We are coming home to the Holy Land!\u201d Israeli National Security Minister Itamar Ben Gvir <a href=\"https:\/\/www.haaretz.com\/israel-news\/2024-05-14\/ty-article\/netanyahu-ministers-join-israeli-far-right-march-to-gaza-demand-palestinians-expulsion\/0000018f-778d-d599-ab8f-7fff00c40000\" target=\"_blank\" rel=\"noopener\" title>said<\/a> during an Israeli Independence Day rally. \u201cWe must encourage emigration. Encourage the voluntary emigration of the residents of Gaza. It is moral!\u201d<\/p>\n<p>Those policies would run contrary to international law, according to United Nations officials and leading Western powers. Ben Gvir\u2019s airing of those goals has drawn criticism from President Joe Biden\u2019s administration, but some <a href=\"https:\/\/www.washingtonexaminer.com\/magazine-features\/2995502\/hamass-hostages-who-are-the-five-remaining-americans-still-held-by-the-terror-group\/\" target=\"_blank\" rel=\"noopener\" title=\"families of Israeli hostages\">families of Israeli hostages<\/a> held by <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Hamas\" target=\"_blank\" rel=\"noopener\" title=\"families of Israeli hostages\">Hamas<\/a> believe that Ben Gvir has obstructed the liberation of the captives by pushing Netanyahu to conduct the war along lines conducive to those hard-right ambitions.<\/p>\n<p>\u201cThere\u2019s this complete fallacy of what \u2018total victory\u2019 has to be in this case for Israel \u2014 and that is Hamas completely ceasing to exist, and for full Israeli control, forever, over the Gaza Strip,\u201d Hebrew University historian Jonathan Dekel-Chen, an Israeli American <a href=\"https:\/\/www.washingtonexaminer.com\/magazine-features\/2995502\/hamass-hostages-who-are-the-five-remaining-americans-still-held-by-the-terror-group\/\" target=\"_blank\" rel=\"noopener\" title=\"whose son, Sagui, was taken hostage on October 7\">whose son, Sagui, was taken hostage on Oct. 7<\/a>, told the <em>Washington Examiner<\/em> last week. \u201cNeither of those are going to happen in the real world, and striving for that will only get the hostages killed \u2014 and a lot of Palestinians as well, of course \u2014 because you cannot avoid in such a densely populated area more civilian casualties.\u201d<\/p>\n<figure><figcaption>Family, friends, and supporters of hostages held in the Gaza Strip by the Hamas militant group stand still to observe one minute of silence as air raid sirens sound to mark Israel\u2019s annual Memorial Day for the fallen soldiers who died in the nation\u2019s conflicts and victims of nationalistic attacks in Tel Aviv, Israel, Sunday, May 12, 2024. Hard-right distaste for that withdrawal has created internal pressure on Netanyahu to make the safety of the hostages a secondary objective in the war, according to Dekel-Chen.<\/p>\n<p>\u201cThey\u2019re looking for population transfers; they\u2019re looking for very radical things. They never came to peace with Israel\u2019s unilateral disengagement from Gaza in 2005,\u201d he said. \u201cAnd they now see an opportunity to return to what they consider to be the good old days, which is Israeli occupation of the Gaza Strip and intensive Israeli settlement in the Gaza Strip, which will just cause endless conflict in our region and untold bloodshed.\u201d<\/p>\n<p>The United States, Egypt, and Qatar have been coordinating indirect negotiations over a ceasefire and hostage deal, fueled in part by an offer from Netanyahu that Secretary of State Antony Blinken has described as <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense\/2982710\/blinken-urges-hamas-accept-extraordinarily-generous-ceasefire-deal\/\" target=\"_blank\" rel=\"noopener\" title>\u201cextraordinarily generous.\u201d<\/a> Hamas rejected that offer and countered with a demand that Israel \u201cbasically lose the war and let Hamas win the war,\u201d as Netanyahu put it Sunday in an interview with Dan Senor on the<em> <a href=\"https:\/\/podcasts.apple.com\/us\/podcast\/prime-minister-benjamin-netanyahu\/id1539292794?i=1000655331394\" target=\"_blank\" rel=\"noopener\" title>Call Me Back<\/a><\/em><a href=\"https:\/\/podcasts.apple.com\/us\/podcast\/prime-minister-benjamin-netanyahu\/id1539292794?i=1000655331394\" target=\"_blank\" rel=\"noopener\" title> podcast<\/a>. Yet his theory of victory has drawn frank skepticism from Biden\u2019s team in recent days.<\/p>\n<p>\u201cWe are struggling over what the theory of victory is, and, I think sometimes when we listen closely to Israeli leaders, they talk about mostly the idea of some sort of sweeping victory on the battlefield, \u2018total victory,\u2019\u201d Deputy Secretary of State Kurt Campbell <a href=\"https:\/\/www.youtube.com\/watch?v=_P0owNdDQuc\" target=\"_blank\" rel=\"noopener\" title>said<\/a> Monday at the 2024 NATO Youth Summit in Miami.\u00a0\u201cI don\u2019t think we believe that that is likely or possible. \u2026 And so, ultimately, I think, we view that there has to be more of a political solution.\u201d<\/p>\n<p>Netanyahu outlined his theory of the case in broad strokes on Sunday, saying he envisions the destruction of Hamas as an organized military force, followed by \u201cmop-up\u201d operations to kill surviving terrorists and then a transition to an administration of Gaza by Palestinian civilians who are not associated with Hamas.<\/p>\n<p>\u201cThat\u2019s the realistic plan right now,\u201d Netanyahu <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign-policy\/3002563\/netanyahu-under-fire-lack-strategy-defeat-hamas\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> Sunday. \u201cPeople say, \u2018What are you going to do on the day after? Where\u2019s your plan?\u2019 Well, the first thing is make sure it\u2019s the day after.\u201d<\/p>\n<p>Those general statements fail to acknowledge the difficulty of defeating a terrorist organization, according to top U.S. officials who warned that Hamas\u2019s recruiters would thrive amid the protracted instability and carnage.<\/p>\n<p>\u201cOne of the risks of engaging in any kind of counterinsurgency campaign is the ability of the terrorist group to attract more recruits and more followers as time goes on,\u201d White House national security adviser Jake Sullivan <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2024\/05\/13\/press-briefing-by-press-secretary-karine-jean-pierre-and-national-security-advisor-jake-sullivan-16\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> Monday.\u00a0\u201cSo, one of the key points that we have been reinforcing is to step back just from a tactical military analysis of the situation and ask strategically: How do we get to the common goal, the enduring defeat of Hamas?\u00a0And that is going to require military pressure, yes.\u00a0But more than just military pressure \u2014 a political plan to get there.\u201d<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>If Netanyahu has faced criticism for lack of a plan, Israel\u2019s hard-right politicians made their political plan clear on Tuesday.<\/p>\n<p>\u201cIn order to preserve the security achievements for which so many of our troops gave up their lives for, we must settle Gaza, with security forces and with settlers,\u201d Israeli Communications Minister Shlomo Karhi, who is a member of Netanyahu\u2019s Likud party, <a href=\"https:\/\/www.timesofisrael.com\/ben-gvir-calls-to-encourage-emigration-resettle-gaza-at-ultra-nationalist-rally\/\" target=\"_blank\" rel=\"noopener\" title>told<\/a> the same rally where Ben Gvir spoke. \u201cThis is not because there is no other option but out of a deep understanding that this is the only real way, both to exact a heavy price from the Nazis, from Hamas, and to protect our people and our homeland.
