprised when she received a <a href=\"https:\/\/www.ajc.com\/politics\/opinion-the-toxic-years-that-led-to-mesha-mainors-party-switch\/PKLPOFONBBEVZORFKGYNWAAUK4\/\" target=\"_blank\" rel=\"noreferrer noopener\">cold reception<\/a> from her party the day she first walked into the state capitol as the people\u2019s representative from House District 56. <\/p>\n<p>Try as she might, her fellow Democrats <a href=\"https:\/\/www.ajc.com\/politics\/opinion-the-toxic-years-that-led-to-mesha-mainors-party-switch\/PKLPOFONBBEVZORFKGYNWAAUK4\/\" target=\"_blank\" rel=\"noreferrer noopener\">did not support<\/a> her legislation, so she turned to Republicans, who willingly helped. Finally, Mainor said, after being the victim of nearly five and a half years of <a href=\"https:\/\/www.youtube.com\/watch?v=6QXM7kQnUeg\" target=\"_blank\" rel=\"noreferrer noopener\">stalking and harassment<\/a>, as well as her continued conflict with Fulton County Democrats over preferential treatment of her stalker, she <a href=\"https:\/\/apnews.com\/article\/mesha-mainor-georgia-republican-party-switch-democrat-a725f1c3d5e827a05a95eb178194f80e\" target=\"_blank\" rel=\"noreferrer noopener\">switched parties<\/a>.<\/p>\n<p>I asked Mainor how she has been received by the Republican Party, and she indicated that she has felt warmly welcomed. Mainor also said she has heard from many of her Democrat constituents who expressed their continued support and encouragement. But she will face a tough battle for reelection, as her district is considered a safe seat for Democrats.<\/p>\n<p>Following our interview in April, I sent her a follow-up text to ask, \u201cYour stalker is currently back out on the streets \u2014 correct?\u201d <\/p>\n<p>In response, she sent me this text, and later this photo: <\/p>\n<p>\u201cCorrect.\u00a0He is on the <a href=\"https:\/\/ballotpedia.org\/Corwin_Monson\" target=\"_blank\" rel=\"noreferrer noopener\">ballot<\/a> against me in the current <a href=\"https:\/\/corwinmonson.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">election<\/a>.\u201d<\/p>\n<figure class=\"wp-block-image size-full\"><\/figure>\n<p>Monson <a href=\"https:\/\/results.enr.clarityelections.com\/GA\/121186\/web.317647\/#\/detail\/55620\" target=\"_blank\" rel=\"noreferrer noopener\">lost<\/a> in a four-way May 21 Democratic primary, receiving 194 votes out of 3,654 (5.31 percent) of the votes cast.<\/p>\n<p>When asked for comment on Mainor\u2019s allegations, Fulton County Attorney <a href=\"https:\/\/thefederalist.com\/2024\/04\/01\/long-shot-willis-challenger-hopes-to-remind-voters-lawfare-for-personal-gain-is-not-the-das-job\/\" target=\"_blank\" rel=\"noreferrer noopener\">Courtney Kramer<\/a>, who is Fani Willis\u2019 Republican opponent in this fall\u2019s general election, responded in an email saying, \u201cRep. Mainor followed the process and trusted in our government and district attorney\u2019s office to do their job. Unfortunately, Rep.
