TFL is resolute in seeking payment for outstanding\u200d fees and penalties using international avenues.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>The <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/united-states\/\" target=\"_blank\" rel=\"noopener\" title>United States<\/a> Embassy in London has <a href=\"https:\/\/content.tfl.gov.uk\/cclez-online-factsheet-embassy-debt-dec23.pdf\" target=\"_blank\" rel=\"noopener\" title>racked <\/a>up millions of pounds worth of unpaid <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/traffic\/\" target=\"_blank\" rel=\"noopener\" title>traffic<\/a> fees, all from congestion charges, a charge introduced to ease traffic throughout the bulk of the workday.<\/p>\n<p>As a result, Transport for London, a city agency dedicated to its <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/infrastructure\" target=\"_blank\" rel=\"noopener\" title=\"transport network,\">transport network,<\/a> has threatened those who haven\u2019t paid fees with legal action at the International Court of Justice. The fee is 15 pounds every day a person drives in central London between 7 a.m. and 6 p.m. on weekdays and between noon and 6 p.m. on weekends.<\/p>\n<p>\u201cWe will continue to pursue all unpaid congestion charge fees and related penalty charge notices, and are pushing for the matter to be taken up at the international court of justice,\u201d TFL said.<\/p>\n<p>The International Court of Justice resolves disputes between nations and is a \u201cprincipal organ\u201d of the United Nations.<\/p>\n<p>The U.S.<a href=\"https:\/\/www.dailymail.co.uk\/wires\/pa\/article-13438745\/US-embassy-racks-14-6m-unpaid-congestion-charge-fees.html\" target=\"_blank\" rel=\"noopener\" title> responded<\/a> and said the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/country-music-star-arrested-on-drug-charges-just-months-away-from-tour\/\" title=\"Country music star arrested for drug charges shortly before tour\">traffic charge<\/a> was a tax, making the embassy exempt.<\/p>\n<p>\u201cIn accordance with international law as reflected in the 1961 Vienna Convention on Diplomatic Relations, our position is that the congestion charge is a tax from which diplomatic missions are exempt,\u201d a spokesperson for the embassy said.<\/p>\n<p>London\u2019s transport authority disagrees, saying that \u201cthe congestion charge is a charge for a service and not a tax. This means that diplomats are not exempt from paying it.\u201d<\/p>\n<p>The TFL said most embassies pay their fees, but \u201ca stubborn minority \u2026 refuse to do so, despite our representations through diplomatic channels.\u201d<\/p>\n<p>Eight different embassies hold congestion fees worth over 5 million pounds, with the U.S., Japan, and India holding the largest debts. America\u2019s debt, worth 14,645,025 pounds, is equivalent to about $18.5 million.<\/p>\n<p>The ICJ adjudicates few cases (only 195 <a href=\"https:\/\/www.icj-cij.org\/cases\" target=\"_blank\" rel=\"noopener\" title>since<\/a> 1947), which could make it unlikely for the U.K. to bring legal action against America in this instance. <\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>The total debt due from all embassies in London is worth 143,527,113 pounds.
