NOW, HE\u2019S THEIR TARGET<\/a><\/strong><\/p>\n<p><strong>PART THREE:<\/strong> <strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3002412\/democrats-bank-abortion-carry-biden-2024\/\" target=\"_blank\" rel=\"noopener\" title=\"DEMOCRATS BANK ON ABORTION TO CARRY BIDEN AS GOP ADJUSTS STRATEGY\">DEMOCRATS BANK ON ABORTION TO CARRY BIDEN AS GOP ADJUSTS STRATEGY<\/a><\/strong><\/p>\n<p><strong>PART FOUR:<\/strong> <strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/2995708\/biden-tries-hold-incumbency-advantage-against-trump\/\" target=\"_blank\" rel=\"noopener\" title=\"BIDEN TRIES TO LEVERAGE HIS INCUMBENCY AGAINST A FORMER PRESIDENT\">BIDEN TRIES TO LEVERAGE HIS INCUMBENCY AGAINST A FORMER PRESIDENT<\/a><\/strong><\/p>\n<p><strong>PART FIVE: <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/3013233\/new-election-laws-shape-millions-vote-november\/\" target=\"_blank\" rel=\"noopener\" title=\"NEW ELECTION LAWS SET TO SHAPE HOW MILLIONS VOTE IN NOVEMBER\">NEW ELECTION LAWS SET TO SHAPE HOW MILLIONS VOTE IN NOVEMBER<\/a><\/strong><\/p>\n<h2>Electoral College map changes<\/h2>\n<p>The 2020 <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/census\/\" target=\"_blank\" rel=\"noopener\" title>census<\/a> found significant population shifts, shaking up congressional maps and, as such, the Electoral College strength of key states, to Trump\u2019s advantage.<\/p>\n<p>The consequence of population fluctuations in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/texas\/\" target=\"_blank\" rel=\"noopener\" title>Texas<\/a>, for example, is that the Lone Star State now has two more congressional seats, while <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/colorado\/\" target=\"_blank\" rel=\"noopener\" title>Colorado<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/florida\/\" target=\"_blank\" rel=\"noopener\" title>Florida<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/montana\/\" target=\"_blank\" rel=\"noopener\" title>Montana<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/north-carolina\/\" target=\"_blank\" rel=\"noopener\" title>North Carolina<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/oregon\/\">Oregon<\/a> have an additional one, according to Daron Shaw, a government professor at the University of Texas, Austin.<\/p>\n<p>\u201c<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/new-york\/\" target=\"_blank\" rel=\"noopener\" title>New York<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pennsylvania\/\" target=\"_blank\" rel=\"noopener\" title>Pennsylvania<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/west-virginia\/\" target=\"_blank\" rel=\"noopener\" title>West Virginia<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ohio\/\" target=\"_blank\" rel=\"noopener\" title>Ohio<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/michigan\/\" target=\"_blank\" rel=\"noopener\" title>Michigan<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/illinois\/\" target=\"_blank\" rel=\"noopener\" title>Illinois<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/california\/\" target=\"_blank\" rel=\"noopener\" title>California<\/a> each lost one seat in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\" target=\"_blank\" rel=\"noopener\" title>Congress<\/a>,\u201d Shaw told the <em>Washington Examiner<\/em>.<\/p>\n<p>The shake-up to the map means a shake-up for Biden and Trump\u2019s pathways to 270 electoral votes. That is because if the 2020 election were held today, Trump would be awarded 235 votes, not 232 \u2014 35 short of the 270 majority required for the presidency. Biden would receive the remaining 303, not 306.<\/p>\n<p>The new math also means Biden and Trump could deadlock with 269 votes apiece if the former president were to win the battleground states of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/arizona\/\" target=\"_blank\" rel=\"noopener\" title>Arizona<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/georgia\/\" target=\"_blank\" rel=\"noopener\" title>Georgia<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/nevada\/\" target=\"_blank\" rel=\"noopener\" title>Nevada<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/nebraska\/\" target=\"_blank\" rel=\"noopener\" title>Nebraska<\/a>\u2018s 2nd Congressional District. Trump allies were hoping to help, with Nebraska Republicans considering tinkering with their election laws so the state no longer splits three of its votes by congressional district, delivering Omaha\u2019s vote to the former president.\u00a0<\/p>\n<p>If there is a tie, the contest would come down to what is called a contingency election, where every state congressional delegation would have one vote each. With Republicans expected to have a majority of congressional delegations after the election, Trump would likely become president again.<\/p>\n<p>\u201cFlipping anything else \u2014 <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/wisconsin\/\" target=\"_blank\" rel=\"noopener\" title>Wisconsin<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/michigan\/\" target=\"_blank\" rel=\"noopener\" title>Michigan<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pennsylvania\/\" target=\"_blank\" rel=\"noopener\" title>Pennsylvania<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/minnesota\/\" target=\"_blank\" rel=\"noopener\" title>Minnesota<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/virginia\/\" target=\"_blank\" rel=\"noopener\" title>Virginia<\/a> \u2014 would be for the win,\u201d Shaw said. \u201cMichigan, Wisconsin, and Pennsylvania may be enough for Biden, but he literally has no room for error.\u201d<\/p>\n<h2>Voting rules changes<\/h2>\n<p>The election law milieu has similarly been modified since 2020 because of the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/coronavirus\/\" target=\"_blank\" rel=\"noopener\" title>COVID-19 pandemic<\/a> and Trump\u2019s insistence that the election was stolen.<\/p>\n<p>Of the battleground states, Michigan, Nevada, and Pennsylvania have expanded voting access since 2020, while Southern counterparts, including Georgia and North Carolina, have introduced restrictions. Arizona, New Hampshire, and Wisconsin have done the same.<\/p>\n<p>Voters in Michigan, for example, passed a measure known as Proposition 2 in 2022 to implement a nine-day early voting period and the use of more forms of identification and drop boxes, with residents permitted to place themselves on a permanent list to receive absentee ballots every election.<\/p>\n<p>In Georgia, a state that Trump won in 2016 but lost in 2020 to Biden, Gov. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/brian-kemp\/\" target=\"_blank\" rel=\"noopener\" title>Brian Kemp<\/a> (R-GA) signed legislation in 2021 that removed Georgia\u2019s secretary of state as the head of the state elections board, reduced the number of drop boxes, and shortened the length of runoff elections from nine weeks to four weeks after the general election. Meanwhile, North Carolina residents will have to produce an ID to vote in person for the first time in a presidential election this November.<\/p>\n<p>While Arizona\u2019s reforms are about voter citizenship and New Hampshire\u2019s reforms focus on identification, in Wisconsin, the state\u2019s now liberal-leaning Supreme Court will deliberate<em> <a href=\"https:\/\/www.democracydocket.com\/cases\/wisconsin-drop-box-challenge\/\" target=\"_blank\" rel=\"noreferrer noopener\">Teigen v. Wisconsin Elections Commission<\/a>, <\/em>a case from 2022 when the bench was comprised of more conservatives that banned the collection of absentee ballots through drop boxes.<\/p>\n<h2>New grievances<\/h2>\n<p>In 2020, George Floyd\u2019s death in police custody instigated demonstrations at home and abroad. Four years later, there is civil unrest again, this time over the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/israel\/\" target=\"_blank\" rel=\"noopener\" title>Israel<\/a>\u2013<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/hamas\/\" target=\"_blank\" rel=\"noopener\" title>Hamas<\/a> war after the Oct. 7, 2023, terrorist attack and America\u2019s support of Israel\u2019s right to defend itself amid humanitarian concerns for people in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gaza\/\" target=\"_blank\" rel=\"noopener\" title>Gaza<\/a>.<\/p>\n<p>Arab, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/muslims\/\" target=\"_blank\" rel=\"noopener\" title>Muslim<\/a>, liberal, and young voters (key constituencies of Biden) have expressed their outrage over the president\u2019s policy toward Israel through protest primary votes, most notably when 115,000 Michigan Democrats cast uncommitted ballots in February, and college student encampments. But while Democrats, including Biden, and Republicans have condemned the antisemitism demonstrated by some protesters, the GOP has denounced more liberal Democrats for seeming to sympathize with the hate.<\/p>\n<p>Biden has sought to appeal to more liberal Democrats by, for example, pausing a shipment of 1,800 heavy MK84 2,000-pound\u00a0and 1,700 500-pound\u00a0bombs to Israel this month after a disagreement with Israeli Prime Minister <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/benjamin-netanyahu\/\" target=\"_blank\" rel=\"noopener\" title>Benjamin Netanyahu<\/a> over his desire to invade the southern Gaza city of Rafah. But last week, the president announced he had approved another $1 billion in weapons to Israel, incorporating $700 million in tank ammunition, $500 million in tactical vehicles, and $60 million in mortar rounds, underscoring his commitment to Israel and Jewish Americans.<\/p>\n<p>Regardless of Biden\u2019s overtures to both sides of the war, a\u00a0<a href=\"https:\/\/www.reuters.com\/world\/us\/democratic-divide-gaza-war-campus-protests-hurting-biden-reutersipsos-poll-finds-2024-05-16\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Reuters<\/em>\/Ipsos poll<\/a> last week found 44% of registered Democrats disapproved of Biden\u2019s handling of the conflict, with many of those Democrats telling pollsters they were less likely to vote for the president in November.<\/p>\n<p>But with a\u00a0<a href=\"https:\/\/iop.harvard.edu\/sites\/default\/files\/2024-04\/240415_Harvard_IOP_Spring_2024_Topline_Final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Harvard Youth Poll<\/a>\u00a0from March indicating the economy is the top priority for respondents at 27%, Democratic strategist Mike Nellis contended that \u201cthis race hasn\u2019t fully aired out that choice yet.\u201d<\/p>\n<p>\u201cThe more voters start to tune in \u2014 and let\u2019s be clear, almost nobody is tuned into this election right now \u2014 they\u2019re going to make a decision between continuing on with Biden\u2019s leadership or going back to the Trump era. This race hasn\u2019t fully aired out that choice yet,\u201d Nellis told the <em>Washington Examiner<\/em>.<\/p>\n<h2>Abortion<\/h2>\n<p>Since the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/supreme-court\/\" target=\"_blank\" rel=\"noopener\" title>Supreme Court<\/a>\u2018s repeal of <em><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/roe-v-wade\/\" target=\"_blank\" rel=\"noopener\" title>Roe v. Wade<\/a><\/em> in 2022, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/abortion\/\" target=\"_blank\" rel=\"noopener\" title>abortion<\/a> access has rallied Democratic voters across the country, even in red states, such as <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/alabama\/\" target=\"_blank\" rel=\"noopener\" title>Alabama<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/kansas\/\" target=\"_blank\" rel=\"noopener\" title>Kansas<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/kentucky\/\" target=\"_blank\" rel=\"noopener\" title>Kentucky<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ohio\/\" target=\"_blank\" rel=\"noopener\" title>Ohio<\/a>. Biden is hoping for a repeat in 2024, the first post-<em>Roe<\/em> election, with abortion likely to be on the ballot in Arizona, Florida, and Nevada.<\/p>\n<p>Since<em> <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/dobbs-v-jackson-womens-health-organization\/\" target=\"_blank\" rel=\"noopener\" title>Dobbs v. Jackson Women\u2019s Health Organization<\/a>, <\/em>Biden, himself once an abortion skeptic, has criticized Republicans for being \u201cextreme\u201d on abortion as, for example, Trump doubles down on comments about monitoring pregnant women and after the Alabama state Supreme Court complicated<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ivf\/\" target=\"_blank\" rel=\"noopener\" title> in vitro fertilization<\/a> procedures. The Biden campaign and aligned Democratic groups have spent $75 million on abortion-related ads in 2023,\u00a0with Democratic super PAC American Bridge 21st Century planning on doling out $25 million through early June.\u00a0<\/p>\n<p>\u201cTrump ended it and Biden will restore it,\u201d Democratic strategist Mary Anne Marsh told the <em>Washington Examiner<\/em> of <em>Roe<\/em>. \u201cIt is the one issue that will determine the outcome of the presidential race. Women will overwhelmingly vote for Biden and Democrats to restore their right to an abortion and to stop Trump and the Republicans from taking even more rights away from them.\u201d<\/p>\n<p>In response, Trump has had to approach abortion in a manner acceptable to his Republican base, which has supported the end of <em>Roe<\/em> for decades, as well as independents, as he tries to reorient public discourse around the economy and border, where he is stronger politically. Trump was scrutinized last September during the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-primary\/\" target=\"_blank\" rel=\"noopener\" title>Republican primary<\/a> by anti-abortion activists after he described six-week abortion bans as \u201cterrible.\u201d<\/p>\n<p>\u201cMy view is now that we have\u00a0abortion\u00a0where everybody wanted it from a legal standpoint, the states will determine by vote or legislation or perhaps both,\u201d Trump said in April. \u201cWhatever they decide must be the law of the land \u2014 in this case, the law of the state.\u201d<\/p>\n<p>\u201cJoe Biden and the Democrats are radically out of touch with the majority of Americans in their support for\u00a0abortion\u00a0up until birth and even after birth and forcing taxpayers to fund it,\u201d Trump campaign spokeswoman Karoline Leavitt added to the <em>Washington Examiner<\/em>.<\/p>\n<h2>Trump\u2019s legal problems<\/h2>\n<p>Trump, the country\u2019s first twice-<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/impeachment\/\" target=\"_blank\" rel=\"noopener\" title>impeached<\/a> president, is also the country\u2019s first former president and presidential candidate to be criminally indicted \u2014\u00a0not once, but four times. But while his legal problems present one of his greatest personal challenges, they have created political opportunities in 2024 too.<\/p>\n<p>Trump has cited his legal matters, from special counsel <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/jack-smith\/\" target=\"_blank\" rel=\"noopener\" title>Jack Smith<\/a>\u2018s federal investigations into the former president\u2019s efforts to remain in power after the 2020 election and his handling of classified information to his New York hush money trial and Georgia election interference case, as examples of lawfare and the weaponization of government against him. Trump has successfully <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/fundraising\/\" target=\"_blank\" rel=\"noopener\" title>fundraised<\/a> off of his complaints and used his post-court appearances to amplify other campaign messages, such as on the economy.<\/p>\n<p>At the same time, although Trump experienced a polling bump early during the Republican primary and raised millions of dollars from his indictments, he has had to spend that money defending himself. The pro-Trump leadership PAC Save America disclosed in April that it had paid $60 million in legal consultancy fees for the former president since the start of 2023.<\/p>\n<p>With Trump\u2019s freedom at stake, the political ramifications of any convictions are uncertain \u2014 Trump\u2019s supporters have coalesced behind him and his opponents the opposite. The New York hush money trial brought by Manhattan District Attorney <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/alvin-bragg\/\" target=\"_blank\" rel=\"noopener\" title>Alvin Bragg<\/a> over claims the former president falsified business records to cover up payments he made to prevent the publication of stories about extramarital affairs before the 2016 election will likely be the only verdict returned before November.<\/p>\n<p>Trump is simultaneously dealing with civil lawsuits against him personally, including legal action taken by writer E. Jean Carroll over allegations of sexual abuse and defamation, and the Trump Organization after an investigation by New York state Attorney General <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/letitia-james\/\" target=\"_blank\" rel=\"noopener\" title>Letitia James<\/a> into accusations of fraud.<\/p>\n<h2>Biden has a record<\/h2>\n<p>In 2020, Biden was the challenger, with no presidential record to defend. Four years later, Biden and Trump\u2019s roles have reversed, with Trump benefiting from an increasing sense of nostalgia for his pre-pandemic years in office.<\/p>\n<p>The biggest difference between 2020 and 2024 is that \u201ca Biden presidency is no longer theoretical,\u201d according to Republican strategist Cesar Conda.<\/p>\n<p>\u201cThe voters can compare and contrast the Trump and Biden track records on <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/inflation\/\" target=\"_blank\" rel=\"noopener\" title>inflation<\/a>, the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/economy\/\" target=\"_blank\" rel=\"noopener\" title>economy<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/border-security\/\" target=\"_blank\" rel=\"noopener\" title>border security<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/section\/policy\/foreign-policy\/\" target=\"_blank\" rel=\"noopener\" title>foreign policy<\/a>,\u201d Conda told the <em>Washington Examiner<\/em>. \u201cOn all of these fronts, Americans were clearly better off under President Donald Trump.\u201d<\/p>\n<p>Meanwhile, Biden emphasizes that Trump\u2019s \u201cextreme\u201d positions on <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/abortion\/\" target=\"_blank\" rel=\"noopener\" title>abortion<\/a> and the border, his conservative stances on <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/taxes\/\" target=\"_blank\" rel=\"noopener\" title>taxes<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/entitlement-reform\/\" target=\"_blank\" rel=\"noopener\" title>entitlement reform<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/healthcare\/\" target=\"_blank\" rel=\"noopener\" title>healthcare<\/a>, and his temperament and lack of leadership disqualify him for a second, nonconsecutive term.<\/p>\n<p>For Georgia State University political science professor emeritus Daniel Franklin, incumbents tend to have an advantage because of the bully pulpit and fundraising since \u201ca lot of people have an interest, both ideological and pecuniary, in the policies of a presidential administration.\u201d<\/p>\n<p>\u201cThe state of the economy, measured as the\u00a0direction<strong>\u00a0<\/strong>of the economy, the standing of the president\u2019s party, and incumbency,\u201d Franklin told the <em>Washington Examiner<\/em>. \u201cBiden happens to have the advantages of incumbency in office while there appears to be some nostalgia for Trump.
