CalPERS plans to invest billions in green private investments.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><strong>PERMITTING REFORM LATEST: <\/strong>There\u2019s still optimism from some Senate Energy Democrats that permitting reform will cross the finish line \u2013 even after Majority Leader <strong>Chuck Schumer<\/strong> <a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/05\/schumer-declares-energy-permitting-reform-all-but-dead-00157634\">said Monday <\/a>it would be \u201cvirtually impossible\u201d to get something done.<\/p>\n<p>\u201cEveryone who\u2019s involved with permitting reform understands, we\u2019ve got to have permitting reform,\u201d Energy and Natural Resources Chairman <strong>Joe Manchin<\/strong> said in a brief interview with reporters yesterday. \u201cSenator Schumer understands that, we all understand, we\u2019ve had good conversations, and I anticipate that we will get a good permitting bill done.\u201d  <\/p>\n<p>When pressed further about Schumer\u2019s comments, he suggested, \u201cMaybe he misspoke.\u201d <\/p>\n<p><strong>And he\u2019s not the only one exhibiting optimism:<\/strong> Democratic Rep. <strong>John Hickenlooper<\/strong>, a transmission booster and Manchin\u2019s ally on permitting, advocated on Manchin\u2019s behalf in a single sentiment: It\u2019s not over until the West Virginian Democrat says it\u2019s over.<\/p>\n<p>\u201cI think Joe Manchin is one of the most tenacious, persistent people in the Senate,\u201d Hickenlooper said. \u201cAnd when he tells me to give it up, then I\u2019ll say, \u2018Well, it\u2019s over.\u2019\u201d<\/p>\n<p><strong>Why it matters:<\/strong> Manchin and ENR Ranking Member <strong>John Barrasso<\/strong> have been negotiating for months on a deal to streamline the approval process for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/why-democrat-leadership-is-terrifying\/\" title=\"Why Democrat Leadership is Terrifying\">energy projects<\/a>. For Manchin, it\u2019s been a yearslong battle \u2013 since the 2022 passage of the Inflation Reduction Act, the senator has been working to move forward on a permitting bill. Part of his negotiations with Schumer to get the IRA passed was to get a vote on his permitting bill \u2013 a vote that failed last December, since Republicans had <a href=\"https:\/\/www.politico.com\/news\/2022\/09\/28\/manchin-senate-permitting-reform-00059152\">little incentive<\/a> to deliver a legislative win to Manchin. <\/p>\n<p>Manchin and Barrasso then began negotiations with the aim of delivering permitting reforms across a wide sector of energy projects.<\/p>\n<p>In an interview yesterday, Barrasso continued to point the finger at Schumer. \u201cIt\u2019s dead because Schumer is going to kill it,\u201d Barrasso said. \u201cSen. Manchin and I have been working closely together, and Sen. Schumer has other ideas \u2013 and he\u2019s not really interested in helping permitting reform that helps all forms of energy.\u201d<\/p>\n<p><strong>The key here:<\/strong> The <a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/05\/schumer-declares-energy-permitting-reform-all-but-dead-00157634\">comments from Schumer<\/a> came after the release of long-awaited rules from the Federal Energy Regulatory Commission that would direct grid operators to plan new transmission infrastructure to deliver more renewable energy across the country. This gave a win to Democrats who were hoping to advance renewable energy projects without ceding to Republican demands to streamline fossil fuel projects by amending environmental laws, like the National Environmental Policy Act. <\/p>\n<p>The release of the transmission rules weakens Republicans\u2019 bargaining position by addressing Democratic priorities to advance renewable projects. Polis, who has pursued a relatively libertarian agenda as governor, <a href=\"https:\/\/twitter.com\/jaredpolis\/status\/1790407603727585657\">called<\/a> the tariffs \u201chorrible news and a major setback for clean energy.\u201d <\/p>\n<p><strong>OIL SLIPS AS IEA LOWERS DEMAND FORECAST: <\/strong>Oil prices slipped this morning after the International Energy Agency projected lower demand in its monthly oil market <a href=\"https:\/\/www.iea.org\/reports\/oil-market-report-may-2024\">report<\/a>. <\/p>\n<p>The IEA said that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/saudi-aramco-boosts-spending-to-boost-output-as-oil-surges\/\" title=\"Saudi Aramco Boosts Spending to Boost Output as Oil Surges\">global oil demand<\/a> will rise by 1.1 million barrels per day in 2024, down 140,000 bpd from the previous forecast. It cited weaker demand in advanced nations and a mild winter in Europe as the reasons for the downward revision. <\/p>\n<p>Brent crude prices fell by more than 1% to under $82 following the publication of the report, before recovering later in the day. <\/p>\n<p><strong>IEA and OPEC further out of sync: <\/strong>The Organization of the Petroleum Exporting Countries had projected yesterday that demand would rise by 2.25 million bpd in 2024. Now, the gap in expected demand between the IEA and OPEC is 1.15 bpd, about 1% of world demand and the largest such difference between the two groups since at least 2008, <a href=\"https:\/\/www.reuters.com\/business\/energy\/iea-trims-2024-oil-demand-growth-forecast-widening-gap-with-opec-view-2024-05-15\/\">according to<\/a> <em>Reuters<\/em>. The two groups have been in <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/opec-head-accuses-iea-vilifying-fossil-fuel-industry-2023-11-27\/\">open conflict<\/a> over their differing projections for oil and gas.<\/p>\n<p><strong>CALPERS TO INVEST MORE THAN $25B INTO GREEN PRIVATE INVESTMENTS: <\/strong>The California Public Employees Retirement System, or CalPERS \u2013 which is the largest public pension plan \u2013 aims to plow more than $25 billion into nonpublic green investments, including private equity, real estate and infrastructure markets, particularly in Asia and Europe. <\/p>\n<p><strong>Peter Cashion<\/strong>, CalPERS\u2019 managing investment director, sustainable investments, said in an interview <a href=\"https:\/\/www.ft.com\/content\/cebeb72e-036a-4da4-a05b-c6e74b5193f1\">with the<\/a> <em>Financial Times <\/em>that private market assets \u201chave very evident climate investment opportunities\u201d and thus will account for half of the $53 billion the fund committed in November to investing in low-carbon assets. <\/p>\n<p>With those investments, CalPERS will become one of the world\u2019s largest investors in climate solutions, the <em>FT <\/em>notes, even as funds in Republican-led states are moving to curtail ESG investing and penalize firms that prioritize ESG. <\/p>\n<p>We noted last week that CalPERS also is <a href=\"https:\/\/www.washingtonexaminer.com\/daily-on-energy\/2999641\/daily-on-energy-frustration-over-failure-to-get-bills-over-the-finish-line\/\">weighing a move<\/a> against Exxon Mobil\u2019s CEO over the oil major\u2019s efforts to quash activist climate investor efforts. <\/p>\n<p><strong>DEMOCRATIC GOVERNORS HEAD TO THE VATICAN TO TALK CLIMATE RESILIENCY:<\/strong> Three Democratic governors are attending a three-day summit at the Vatican this week, in hopes of creating a climate resilience blueprint that can be used in cities and states, <em>E&#038;E News <\/em><a href=\"https:\/\/www.eenews.net\/articles\/pope-hosts-democratic-governors-at-climate-summit\/\">reports. <\/a><\/p>\n<p>Govs. <strong>Gavin Newsom<\/strong> of California, <strong>Kathy Hochul<\/strong> of New York, and <strong>Maura Healey <\/strong>of Massachusetts will attend the event at the Vatican Gardens, hosted by the Pontifical Academy of Sciences and Social Sciences.<strong> Pope Francis <\/strong>will attend Thursday\u2019s session. <\/p>\n<p><strong>The goal:<\/strong> To draft a plan on climate resilience that will later be submitted to the United Nations.
