She couldn\u2019t provide it. <\/p>\n<p>\u201cOh, representative, let\u2019s go,\u201d Costa Howard said before reading part of the bill that did not include the definition. \u201cIt means as defined in the federal definitions.\u201d <\/p>\n<p>Illinois state Reps.
