This approach is driven by possible threats to reproductive rights\u2063 following the overturning\u200c of Roe v. Wade. Despite GOP efforts to maintain access to IVF, Democrats \u2063are concerned \u2063about possible restrictions due to the Life at Conception Act. This act could impact IVF, as it does not state explicit\u200c exceptions. Democrats are targeting Republican incumbents who supported the act, stating it contradicts their support for IVF.\u2063 Republicans such as Rep. Mariannette Miller-Meeks have defended\u2064 their support \u200cfor IVF, while also supporting the \u2063act. \u200cThe Republican-led Alabama\u2062 state House and Senate passed bills\u2063 to provide protections for IVF providers, a move \u2063seen as a reaction to \u200cDemocratic campaigns. Recent legislation ensuring IVF access nationwide was introduced by Senators Ted Cruz \u2064and Katie Britt.\u2064 Democrats are leveraging this issue as they champion broader freedoms\u2064 and reproductive\u200c rights.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/house-democrats\/\" target=\"_blank\" rel=\"noopener\" title=\"House Democrats\">House Democrats<\/a> are expanding their reproductive rights playbook by launching an effort to warn that <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ivf\/\" target=\"_blank\" rel=\"noopener\" title=\"in vitro fertilization\">in vitro fertilization<\/a> could be at risk if Republicans continue to hold the majority despite efforts by GOP lawmakers to preserve access to the procedure.<\/p>\n<p>The strategy stems from Democratic action after the overturning of <em><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/roe-v-wade\/\" target=\"_blank\" rel=\"noopener\" title=\"Roe v. Wade\">Roe v. Wade<\/a>, <\/em>which returned the question of abortion\u2019s legality back to the states and has motivated massive voter turnout among the Democratic Party over the last two years.<\/p>\n<p>Republicans have struggled to establish a unified message on in vitro fertilization, which was brought to the forefront after the Alabama Supreme Court ruled in February that embryos created through IVF should be considered <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/children\" target=\"_blank\" rel=\"noopener\" title>children<\/a>. As a result, the destruction of embryos would constitute a \u201cwrongful death of a minor,\u201d raising concerns among medical professionals about possible legal issues.  <\/p>\n<p>Democrats were quick to seize on the issue, with the Democratic Congressional Campaign Committee launching a five-figure billboard campaign earlier this year targeting vulnerable <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Republicans\" target=\"_blank\" rel=\"noopener\" title>Republicans<\/a> for their support of the Life at Conception Act, which Democrats say would threaten access to IVF. <\/p>\n<p>The Life at Conception Act was introduced in the House last year and would seek to establish that life begins at conception, therefore granting the fetus legal protection from that moment forward.\u00a0However, the bill does not carve out explicit exceptions for IVF, raising questions about whether restrictions can be placed on doctors who perform the procedure. <\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Democrats\/\" target=\"_blank\" rel=\"noopener\" title>Democrats<\/a> have specifically targeted at least eight vulnerable Republican incumbents who voted in favor of the bill, including Rep. Mariannette Miller-Meeks (R-IA), who co-sponsored the Life at Conception Act. Since then, Miller-Meeks has signed on to resolutions declaring support for access to IVF and other contraception, which could provide cover as she hits the campaign trail this summer. <\/p>\n<p>\u201cAs a physician and mother, I fully support IVF, considering it one of the most pro-life actions we can take,\u201d Miller-Meeks said in a statement to the <em>Washington Examiner.<\/em><\/p>\n<p>Miller-Meeks noted she initially signed on to the Life at Conception Act before <em>Roe <\/em>was overturned by the <em>Dobbs vs. Jackson Women\u2019s Health Organization<\/em> decision because \u201cit is common to sign a bill and then improve it through the amendment process.\u201d However, she said she did not sign on after <em>Dobbs<\/em>, instead seeking clarification on how it would affect IVF protections.<\/p>\n<p>\u201cI am diligently working on legislation to provide over-the<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/an-over-the-counter-birth-control-pill-provides-a-pro-life-pro-capitalist-alternative-to-the-contraception-mandate\/\" title=\"An OTC birth control pill offers a pro-life, pro-capitalist option to the contraception requirement\">-counter oral contraception<\/a>, support for women and mothers, paid family leave, further support for adoption, and other pro-life measures which do not impede or restrict IVF,\u201d Miller-Meeks said. \u201cI am pro-life with exceptions for rape, incest, and the life of the mother.\u201d<\/p>\n<p>After the Alabama ruling, several other Republicans have sought to reverse course to come out in support of IVF \u2014 something Democrats have argued contradicts their support of the Life at Conception Act.<\/p>\n<p>The Republican-led <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/alabama\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alabama<\/a> state House and Senate <a href=\"https:\/\/www.cbsnews.com\/news\/alabama-ivf-bill-house-to-protect-ivf\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> concurrent bills in February to provide <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/2870567\/alabama-legislators-bills-clarify-ivf-status-controversial-ruling\/\" target=\"_blank\" rel=\"noreferrer noopener\">legal protection<\/a> to healthcare providers that perform IFV services in direct response to the state Supreme Court\u2019s ruling. The legislation carved out specific protections for IVF providers, who frequently destroy leftover and nonviable embryos created in the process according to the standards of care for the procedure.<\/p>\n<p>Other Republicans have also acknowledged IVF as a possible weakness for the GOP and have introduced legislation that would preserve access to the procedure.<\/p>\n<p>Just this week, Sens. Ted Cruz (R-TX) and Katie Britt (R-AL) <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3009518\/cruz-britt-introduce-bill-medicaid-funding-states-banning-ivf\/\" target=\"_blank\" rel=\"noopener\" title>unveiled legislation<\/a> that would ensure IVF access is \u201clegally protected nationwide\u201d by making the practice a condition for states to receive federal Medicaid funding. The legislation does not prevent states from setting up \u201chealth and safety standards to govern IVF,\u201d but the senators say that by placing funding conditions on the practice, it simply \u201censures that access to IVF is fully protected by federal law.\u201d<\/p>\n<p>Democrats\u2019 focus on IVF comes as the party plans to establish a campaign platform ensuring abortion access and championing a broader agenda of defending freedoms. The DCCC is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2955737\/seven-states-democrats-plot-use-abortion-winning-strategy\/\" target=\"_blank\" rel=\"noopener\" title>especially planning to ensure abortion<\/a> is top of mind for voters as they target 18 GOP-held House districts across seven states that could hold referendums related to the issue.<\/p>\n<p>Democrats are confident in their ability to appeal to independent and even Republican voters on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-bill-to-allow-abortion-on-demand-nationwide\/\" title=\"House Passes Bill To Allow Abortion on Demand Nationwide\">protecting abortion access<\/a>, with the DCCC pointing to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/seven-states-where-democrats-plot-to-use-abortion-as-winning-strategy\/\" title=\"Seven States Where Democrats Strategize Using Abortion as a Winning Tactic\">recent abortion referendum measures<\/a> that drove voter turnout. States where referendums have been added or are likely to be added include Arizona, Colorado, Florida, Montana, Nebraska, Nevada, and New York.<\/p>\n<p>States such as Arizona and Florida have referendums seeking to block state legislators from banning abortion unless the pregnancy is deemed viable. New York has a slightly different proposal on the ballot that would seek to bar discrimination on the basis of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pregnancy\/\" target=\"_blank\" rel=\"noopener\" title>pregnancy<\/a> or pregnancy outcome that would be part of a larger discrimination constitutional amendment.<\/p>\n<p>Since the reversal of <em>Roe<\/em>, more than half a dozen states have held ballot measures on access to the procedure, with anti-abortion organizers losing in each case.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Republicans generally counter that candidate elections are far different than single-issue campaigns and that the economy, not abortion, will be top of mind for voters come November. A spokesperson for the National Republican Congressional Committee brushed off the attacks, arguing issues such as crime and immigration will play a bigger role in November.<\/p>\n<p>\u201cA top non-partisan election analyst <a href=\"https:\/\/www.cookpolitical.com\/analysis\/national\/national-politics\/will-abortion-rights-ballot-measures-help-democrats-fall-its?check_logged_in=1\" target=\"_blank\" rel=\"noopener\" title>just dumped cold water<\/a> on the DCCC\u2019s pipe dream that ballot initiatives will be a \u2018silver bullet\u2019 for overcoming extreme House Democrats\u2019 dangerous open-border, pro-crime and pro-inflation policies,\u201d NRCC National press secretary Will Reinert told the <em>Washington Examiner <\/em>in April.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>House Democrats are implementing a new strategy in reproductive rights, warning that in vitro fertilization could be endangered if Republicans maintain the majority.
