Although it may look like a 2020 repeat, the stars are competing in a different game and under different rules. NOW, HE\u2019S THEIR TARGET<\/a><\/strong><\/p>\n<p><strong>PART THREE:<\/strong> <strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3002412\/democrats-bank-abortion-carry-biden-2024\/\" title=\"DEMOCRATS BANK ON ABORTION TO CARRY BIDEN AS GOP ADJUSTS STRATEGY\">DEMOCRATS BANK ON ABORTION TO CARRY BIDEN AS GOP ADJUSTS STRATEGY<\/a><\/strong><\/p>\n<p>\u201cWe basically have two incumbents running against each other in 2024, which is so exceedingly rare \u2014 it hasn\u2019t happened for over a century,\u201d Northeastern University political science department Chairman Costas Panagopoulos told the <em>Washington Examiner<\/em>. \u201cIt is hard to figure out which, if any, of the factors that have shaped previous campaigns and election outcomes apply. It\u2019s a whole new ballgame.\u201d <\/p>\n<p>That last former president to challenge an incumbent was Grover Cleveland, who took on Benjamin Harrison in 1892 to become the first and, to date, only commander in chief to serve two nonconsecutive terms.<\/p>\n<p>One political dynamic Biden has to be mindful of is that voters have a tendency to remember past presidents more \u201cfondly\u201d with time, according to Panagopoulos.<\/p>\n<p>\u201cIt seems to me that Biden has to do his best to remind voters that some things were not so great during the Trump years,\u201d he said.<\/p>\n<p>Biden\u2019s reelection argument rests on his trillion-dollar American Rescue Plan Act, the <a href=\"https:\/\/www.washingtonexaminer.com\/section\/policy\/infrastructure\/\" target=\"_blank\" rel=\"noopener\" title>Infrastructure Investment<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/jobs\/\" target=\"_blank\" rel=\"noopener\" title>Jobs<\/a> Act, the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/inflation\/\" target=\"_blank\" rel=\"noopener\" title>Inflation<\/a> Reduction Act, the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/semiconductors\/\" target=\"_blank\" rel=\"noopener\" title>CHIPS<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/science\/\" target=\"_blank\" rel=\"noopener\" title>Science<\/a> Act, and the Bipartisan\u00a0Safer\u00a0Communities\u00a0Act. That legislation ranges from funding his pandemic recovery proposals and brick-and-mortar infrastructure projects to placing a cap on the price of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/insulin\/\" target=\"_blank\" rel=\"noopener\" title>insulin<\/a> for <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/seniors\/\" target=\"_blank\" rel=\"noopener\" title>seniors<\/a> and introducing <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gun-control\/\" target=\"_blank\" rel=\"noopener\" title>gun control<\/a> measures.<\/p>\n<p>Biden has also embraced Trump asking voters whether they are better off now than they were four years ago when the U.S. was locked down because of COVID-19. The president cites employment and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/corporate-greed-psaki-blames-big-meat-for-soaring-food-prices\/\" title=\"\u2018Corporate Greed\u2019: Psaki Blames Big Meat For Soaring Food Prices\">consumer price index data<\/a>, in addition to other liberal policy achievements on issues such as the reclassification of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/marijuana\/\" target=\"_blank\" rel=\"noopener\" title>marijuana<\/a>, as he criticizes the former president for his \u201cextreme\u201d conservative positions, including on <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/abortion\/\" target=\"_blank\" rel=\"noopener\" title>abortion<\/a> and the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/border-crisis\/\" target=\"_blank\" rel=\"noopener\" title>border<\/a>.<\/p>\n<figure><\/figure>\n<p>Simultaneously, Trump is campaigning on his economic policies and approach to the border, among other conservative issues, as he scrutinizes Biden for his respective record on inflation, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/immigration\/\" target=\"_blank\" rel=\"noopener\" title>immigration<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/\" target=\"_blank\" rel=\"noopener\" title>crime<\/a>, and <a href=\"https:\/\/www.washingtonexaminer.com\/section\/policy\/foreign-policy\/\" target=\"_blank\" rel=\"noopener\" title>foreign policy<\/a>.<\/p>\n<p>Traditionally, incumbents have had an advantage over their opponents because they can use the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-brings-a-surprise-gift-to-nyc-firefighters-is-greeted-with-cheers\/\" title=\"Trump Delivers Surprise to NYC Firefighters, Receives Cheers\">presidential bully pulpit<\/a> to promote themselves and their agenda before <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/fundraising\/\" target=\"_blank\" rel=\"noopener\" title>fundraising<\/a> off of it, according to Daniel Franklin, Georgia State University political science professor emeritus.<\/p>\n<p>But the problem for Biden and Trump is that most voters have already made up their minds about them, with the principals and their campaigns having very little power of persuasion to change them.<\/p>\n<p>Instead, what they can and will do is try to turn their supporters into voters while at the same time attempting to suppress their opponent\u2019s turnout by attacking them or their record, the former strategy being easier than the latter, per Franklin.<\/p>\n<p>\u201cWhat makes this election different is that the traditional political party coalitions seem to be fraying at the edges,\u201d Franklin told the <em>Washington Examiner<\/em>. \u201cTrump has lost possibly 15% to 20% of his base due mainly to the fact that character does matter to a lot of Republicans and his policies are not always traditionally conservative.\u201d<\/p>\n<p>For instance, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/nikki-haley\/\" target=\"_blank\" rel=\"noopener\" title>former U.N. Ambassador Nikki Haley<\/a>, who suspended her own presidential campaign in March after Super Tuesday, received double-digit support this month in Maryland and Nebraska\u2019s Republican primary elections, as well as 9% of the vote in West Virginia.<\/p>\n<p>Biden also lacks support from all members of what has become known as the \u201cbig tent\u201d Democratic coalition, in part, because of his response to the Israel-Hamas war and third-party and independent candidate options on this year\u2019s ticket. Franklin, however, contended <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/rfk-jr\/\" target=\"_blank\" rel=\"noopener\" title>Robert F. Kennedy Jr.<\/a> would have consequences for Biden\u2019s and Trump\u2019s campaign.<\/p>\n<p>\u201cBiden has the advantage of picking up modern women who would normally vote Republican on the abortion issue and on Trump\u2019s character,\u201d he said.<\/p>\n<p>For Democratic strategist Mike Nellis, Biden\u2019s record was at risk of being analyzed more than Trump\u2019s because his is more immediate, but he predicted Trump\u2019s would have a \u201cserious airing out too\u201d as the campaigns proceed.<\/p>\n<figure><figcaption>President Joe Biden speaks about the PACT Act, Tuesday, May 21, 2024, in Nashua, New Hampshire. Bukaty)<\/figcaption><\/figure>\n<p>\u201cBiden does have a really strong record to run on though,\u201d Nellis told the <em>Washington Examiner.<\/em> \u201cHe has some real, significant accomplishments, and while the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/economy\/\" target=\"_blank\" rel=\"noopener\" title>economy<\/a> has been tough, I would argue Biden has navigated it really well compared to how Trump handled the economy during the COVID years.\u201d<\/p>\n<p>\u201cThere\u2019s lots of race to run here and things like the debates and the conventions are going to matter,\u201d he said.<\/p>\n<p>Six months before Election Day and with Trump averaging a <a href=\"https:\/\/www.realclearpolling.com\/polls\/president\/general\/2024\/trump-vs-biden-vs-kennedy-vs-west-vs-stein\" target=\"_blank\" rel=\"noopener\" title><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ron-desantiss-possible-2024-bid-shapes-up-as-political-headaches-mount\/\" title=\"Ron DeSantis's possible 2024 bid shapes up as political headaches mount\">3 percentage point lead<\/a><\/a> over Biden in five-way national polling, which asks respondents about <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/third-party\/\" target=\"_blank\" rel=\"noopener\" title>third-party<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/independent\/\" target=\"_blank\" rel=\"noopener\" title>independent<\/a> candidates, the former president and his campaign appear optimistic. They underscore Biden\u2019s <a href=\"https:\/\/www.realclearpolling.com\/polls\/approval\/joe-biden\/approval-rating\" target=\"_blank\" rel=\"noopener\" title>average net negative 17-point<\/a> approval rating, down from his net positive 20-point approval, shortly after his inauguration, which is <a href=\"https:\/\/projects.fivethirtyeight.com\/biden-approval-rating\/\" target=\"_blank\" rel=\"noopener\" title>worse than that of Trump at this point of his administration<\/a>. Similarly, <a href=\"https:\/\/www.realclearpolling.com\/polls\/favorability\/joe-biden\" target=\"_blank\" rel=\"noopener\" title>Biden<\/a> has worse favorability ratings than <a href=\"https:\/\/www.realclearpolling.com\/polls\/favorability\/joe-biden\">Trump<\/a>.<\/p>\n<p>\u201cJoe Biden is losing on every issue from the\u00a0economy\u00a0to the\u00a0border, and Americans feel\u00a0worse off\u00a0under his absent leadership,\u201d <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-national-committee\/\" target=\"_blank\" rel=\"noopener\" title>Republican National Committee<\/a> spokeswoman Anna Kelly told the <em>Washington Examiner<\/em>. \u201cAfter nearly four years of failure, voters see Biden for who he is: a weak, dishonest shell of a president who isn\u2019t up to a second term \u2014 which is why they\u2019ll cast their ballots for President Trump on Nov. 5.\u201d<\/p>\n<p>Trump has tried to amplify his record by contrasting it with that of Biden, holding rallies around different policies, from the economy in Minnesota last week to the border in Michigan in March.<\/p>\n<p>\u201cOn day one, we will throw out Bidenomics, and we will reinstate MAGAnomics,\u201d Trump told a crowd this month in New Jersey. \u201cWe are going to bring manufacturing, tourism, and other industry back. \u2026 Instead of a Biden tax hike, I\u2019ll give you a Trump middle class \u2026 lower class \u2026 big tax cut.<\/p>\n<figure><figcaption>Republican presidential candidate former President Donald Trump reacts to the crowd during a campaign rally in Wildwood, New Jersey, Saturday, May 11, 2024. (AP Photo\/Matt Rourke)<\/figcaption><\/figure>\n<p>\u201cOn day one of my new administration, I will seal the border, stop the invasion \u2026 and send Joe Biden\u2019s illegal aliens back home where they belong,\u201d he said. \u201cWe will shut down deadly sanctuary cities, such as Newark and Philadelphia. \u2026 On day one, we will begin the largest domestic deportation operation in American history.\u201d<\/p>\n<p>Meanwhile, Biden has also tried to contrast himself with Trump, reminding Democrats of the \u201cprogress we\u2019ve made so far.\u201d<\/p>\n<p>\u201cWe have to make constant and crystal clear the choice here,\u201d he told donors during a February fundraiser in California. \u201cI am often quoted as saying what my dad would say: \u2018Don\u2019t compare me to the\u00a0Almighty; compare me to the alternative.\u2019 \u2026 But, look, time and again, Republicans show they\u2019re part of a party of chaos and division.\u201d<\/p>\n<p>Despite describing Biden as \u201ctruly trying to be a fighter for the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/middle-class\/\" target=\"_blank\" rel=\"noopener\" title>middle class<\/a>\u201d and praising the president\u2019s <a href=\"https:\/\/www.washingtonexaminer.com\/section\/policy\/infrastructure\/\" target=\"_blank\" rel=\"noopener\" title>infrastructure<\/a> spending, Charlie\u00a0Comfort, an Iowa Democrat, said the \u201cbiggest pitfall\u201d of Biden\u2019s record is him being a Democrat.<\/p>\n<p>\u201cIn the area where I live in rural Iowa, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/rural-america\/\" target=\"_blank\" rel=\"noopener\" title>rural America<\/a>, the Democratic Party has fallen so far out of favor with voters that it is almost a fatal thing to have that \u2018D\u2019 next to your name,\u201d the at-large member of\u00a0Iowa\u2019s Oskaloosa\u00a0City Council\u00a0and vice president of its school board told the<em> Washington Examiner<\/em>. \u201cThe president, in my opinion, has been poorly served by messaging staff across the board, not just his team, but maybe the entire party. Bukaty)<\/figcaption><\/figure>\n<p>\u201cThe true values of the Democratic Party have been messaged in this area [as] a bunch of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/socialism\/\" target=\"_blank\" rel=\"noopener\" title>socialists<\/a> who want to take your guns away and spread the wealth, and that, quite simply, isn\u2019t true,\u201d he said. \u201cBut there has never been a strong fighter willing to counteract that. Not to say the president is not a strong fighter, but nobody has really risen to project his message effectively.\u201d<\/p>\n<p>But one of those Democratic communicators, Biden campaign spokesman Charles Lutvak, remained confident in the president after <a href=\"https:\/\/www.politico.com\/news\/2024\/05\/08\/poll-biden-infrastructure-clean-energy-laws-00155717\" target=\"_blank\" rel=\"noopener\" title><em>Politico<\/em>-Morning Consult polling<\/a> from earlier this month indicated that participants do not credit Biden with, at least, many of his <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/infrastructure\/\" target=\"_blank\" rel=\"noopener\" title>infrastructure<\/a> provisions.<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>\u201cAs president, Joe Biden has created 15 million jobs, brought down healthcare costs, and protected our fundamental rights and freedoms,\u201d Lutvak told the <em>Washington Examiner<\/em>. \u201cDonald Trump earned the worst jobs record of any president in modern history, tried to send healthcare costs through the roof, and attacked our fundamental rights and freedoms.\u201d<\/p>\n<p>\u201cThe choice in this election is between a president in Joe Biden who will continue fighting for middle-class Americans and a vengeful wannabe dictator in Trump who will continue fighting only for himself,\u201d he said.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>With Election Day nearing, voters face a familiar Biden-Trump choice.
