Ben Cardin (D-MD) is leaving zero doubt a Democrat will <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/2024-election\/\" target=\"_blank\" rel=\"noopener\" title>succeed him<\/a> in the Senate when he <a href=\"https:\/\/www.washingtonexaminer.com\/news\/796054\/sen-ben-cardin-wont-run-for-reelection-setting-up-2024-battle-for-maryland-seat\/\" target=\"_blank\" rel=\"noopener\" title>retires<\/a> in January.<\/p>\n<p>\u201cI think in November, Maryland will not be in play,\u201d he told the <em>Washington Examiner<\/em> after Angela Alsobrooks, the Prince George\u2019s County executive, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/3003629\/maryland-primary-results-alsobrooks-beats-trone-democratic-senate\/\" target=\"_blank\" rel=\"noopener\" title>clinched the Democratic nomination<\/a> on Tuesday night.<\/p>\n<p>That would have been an uncontroversial statement three months ago. No Republican has won a Senate seat in Maryland since 1980.<\/p>\n<p>But Larry Hogan, the popular, two-term GOP governor, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2969835\/larry-hogan-seeks-flip-senate-seat-hasnt-gone-republicans-decades\/\" target=\"_blank\" rel=\"noopener\" title>upended the Senate map<\/a> in February with his late entrance into the race. He previously shrugged off the possibility of a run despite being heavily recruited by national Republicans.<\/p>\n<p>Cardin acknowledges the GOP landed a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/university-of-texas-qb-arch-manning-deal-changes-college-football-without-him-ever-making-a-start\/\" title=\"Arch Manning's deal with the University of Texas revolutionizes college football, despite him never starting a game\">high-profile recruit<\/a>. Hogan <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/3003990\/maryland-primary-larry-hogan-victory-senate-election\/\" target=\"_blank\" rel=\"noopener\" title>won the nomination<\/a> handily on Tuesday <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/3004309\/larry-hogan-abortion-criticism-maryland-senate-race\/\" target=\"_blank\" rel=\"noopener\" title>promising<\/a> to be the same independent voice who led the state for eight years.<\/p>\n<p>\u201cObviously, Larry Hogan has a popularity in our state. We recognize that,\u201d he said.<\/p>\n<p>However, Cardin predicted Maryland voters would not elect a man who could tilt control of the Senate to Republicans. President Joe Biden, running for a second term in the White House, would also give Alsobrooks coattails, he said, in a state he carried by 33 points in 2020.<\/p>\n<p>\u201cWhen <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dark-money-fuels-push-to-ditch-filibuster\/\" title=\"Dark Money Fuels Push to Ditch Filibuster\">voters understand<\/a> this is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/history-repeats-itself-democrats-are-using-tactics-of-the-marxists-of-1917-in-russia-to-steal-2020-election\/\" title=\"History Repeats Itself: Democrats Are Using Tactics of the Marxists of 1917 in Russia to Steal 2020 Election\">national election<\/a>, I think we\u2019ll win this one,\u201d Cardin said.<\/p>\n<figure><figcaption>Sen. Scott Applewhite)<\/figcaption><\/figure>\n<p>Maryland is not a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-senate-seats-most-likely-to-flip-in-2022\/\" title=\"The Senate Seats Most Likely to Flip in 2022\">top-tier race<\/a> for Senate Republicans. With Democrats controlling a one-seat majority in the Senate, leadership is far more concerned with Montana and Ohio, two red states represented by Democrats.<\/p>\n<p>But Republicans believe Hogan can win on the strength of his reputation. He charted a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/2991698\/hogan-big-bet-stuck-in-the-middle\/\" target=\"_blank\" rel=\"noopener\" title>centrist path<\/a> as governor, focusing on taxes and the economy, and has promised to protect abortion access, a vulnerability for Republicans, if elected to the U.S. Senate.<\/p>\n<p>On former President Donald Trump, who will challenge Biden in the fall, he is an outspoken critic.<\/p>\n<p>\u201cMaryland is very much in play,\u201d Sen. Steve Daines (R-MT), the chairman of the National Republican Senatorial Committee who noted a CNN pundit called Hogan a \u201c<a href=\"https:\/\/www.cnn.com\/videos\/politics\/2024\/02\/09\/larry-hogan-senate-chalian-sot-ip-vpx.cnn\" target=\"_blank\" rel=\"noopener\" title>nightmare<\/a>\u201d for Democrats the day he launched his run, said.<\/p>\n<p>\u201cLarry Hogan is a maverick. That\u2019s how he governed, as governor of Maryland; that\u2019s how he will govern as a U.S. senator for Maryland, not beholden to either party or any president but representing Maryland exceptionally well,\u201d Daines said.<\/p>\n<p>At minimum, his entrance will force Democrats to spend valuable resources they would prefer to commit elsewhere.<\/p>\n<p>Rep. David Trone (R-MD), a liquor magnate who challenged Alsobrooks for the Democratic nomination, spent $60 million of his own money in the primary. His Tuesday loss deprives the party of a self-funder willing to dole out seemingly endless sums to protect the seat.<\/p>\n<p>Cardin predicted Alsobrooks will be fine on the fundraising front. He\u2019s already committed to raising money on her behalf and believes other state leaders will do the same.<\/p>\n<p>\u201cWe\u2019ll expect some national help, don\u2019t get me wrong, but we\u2019re gonna take responsibility also to raise money for the Alsobrooks campaign,\u201d he said.<\/p>\n<p>Sen. Gary Peters (D-MI), who leads Senate Democrats\u2019 campaign arm, asserted that \u201cwe\u2019ll do whatever it takes\u201d to ensure Alsobrooks wins, while Daines said Maryland is \u201cgoing to be a closely watched race\u201d when asked about investing NRSC resources. <\/p>\n<figure><figcaption>Angela Alsobrooks speaks at her primary night party Tuesday, May 14, 2024, in Greenbelt, Maryland. (Eric Thompson\/The Baltimore Banner via AP)<\/figcaption><\/figure>\n<p>Cardin stayed on the sidelines during the primary, reasoning that either Democrat, Trone or Alsobrooks, could defeat Hogan in November. But he believes Alsobrooks is uniquely positioned to \u201cexcite\u201d the Maryland electorate given her background and appeals to younger voters.<\/p>\n<p>Maryland has never been represented by a black senator, while the number of women in the state\u2019s congressional delegation could jump from <a href=\"https:\/\/x.com\/Redistrict\/status\/1790574555368448306\" target=\"_blank\" rel=\"noopener\" title>zero to three<\/a> after Democrats <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/3003865\/maryland-primary-harry-dunn-loses-sarah-elfreth-congressional-election\/\" target=\"_blank\" rel=\"noopener\" title>Sarah Elfreth<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/3003374\/election-results-maryland-west-virginia-nebraska-primary\/\" target=\"_blank\" rel=\"noopener\" title>April Delaney<\/a> won their House primaries on Tuesday.<\/p>\n<p>\u201cI think she has a lot going for her that will help us,\u201d Cardin said of Alsobrooks.<\/p>\n<p>Pollsters had been predicting a tight primary, but Alsobrooks won comfortably. The <a href=\"https:\/\/www.realclearpolling.com\/polls\/senate\/democratic-primary\/2024\/maryland\" target=\"_blank\" rel=\"noopener\" title>final poll<\/a> before Election Day had her ahead by 3 points in a race she won by 12.<\/p>\n<p>For months, Alsobrooks has lagged in the polls against Hogan. Republicans cite these surveys to project confidence in their candidate, plus Trone\u2019s <a href=\"https:\/\/twitter.com\/JulieNBCNews\/status\/1790562102102401371\" target=\"_blank\" rel=\"noopener\" title>declaration<\/a> that Alsobrooks has no \u201cchance in this world\u201d of beating Hogan.<\/p>\n<p>However, Alsobrooks had some <a href=\"https:\/\/emersoncollegepolling.com\/maryland-2024-poll-alsobrooks-42-trone-41\/\" target=\"_blank\" rel=\"noopener\" title>good news<\/a> in the latest Emerson poll, released last week, that found her ahead by 10 points.<\/p>\n<p>Ultimately, Democrats are betting they can paint Hogan as a rubberstamp for the Republicans, noting the distinct possibility there could be a Supreme Court vacancy in the next six years.<\/p>\n<p>Hogan has defied the odds before. He won his first gubernatorial race in 2014 despite lagging in fundraising. The Democrat in that race, then-Lt. Gov. Anthony Brown, even benefited from political heavyweights campaigning for him, including President Barack Obama.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>But Cardin, who will retire after 18 years in the Senate and two decades in the House, predicted Marylanders would come home to the Democrats as the race shifts to the general election. He won his last reelection bid by 34 points.<\/p>\n<p>\u201cAt the end of the day, this is a national election.
