This revelation \u200dcompounds the ongoing controversies regarding Jeffreys&#8217;\u2062 management of \u2064election procedures.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>Green Bay\u2019s law-bending elections chief is at it again, but this time <a href=\"https:\/\/greenbaywi.gov\/directory.aspx?EID=38\" target=\"_blank\" rel=\"noreferrer noopener\">City Clerk Celestine Jeffreys <\/a>admits she didn\u2019t understand the election law she was breaking. <\/p>\n<p>In r<a href=\"https:\/\/publicinterestlegal.org\/wp-content\/uploads\/2024\/04\/2024-04-29-Clerk-Jeffreys-Response-Hogan-v-Jeffreys.pdf\">esponse <\/a>to a complaint filed by the <a href=\"https:\/\/publicinterestlegal.org\" target=\"_blank\" rel=\"noreferrer noopener\">Public Interest Legal Foundation<\/a> on behalf of three Green Bay citizens, Jeffreys \u201cconcedes that she has not been strictly adhering to the statutory requirements in Wisconsin Statutes \u2026 but the failure to do so was inadvertent and due to a lack of awareness of the statutory requirements.\u201d <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-37008107\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-c2539e9d068e1f288121967a9fd9992f fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-c2539e9d068e1f288121967a9fd9992f\"><\/div>\n<p>In short, the much-troubled clerk was ignorant, not willful, according to the legal response.\u00a0It\u2019s more of the same from Jeffreys, the former chief of staff for Green Bay\u2019s far-left mayor in a city that made national news during the <a href=\"https:\/\/thefederalist.com\/2021\/10\/14\/zuckerbucks-101-how-a-media-mogul-took-over-the-2020-election-and-why-gop-leaders-must-never-let-it-happen-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckerbucks scandal<\/a> of 2020 and <a href=\"https:\/\/fox11online.com\/news\/local\/janet-angus-disorderly-conduct-ticket-green-bay-election-observer-retaliatory-incident-city-hall-judge-tammy-jo-hock\" target=\"_blank\" rel=\"noreferrer noopener\">turned punitive<\/a> when its bumbling clerk previously twisted state election law. <\/p>\n<h2 class=\"wp-block-heading\">The Law is Clear<\/h2>\n<p>Last month, PILF filed a <a href=\"https:\/\/publicinterestlegal.org\/wp-content\/uploads\/2024\/04\/01-Complaint-Hogan-et-al.-v.-Jeffreys-EL-24-35.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">complaint<\/a> with the Wisconsin Elections Commission (WEC) alleging Jeffreys ignored laws aimed at detecting abuse of the Badger State\u2019s same<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-milwaukee-county-da-refused-to-probe-354-potential-cases-of-illegal-voting\/\" title=\"Milwaukee County DA Ignored 354 Possible Illegal Voting Cases: Report\">-day registration process<\/a>. Wisconsin is one of 20 states and the District of Columbia that offers election day registration, <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/same-day-voter-registration\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> the National Conference of State Legislators. <\/p>\n<p>The law is clear. The Elections Commission after each election is required to mail postcards to voters who registered on election day, part of its post-election audit demanded under <a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/6\/ii\/56\/3m\" target=\"_blank\" rel=\"noreferrer noopener\">state statute<\/a>. Undelivered postcards are sent back to the clerk\u2019s office of the city of origin. <\/p>\n<p><a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/6\/ii\/50\/3#:~:text=If%20they%20determine%20that%20a,officials%20of%20the%20change%20immediately.\" target=\"_blank\" rel=\"noreferrer noopener\">According to the law,<\/a> for any postcard that is returned undelivered, or if the clerk is informed the voter resides at a different address than the one provided on election day, the election official must change the status of the voter \u201cfrom eligible to ineligible on the registration list.\u201d Then the official must mail the voter a notice of the change, \u201cand provide the name of the elector to the district attorney for the county where the polling place is located and the elections commission.\u201d <\/p>\n<div class=\"fdrlst__b89e9-7d1970638052e7e006e6b77c79b8d813 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-7d1970638052e7e006e6b77c79b8d813\"><\/div>\n<p>In <a href=\"https:\/\/elections.wi.gov\/sites\/default\/files\/documents\/Updated%20EDR%20Postcard%20Guidance%20clerk%20memo.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">February 2023,<\/a> WEC \u201cupdated guidance regarding the handling and processing of Election Day Registration postcards returned to a clerk\u2019s office after an election,\u201d confirming the requirements are mandatory.\u00a0Jeffreys failed to do this part of her job at every turn, according to the complaint. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Inactivated Zero Residents\u2019<\/h2>\n<p>PILF\u2019s lawsuit notes that Green Bay reported 3,497 Election Day registrations in the hotly contested 2020 presidential race in which Democrat candidate Joe Biden narrowly defeated then-President Donald Trump in the battleground Badger State. Of those, 170 were returned \u201cundeliverable\u201d to the clerk\u2019s office. WEC\u2019s Election Day Registrations <a href=\"https:\/\/elections.wi.gov\/resources\/statistics\/2021-spring-primary-voting-and-registration-statistics-report-formerly-el\" target=\"_blank\" rel=\"noreferrer noopener\">report <\/a>found Green Bay elections officials \u201cinactivated zero registrants and referred zero registrants to the district attorney.\u201d<\/p>\n<p>That line \u2014 \u2018inactivated zero residents\u2019 \u2014 comes up again and again. The 2021 elections, the primary and general elections in 2022, in which Wisconsin Democrat Tony Evers and most leftist statewide officers won, and again in the 2023 spring election in which the far-left Wisconsin Supreme Court justice candidate claimed victory and turned control of the court over to leftists. In the latter contest, of the 672 election day registrants, 24 postcards were returned as undeliverable to Jeffreys\u2019 office. <\/p>\n<p>Instead of following the law, Jeffreys recorded the postcards as \u201cundeliverable\u201d in WisVote and took no further action. All the stuff she\u2019s supposed to do \u2014 mark the voter as ineligible on the registration list, mail the voter an alert about the change, and alert the local DA and the elections commission of the possible fraudulent activity \u2014 Jeffreys isn\u2019t doing any of it, according to the lawsuit. <\/p>\n<div class=\"fdrlst__b89e9-1a81ce977675bede89cc0745ed965108 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-1a81ce977675bede89cc0745ed965108\"><\/div>\n<p>Oops. <\/p>\n<h2 class=\"wp-block-heading\">\u2018This is Bad\u2019<\/h2>\n<p>In the response to the complaint, Green Bay Assistant City Attorney <a href=\"https:\/\/greenbaywi.gov\/directory.aspx?EID=9\" target=\"_blank\" rel=\"noreferrer noopener\">Lindsay Matther <\/a>assures the Wisconsin Elections Commission that after receiving the complaint Jeffreys \u201cbegan formulating a plan for addressing the undeliverable postcards going forward that algins [Sic] with both the statutory requirements and the guidance from the Wisconsin Elections Commission, and she will comply with both for all future elections.\u201d <\/p>\n<p>\u201cClerk Jeffreys was unaware that she was required to do each of these things, but plans to do so going forward, and is in the process of drafting written procedures for doing so. In the future, in accordance with statute and with the WEC guidance, Clerk Jeffreys will take the following actions when her office receives an undeliverable EDR postcard,\u201d the response states. <\/p>\n<p>But the damage has been done \u2014 in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/analysis-here-are-the-clear-reasons-why-hispanics-are-moving-away-from-the-democratic-party\/\" title=\"ANALYSIS: Here Are The Clear Reasons Why Hispanics Are Moving Away From The Democratic Party\">multiple election cycles<\/a>.  <\/p>\n<p>\u201cThis is bad,\u201d said Lauren Bowman Bis, PILF\u2019s director of communications. \u201cPeople need to have faith and trust in their elected officials. For her to not be following the law, not even knowing the law, \u2026 is unbelievable.\u201d She added that Jeffreys\u2019 failure to inactivate the individuals on the undeliverable list \u201ccould be easily used for fraud and abuse.\u201d <\/p>\n<p>\u201cIt\u2019s not often you have an elected official admit she doesn\u2019t know the law,\u201d the spokeswoman said. \u201cWisconsin is a critical state. We\u2019re going into the 2024 election. This doesn\u2019t just affect the people in Green Bay or Wisconsin. We all want faith in our elections, that the rules are being followed. In Green Bay, that\u2019s not the case.\u201d <\/p>\n<h2 class=\"wp-block-heading\">\u2018Contrary to Law\u2019<\/h2>\n<p>Jeffreys has a history of trouble with election law.\u00a0In December, the state elections commission found that Jeffreys violated election law in the 2022 spring election when she accepted <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/michigan-gov-removes-pro-life-programs-from-state-budget\/\" title=\"Michigan Gov. Removes Pro-Life Programs From State Budget\">multiple absentee ballots<\/a> brought in on behalf of voters. Resident Matt Roeser alleged that he and two other witnesses saw the clerk \u201caccept, many times, multiple absentee ballots from an individual voter,\u201d <a href=\"https:\/\/www.wbay.com\/2022\/04\/27\/green-bay-man-files-election-complaint-against-city-clerk\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a><a href=\"https:\/\/fox11online.com\/news\/local\/green-bay-city-clerk-likely-violated-absentee-ballot-law-wec-says-celestine-jeffreys-election-policy-wisconsin-elections-commission\" target=\"_blank\" rel=\"noreferrer noopener\"> <\/a>Green Bay\u2019s WBAY News. <\/p>\n<p>The city fired back with an indignant <a href=\"https:\/\/www.wbay.com\/2022\/05\/10\/green-bay-clerk-responds-ballot-harvesting-complaint\/\" target=\"_blank\" rel=\"noreferrer noopener\">response,<\/a> insisting Jeffreys acted within the law and that the city of Green Bay \u201cran a fair, free, and accessible election on April 5, 2022 in compliance with state and federal law.\u201d Furthermore, the city \u201cfulfilled its equal protection obligation to accept ballots on behalf of voters who were unable to personally deliver their own as a result of a disability or impairment.\u201d <\/p>\n<p>WEC didn\u2019t see it that way. In its ruling, the commission determined that Roeser had shown probable cause that Jeffreys violated Wisconsin <a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/6\/iv\/87\/4\/b\/1\" target=\"_blank\" rel=\"noreferrer noopener\">election law<\/a> on ballot harvesting. The commission found Jeffreys abused her discretion in accepting the ballots on behalf of voters who were said to have been \u201csick.\u201d Those with a confirmed disability may receive ballot return assistance under Wisconsin law. <\/p>\n<p>\u201cSickness alone may or may not constitute a disability, and thus it cannot be a qualification to receive ballot return assistance,\u201d WEC <a href=\"https:\/\/fox11online.com\/news\/local\/green-bay-city-clerk-likely-violated-absentee-ballot-law-wec-says-celestine-jeffreys-election-policy-wisconsin-elections-commission\">said in its decision<\/a>, adding that Jeffreys \u201cshould ensure that voters who qualify for ballot return assistance under the Voting Rights Act are able to receive such assistance.\u201d  <\/p>\n<p>\u201cThe Commission hereby orders Celestine Jeffreys to amend the policy described in the Response or any current or future policy in a manner consistent with this decision,\u201d the ruling states. \u201cAccordingly, to the extent that the Respondent\u2019s policy accepted ballots from voters who are \u2018sick,\u2019 but not disabled, it is contrary to law.\u201d<\/p>\n<p>Oops. <\/p>\n<p>The city <a href=\"https:\/\/greenbaywi.gov\/CivicAlerts.aspx?AID=625&#038;ARC=827\" target=\"_blank\" rel=\"noreferrer noopener\">responded <\/a>with an \u201cour bad\u201d mea culpa, but insisted there was \u201csignificant confusion\u201d in the April 2022 spring election about receiving absentee ballots. It also claimed to have corrected the mistakes. <\/p>\n<h2 class=\"wp-block-heading\">Center of Zuckerbucks<\/h2>\n<p>Jeffreys was tapped to serve as city clerk following the contentious 2020 election. Jeffreys replaced Christine Teske after the longtime Green Bay clerk resigned amid the embedding of leftist activists in the clerk\u2019s office. <\/p>\n<p>Green Bay was one of the \u201cWisconsin-5\u201d cities that signed a contract with and received millions of dollars in election administration grants from the<a href=\"https:\/\/thefederalist.com\/2024\/04\/05\/in-opposite-day-logic-usa-today-breathlessly-defends-zuckerbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Center for Tech and Civic Life<\/a>. The Chicago-based CTCL was <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-tech-and-civic-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">launched by far left, <\/a>former Democrat operatives. The group used hundreds of millions of dollars from Mark Zuckerberg, founder of conservative-silencing Facebook. <\/p>\n<p>Teske grew <a href=\"https:\/\/thefederalist.com\/2021\/10\/14\/zuckerbucks-101-how-a-media-mogul-took-over-the-2020-election-and-why-gop-leaders-must-never-let-it-happen-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly frustrated<\/a> by the meddling of former Democrat operative Michael Spitzer-Rubenstein\u2019s meddling in Green Bay\u2019s election administration, according to emails obtained by Wisconsin Spotlight. Spitzer-Rubenstein was with the National Vote at Home Institute, one of the left-wing organizations in CTCL\u2019s network that the Wisconsin-5 cities were told to work with under the terms of the grant agreements.  <\/p>\n<p>Among other legally suspect actions, Spitzer-Rubenstein offered to \u201ccure\u201d or correct absentee ballot information. Teske repeatedly objected to Green Bay\u2019s Democrat mayor, <a href=\"http:\/\/Genrich\" target=\"_blank\" rel=\"noreferrer noopener\">Eric Genrich<\/a>, and to Jeffreys, his chief of staff, in the months leading up to the 2020 presidential election. She complained the \u201cgrant mentors\u201d didn\u2019t know Wisconsin election law and that their \u201chelp\u201d likely was illegal. <\/p>\n<p>\u201cI don\u2019t understand how people who don\u2019t have knowledge of the process can tell us how to manage the election,\u201d Teske wrote in one email in late August. <\/p>\n<p>The mayor\u2019s office applied pressure. <\/p>\n<p>\u201cThe grant mentors would like to meet with you to discuss, further, the ballot curing process. Please let them know when you\u2019re available,\u201d Jeffreys <a href=\"https:\/\/thefederalist.com\/2021\/03\/10\/how-mark-zuckerbergs-election-money-helped-an-out-of-state-democrat-get-his-hands-on-wisconsins-2020-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">demanded of Teske.<\/a><\/p>\n<p>Teske threw up her hands just weeks before the election, taking a leave of absence before officially resigning at the end of the year. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Retaliatory\u2019<\/h2>\n<p>In January, a Brown County Circuit Court Judge <a href=\"https:\/\/thefederalist.com\/2024\/01\/31\/judge-throws-out-green-bays-retaliatory-disorderly-conduct-citation-against-election-observer\/\" target=\"_blank\" rel=\"noreferrer noopener\">tossed out <\/a>the city\u2019s disorderly conduct citation against election observer and attorney Janet Angus, calling the city\u2019s action \u201cretaliatory.\u201d Jeffreys, again, was in the middle of the matter.<\/p>\n<p>Angus had confronted Jeffreys about election integrity concerns, but did not do so in a disorderly manner, Judge Tammy Jo Hock said. <\/p>\n<p>\u201cI don\u2019t have to address the other concerns and arguments that are made about election integrity because I don\u2019t find that Miss Angus\u2019 behavior was disorderly, but I will observe that it does appear the municipal citation was retaliatory due to the Wisconsin Elections [Commission] complaint that was filed,\u201d Hock said, according to court transcripts obtained by The Federalist.  <\/p>\n<p>The judge\u2019s finding is a damning statement on how the city of Green Bay, with Genrich at the helm, conducts business, particularly against political enemies. And it\u2019s a reminder that, <a href=\"https:\/\/thefederalist.com\/2024\/01\/22\/by-protecting-election-workers-democrats-mean-protecting-control-over-election-administration\/\" target=\"_blank\" rel=\"noreferrer noopener\">contrary to the left\u2019s breathless cries<\/a> about elections officials and poll workers being under assault, actual government-led attempts to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/judge-throws-out-green-bays-retaliatory-disorderly-conduct-citation-against-election-observer\/\" title=\"Judge dismisses Green Bay's 'retaliatory' disorderly conduct charge against election observer\">silence conservative election observers<\/a> are happening in cities like Green Bay.  <\/p>\n<div class=\"fdrlst__b89e9-022f6e705562530705c6b9fd923b6369 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-022f6e705562530705c6b9fd923b6369\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Green Bay&#8217;s City Clerk, Celestine Jeffreys, acknowledges breaching election laws due to a lack of comprehension.
