The state is\u2062 accused of incorrectly accounting for nearly $53 \u200cmillion in Medicaid benefits for noncitizens with unsatisfactory immigration status. Contrary to federal law, which \u2064disallows Medicaid reimbursements\u2062 for nonemergency services to illegal aliens, California\u200d sought reimbursement for such services. \u2064This misuse of funds is due to incorrect procedures, resulting in $52.7 \u200cmillion \u2062in improper\u200b claims. Despite these allegations, California is negotiating means of repayment.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<header> <a href=\"https:\/\/www.westernjournal.com\/commentary\/\">  Commentary <\/a>  <\/p>\n<h2>Inspector General Releases Damning Report on California &#8211; Is the Whole State Defrauding Medicaid to Pay for Illegal Immigrants?<\/h2>\n<p> <span> <\/p>\n<p><a href=\"https:\/\/www.westernjournal.com\/author\/mlandry\/\">  <\/a> <\/p>\n<p> <span>   By <a href=\"https:\/\/www.westernjournal.com\/author\/mlandry\/%20\"><span>Mike Landry<\/span><\/a> <\/span> <span>   May 27, 2024 at 3:13pm <\/span> <\/span>  <\/header>\n<section>\n<p>Even The People\u2019s Republic of California has to face reality sometimes.<\/p>\n<p>As in, how to pay for all the benefits they\u2019re giving to their welcome guests that less enlightened people call \u201c<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/its-happening-president-trump-issues-warning-swing-states-that-found-massive-voter-fraud-which-is-all-of-them-cannot-legally-certify-these-votes\/\" title=\"IT\u2019S HAPPENING: President Trump Issues Warning \u2013 Swing States that Found MASSIVE VOTER FRAUD, which is all of them, CANNOT LEGALLY CERTIFY these votes\">illegal immigrants<\/a>.\u201d<\/p>\n<p>One way they\u2019ve done it is by using wrong methods to claim Medicaid payments.<\/p>\n<p>Maybe deliberate, maybe just convoluted bureaucratic operating, but a recent <a href=\"https:\/\/oig.hhs.gov\/documents\/audit\/9894\/A-09-22-02004.pdf\" target=\"_blank\" rel=\"noopener\">federal audit<\/a> by the Department of Health and Human Services Office of the Inspector General\u00a0showed California used wrong methodology in accounting for nearly $53 million in Medicaid benefits for \u2013 as the audit put it \u2013 \u201cnoncitizens with unsatisfactory immigration status.\u201d<\/p>\n<p>The federal government does not allow Medicaid reimbursements to the <a href=\"https:\/\/www.westernjournal.com\/illegal-aliens-covered-sex-change-surgeries-hormone-therapy-free-health-care-law-deep-blue-state\/\" target=\"_blank\" rel=\"noopener\">states<\/a> for treatment of <a href=\"https:\/\/www.westernjournal.com\/california-democrats-push-noncitizens-receive-medicaid\/\" target=\"_blank\" rel=\"noopener\">illegal aliens<\/a>, except emergency services to legally-admitted non-citizens and certain refugees.<\/p>\n<p>Even then, in some cases a five<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dems-push-bill-to-give-immigrants-free-health-insurance-food-stamps-immediately-upon-entering-country\/\" title=\"Dems propose bill for immediate health insurance, food stamps for immigrants upon arrival.\">-year waiting period<\/a> is in effect.<\/p>\n<p>California, according to the audit, filed reimbursement for nonemergency treatment of those UIS people. That money should have come from the state\u2019s funds, the report said.<\/p>\n<p>Join me in the weeds for a bit as we look at a portion of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dominion-used-a-version-of-the-solorwinds-orion-platform-which-provides-backdoor-access-into-their-voting-machines\/\" title=\"Dominion Used a Version of the SolorWinds Orion Platform Which Provides Backdoor Access Into their Voting Machines\">audit report<\/a>: \u201cOf the $372.9 million in total Federal Medicaid reimbursement for capitation (reimbursement) payments made on behalf of noncitizens with UIS, California did not claim $52.7 million in accordance with Federal requirements.\u201d<\/p>\n<p>\u201cCalifornia improperly claimed $52.7 million in Federal Medicaid reimbursement because it continued to use the proxy percentage that was developed in the early 2000s without assessing whether the percentage correctly accounted for the costs of providing nonemergency services to noncitizens with UIS under managed care.<\/p>\n<div id=\"firefly-poll-container\">\n<p>Should the southern border be shut down completely?<\/p>\n<\/p><\/div>\n<p>\u201cIn addition, California did not have any policies and procedures for assessing and periodically reassessing the proxy percentage.\u201d<\/p>\n<p>I warned you about the weeds.<\/p>\n<p>But it\u2019s like this: <a href=\"https:\/\/www.westernjournal.com\/liberal-utopia-new-california-law-terminate-500000-jobs\/\" target=\"_blank\" rel=\"noopener\">California<\/a> \u2014 whether accidentally or deliberately \u2014 used the wrong procedures to make its Medicaid reimbursement claims, resulting in $52.7 million in improper claims.<\/p>\n<p>That\u2019s irritating. But there\u2019s more. The audit described federal funds totaling $372.9 million authorized to provide emergency treatment to <a href=\"https:\/\/www.westernjournal.com\/biden-admin-planning-roll-cards-illegal-immigrants-summer-10000-cards-first-round-issue-across-us\/\" target=\"_blank\" rel=\"noopener\">illegal aliens<\/a>.<\/p>\n<p>A third of a billion dollars pumping up our deficit to care for people who may or may not be concerned with contributing to as opposed to taking from the United States?<\/p>\n<p>And yet \u2026<\/p>\n<p>There\u2019s a bit of the American \u2014 and Christian \u2014 spirit embedded in this.<\/p>\n<p>If a foreigner in this country is need of emergency treatment, the tradition has been to take care of them, then worry later about billing.<\/p>\n<p>Same with a citizen.<\/p>\n<p>Sometimes health providers will <a href=\"https:\/\/www.westernjournal.com\/corporate-hospital-systems-buy-medical-practices-nationwide-many-now-demanding-payment-upfront-procedures\/\" target=\"_blank\" rel=\"noopener\">write off the costs<\/a> of aiding someone in need who is unable to pay.<\/p>\n<p>But that can\u2019t go on indefinitely.<\/p>\n<p>And too many have taken advantage of those extensions of charity which have resulted in hospitals being overwhelmed.<\/p>\n<p>And the <a href=\"https:\/\/amac.us\/newsline\/society\/illegal-immigrants-leave-us-hospitals-with-billions-in-unpaid-bills\/\" target=\"_blank\" rel=\"noopener\">problem is growing<\/a>.<\/p>\n<p>The fact that the federal government has set aside so much money to treat the unsatisfactory immigration status people among us is one more symptom pointing to a serious problem.<\/p>\n<p>For its part, California is not denying the accusation it took an unauthorized $52.7 from the feds; it\u2019s negotiating a means of repayment.<\/p>\n<p>But the rest of us have to say \u2014 when will the insanity stop?<\/p>\n<hr>\n<div>\n<p><b><i>An Important Message from Our Staff:<\/i><\/b><\/p>\n<p><i><span>In just a few months, the world is going to change forever.
