The document reveals federal funds can support services for \u2064LGBTQIA2S+ children, allowing the purchase of gender-related items like chest binders and packers. This shift has raised concerns about\u2063 potentially \u200charmful implications for vulnerable children.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p>The Biden administration appears to be repurposing a federal program aimed at helping kids in the foster care system transition to adulthood, instead using the taxpayer dollars to fund efforts by children to transition into the opposite sex.<\/p>\n<p>Biden\u2019s Department of Health and Human Services (HHS) says <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-is-off-to-a-fast-start-with-executive-orders-but-does-he-know-whats-in-them-and-can-he-explain-how-any-help-the-average-american\/\" title=\"Biden Is Off to a Fast Start with Executive Orders But Does He know What\u2019s In Them and Can He Explain How Any Help the Average American?\">federal taxpayer dollars<\/a> can be spent towards buying \u201cpersonal items\u201d that support \u201ca youth\u2019s expression of their gender identity,\u201d which typically refer to accessories such as chest binders and so-called packers, which are prosthetic penises used by girls who want it to appear like they have male genitals.<\/p>\n<p>A <a href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/cb\/LGBTQIA2S%2B%20Resource%20to%20Support%20Youth%20and%20Families.pdf\">document<\/a> from the Children\u2019s Bureau, a federal agency which operates under the authority of HHS, reveals that federal funds can now be used by child welfare agencies to \u201csupport the provision of services, interventions, and supports to LGBTQIA2S+ children.\u201d The document, titled \u201cFederal Funding to Support Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual, Two-Spirit, Plus (LGBTQIA2S+) Children, Youth, Young Adults, and Families,\u201d explains that child welfare funds can now be used to encourage children to attempt to change their sex.<\/p>\n<p>\u201c[John H. Chafee Foster Care Program for Successful Transition to Adulthood] funding may be used in a number of ways to support LGBTQIA2S+ youth and allow them to participate in positive, affirming, age-appropriate activities,\u201d the document states in reference to a foster care funding system. \u201cFor example, Chafee funds may be used to purchase personal items related to supporting a youth\u2019s expression of their gender identity and\/or sexual orientation.\u201d<\/p>\n<p>The Chafee funding program was <a href=\"https:\/\/www.acf.hhs.gov\/cb\/grant-funding\/john-h-chafee-foster-care-independence-program\">originally intended<\/a> to help children in the foster care system adjust to adult life, funding education, housing, and employment services. LGBT non-profit organizations took Biden\u2019s policy guidance as an announcement that garments such as chest binders, used to flatten a girl\u2019s breasts, and packers, which are prosthetic penises, can be purchased with federal dollars.<\/p>\n<p>\u201cGuidance from the Children\u2019s Bureau indicates that child welfare agencies may be able to use Chafee funding to purchase gender affirming items for young people in their care,\u201d the National Center for Youth with Diverse Sexual Orientation, Gender Identity &#038; Expression states in a <a href=\"https:\/\/sogiecenter.org\/wp-content\/uploads\/2023\/04\/Federal-Funding-for-Gender-Affirming-Materials-Tool.pdf\">document<\/a> laying out how federal funds can be used to encourage child sex change attempts. \u201cThis resource offers a list of common items that may be purchased using Chafee funding.\u201d<\/p>\n<p>The organization\u2019s resource lists both binders and packers as eligible items, as well as a range of other items.<\/p>\n<p>\u201cBinders are purpose-built undergarments \u2026 that are used to flatten breasts and create the appearance of a flatter chest,\u201d the guide reads, before directing the reader to a site where \u201cyoung people can go discreetly to learn what\u2019s best for them.\u201d<\/p>\n<p>In regards to packers, it says they can be purchased for children with federal funds and describes them as \u201cstand-to-pee devices that can be used as prosthesis that allow transboys and masculine people the appearance and feeling of having male genitals.\u201d The accessories are used to help women use men\u2019s restrooms and urinals. It says that gaffs, described as \u201ccompression underwear that smooth out the appearance of outer genitalia,\u201d can also be bought with federal funds.<\/p>\n<p>Neither HHS nor the Children\u2019s Bureau responded to Daily Wire inquiries asking specifically which items are included in the government\u2019s definition of \u201cpersonal items\u201d to support youth\u2019s gender identities.<\/p>\n<p>Representative Jim Banks (R-IN) told The Daily Wire that the Biden administration has an unsettling obsession with the personal lives of children.\u00a0\u201cBureaucrats in the Biden administration seem obsessed with the personal lives of vulnerable children\u2014it\u2019s creepy,\u201d he explained. \u201cWhen Secretary Becerra testifies tomorrow, House Republicans must make him answer for his attacks on parents\u2019 rights and his attempts to push harmful gender procedures on minors.\u201d<\/p>\n<p>Dr. Stanley Goldfarb, a former dean at the University of Pennsylvania Medical School, said that giving children these sorts of items puts them on a path toward \u201cirreversible harm.\u201d<\/p>\n<p>\u201cThe great risk of fostering so-called affirming care is that it almost certainly will lead to medicalization, such as the use of puberty blockers and sex altering hormones,\u201d said Goldfarb, who now runs <a href=\"https:\/\/donoharmmedicine.org\">Do No Harm<\/a>, an organization that opposes the politicization of medicine. <span class=\"Apple-converted-space\">\u201c<\/span>We know that the vast majority of children who have <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/very-complicated-dr-rachel-levine-dodges-sen-pauls-issue-about-sex-adjustments-for-children\/\" title=\"\u2018Very Complicated\u2019: Dr. Rachel Levine Dodges Sen. Paul\u2019s Issue About Sex Adjustments For Children\">gender dysphoria<\/a>, if supported through psychological counseling and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/texas-teachers-instructed-to-help-students-hide-gender-identity-from-parents\/\" title=\"Texas Teachers Instructed To Help Students Hide Gender Identity From Parents\">psychiatric care<\/a>, will go through puberty and live their lives in the gender that conforms to their sex. To give them various devices to promote social transition is a step in the path to irreversible harm in the vast majority of these children.\u201d<\/p>\n<p>Goldfarb said <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/florida-health-dept-releases-suggestions-opposing-transgender-surgeries-for-children\/\" title=\"Florida Health Dept Releases Suggestions Opposing Transgender Surgeries for Children\">children experiencing gender dysphoria<\/a> need legitimate support, not interventions that push an ideological agenda and put them on the path to medicalization.<\/p>\n<p>\u201cThese children are extremely vulnerable and do need support services,\u201d Goldfarb said. \u201cBut support services designed to implement a particular gender ideology that medical evidence has not shown to produce positive emotional or psychiatric outcomes should not be supported by the government.\u201d<\/p>\n<p>Certain states are more explicit about their desire to provide children with binders and packers.<\/p>\n<p>Oregon\u2019s Department of Human Services, for example, funds \u201cgender affirming products for young people.\u201d One <a href=\"https:\/\/www.oregon.gov\/odhs\/data\/cwdata\/cw-apsr-2024.pdf\">document<\/a> from the state government explains that these products include \u201cchest binders, bras, bra inserts, shaving supplies, packers, stand-to-urinate devices, gaffs, wigs, makeup, menstrual supports, or clothing that help young people affirm their gender identity.\u201d<\/p>\n<p>In Massachusetts, the Department of Children and Families <a href=\"https:\/\/www.childwelfare.gov\/resources\/protecting-rights-and-providing-appropriate-services-lgbtqia2s-youth-out-home-care-16\/\">connects minors to organizations<\/a> that \u201cprovide gender-affirming clothing, such as binders, packers, body shapers, bras, breast inserts, and similar items in a timely manner.\u201d<\/p>\n<p>Prominent Democrats have continuously advocated for policies that make it easier for children to attempt to transition into the opposite sex. Sen. Tammy Baldwin (D-WI) came under criticism for earmarking <a href=\"https:\/\/thepostmillennial.com\/1-2-trillion-congressional-spending-bill-funds-lgbtq-group-pushing-chest-binders-packers-fake-breasts-on-teens\">$400,000 in taxpayer funds<\/a> to an LGBTQ youth organization that offers minors binders, packers, and even prosthetic breasts.<\/p>\n<p>President Joe Biden signed an <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2022\/06\/15\/executive-order-on-advancing-equality-for-lesbian-gay-bisexual-transgender-queer-and-intersex-individuals\/\">executive order<\/a> in 2022 that intended to \u201caddress the significant disparities that LGBTQI+ youth face in the foster care system\u201d and fight back against \u201cefforts to suppress or change an individual\u2019s sexual orientation, gender identity, or gender expression.\u201d While the federal bureaucracy has been leveraged in service of leftwing agenda items under Biden, former President Donald Trump has pledged to fire bureaucrats who might otherwise stonewall his policy priorities.<\/p>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration is redirecting a federal program meant to assist foster care youth in transitioning to adulthood.
