Virginia House Appropriations Chairman Luke Torian announced the deal with Youngkin, expecting lawmakers&#8217; approval.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div data-td-block-uid=\"tdi_78\">\n<p>Gov. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/glenn-youngkin\/\" target=\"_blank\" rel=\"noopener\" title>Glenn Youngkin<\/a> (R-VA) compromised with <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/virginia\/\" target=\"_blank\" rel=\"noopener\" title>Virginia<\/a> budget negotiators on a two-year state spending plan that would include 3% raises for state employees and teachers while not raising <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/taxes\/\" target=\"_blank\" rel=\"noopener\" title>taxes<\/a>.<\/p>\n<p>Virginia House Appropriations Chairman Luke Torian <a href=\"https:\/\/apnews.com\/article\/budget-lawmakers-glenn-youngkin-virginia-2df36aa8ac4cb0dba0a12e63a483d872\" target=\"_blank\" rel=\"noopener\" title>said<\/a> Thursday the General Assembly\u2019s budget leaders have reached a deal with Youngkin they hope lawmakers approve during a special session on Monday.<\/p>\n<p>Youngkin \u201clooks forward to finishing the work to deliver on our collective priorities for all Virginians next week,\u201d according to his press secretary, Christian Martinez.<\/p>\n<p>Details of the plan will not be released to the public or lawmakers until Saturday. <\/p>\n<p>However, Torian <a href=\"https:\/\/richmond.com\/news\/state-regional\/government-politics\/youngkin-torian-general-assembly-budget-special-session\/article_80a31360-0e3c-11ef-8be9-4b6ebf7a3927.html#tracking-source=mp-homepage\">told<\/a> the <em>Richmond Times-Dispatch<\/em> the agreement includes additional state revenues to pay for Democratic <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-senate-democrats-strike-deal-on-stimulus-check-thresholds-unemployment-boost\/\" title=\"Biden, Senate Democrats Strike Deal on Stimulus Check Thresholds, Unemployment Boost\">spending priorities<\/a>, including the raises for teachers and state employees, as well as money to restrain increases in tuition for state universities and colleges, help people with mental illness, and pay for increased costs to Virginia\u2019s Medicaid program. The agreement does not include tax hikes to pay for the Democrats\u2019 priorities, which Youngkin said he would\u2019ve vetoed.<\/p>\n<p>\u201cAll of our spending priorities are intact,\u201d Torian said.<\/p>\n<p>The agreement will expand Virginia\u2019s sales tax to digital services and will not include a requirement by the Democratic-controlled Assembly that Virginia rejoin the Regional Greenhouse Gas Initiative, a multistate compact that seeks to reduce emissions of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/france-isnt-meeting-its-own-paris-climate-accord-commitments\/\" title=\"France Isn\u2019t Meeting Its Own Paris Climate Accord Commitments\">greenhouse gases<\/a> that scientists say contribute to global warming and climate change, which Youngkin does not support.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>The agreement also doesn\u2019t legalize electronic <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/solving-skill-game-public-safety-concerns-in-progress\/\" title=\"Addressing skill game public safety concerns is currently underway\">skill games<\/a> as the VA Merchants and Amusement Coalition already said they will no longer sell state lottery tickets until there is \u201ca path forward for skill games.\u201d<\/p>\n<p>The compromise will still have to be reviewed in both the Virginia House of Delegates and the Senate.
