A report from the nonpartisan think tank <a href=\"https:\/\/verityvote.us\/north-carolina-early-voting-locations-conflict-with-statutory-requirement-for-partisan-neutrality\/\" target=\"_blank\" rel=\"noreferrer noopener\">Verity Vote<\/a> analyzed North Carolina\u2019s early voting locations (One Stop Voting), <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-slew-of-college-students-private-info-shared-with-third-parties-for-political-research\/\" title=\"College students' private information shared with third parties for political research in an exclusive revelation.\">campus voter registration<\/a>, and early ballots cast. Data reveals noncompliance with a North Carolina statutory requirement for neutrality in early voting venues.<\/p>\n<p>College students disproportionately favor one political party. That is not breaking news. <a href=\"https:\/\/www.newsnationnow.com\/politics\/elections-2022\/exit-poll-data-young-voters-held-off-the-red-wave\/\" target=\"_blank\" rel=\"noreferrer noopener\">Edison Research polling<\/a> shows a 28-point margin for Democrats among young people. A 2022 study by the <a href=\"https:\/\/www.nas.org\/blogs\/article\/partisan-registration-and-contributions-of-faculty-in-flagship-colleges\" target=\"_blank\" rel=\"noreferrer noopener\">Center for the Study of Partisanship and Ideology<\/a> found that Democrats outnumber Republicans on college campuses by a 55-23 margin nationwide.\u00a0While the size of the partisan advantage for Democrats among college students has grown significantly in the last decade, the fact that it exists has been well-documented since the 1960s.\u00a0College faculty and staff also disproportionately favor one party. A <a href=\"https:\/\/www.nas.org\/blogs\/article\/partisan-registration-and-contributions-of-faculty-in-flagship-colleges\" target=\"_blank\" rel=\"noreferrer noopener\">2020 study<\/a> of more than 20,000 faculty members found 48.4 percent were registered Democrats and only 5.7 percent were registered Republicans.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-218075905\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-01850748466641d86efceef148cf071f fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-01850748466641d86efceef148cf071f\"><\/div>\n<p>North Carolina statute <a href=\"https:\/\/www.ncleg.gov\/enactedlegislation\/statutes\/pdf\/bysection\/chapter_163\/gs_163-227.6.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a7163\u2011227.6<\/a> prohibits the use of early voting sites that disproportionately favor any party or candidate. The requirement for election officials to select early voting locations that confer no partisan political advantage is being violated in more than a dozen counties across the state of North Carolina.  <\/p>\n<p>More North Carolinians choose to vote early rather than on Election Day.\u00a0In 2022, more than 53 percent of ballots were cast at One Stop Voting locations.\u00a0Therefore, decisions related to these locations can significantly affect the election.  <\/p>\n<h2 class=\"wp-block-heading\">Calculating Partisanship<\/h2>\n<p><a href=\"https:\/\/vt.ncsbe.gov\/RegStat\/Stats?Date=04\/20\/2024&#038;CountyName=Totals\" target=\"_blank\" rel=\"noreferrer noopener\">North Carolina voter registration<\/a> reflects a roughly even partisan makeup. Statewide voter registration shows that nearly 37 percent of individuals register as unaffiliated. Democrats make up approximately 32 percent, and Republicans account for 30 percent of the statewide registered voters.<\/p>\n<p>The countywide partisan ratio is a meaningful benchmark for selecting neutral locations for each county.\u00a0Not every county has the same partisan makeup, but a location considered for One Stop Voting should not deviate significantly from the county ratio.  <\/p>\n<div class=\"fdrlst__b89e9-6fc23f41d32d46e1337f3073e4d054b0 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-6fc23f41d32d46e1337f3073e4d054b0\"><\/div>\n<p>Using the state board of elections\u2019 voter registration file, county and individual precinct partisan ratios can be calculated by dividing the number of registered Democrats by the total number of registered Democrats and registered Republicans. Using that formula, the statewide partisan ratio calculation is 51.8. Signage requiring permits in certain lots and complex campus navigation can make access to the polling location a challenge for individuals who are not familiar with or do not regularly access the campus as a student, employee, or faculty member.<\/p>\n<p>The results of the 2020 presidential election were used to examine not just the disproportionate advantage for registered Democrats, but the actual votes cast at campus One Stop locations by all voters, including the large percentage of unaffiliated voters who voted early at the campus sites.\u00a0Comparing the overall county election results from the 2020 presidential election to the results from the campus early-voting locations shows a significant advantage for the Democrat candidate.<\/p>\n<p><strong>Sample County Election Results v. Each of 17 non-community college campuses with early-voting sites were participants in Civic Nation\u2019s All In Democracy Challenge.<\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2024\/03\/05\/wisconsin-complaint-exposes-leftist-led-vote-drives-on-college-campuses\/\" target=\"_blank\" rel=\"noreferrer noopener\">Civic Nation<\/a> is one of dozens of progressive nonprofit organizations that have established a college student turnout machine. While many of the organizations claim to be nonpartisan, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-81-election-fraud-cases-brought-to-courts-30-active-cases\/\" title=\"Report: 81 election fraud cases brought to courts, 30 active cases\">voter registration drives<\/a> and get-out-the-vote\u00a0on college campuses have a <a href=\"https:\/\/verityvote.us\/student-data-sharing-for-partisan-advantage\/\" target=\"_blank\" rel=\"noreferrer noopener\">high return on investment for Democrats<\/a>.\u00a0When Civic Nation announced its campus get-out-the-vote initiatives in 2016, the <a href=\"https:\/\/www.insidehighered.com\/news\/2016\/07\/08\/confusion-surrounds-student-voting-effort-linked-white-house\" target=\"_blank\" rel=\"noreferrer noopener\">National Association of Independent Colleges and Universities<\/a> opted not to endorse the All In Challenge because of its ties to the Obama administration. <\/p>\n<p>\u201cIt was hard to know where one ended and the other began,\u201d said David Warren, president of the private college association. \u201cThe issue of the White House and Civic Nation, either separately or together, moving in this direction struck me as an entangling perception at best that I did not want.\u201d<\/p>\n<p>Early voting locations in precincts that disproportionately favor either party create an unfair advantage.\u00a0The North Carolina General Assembly clearly intended that polling locations be neutral, conferring no advantage or disadvantage to any political party.\u00a0Election administrators across North Carolina are falling short of their statutory duty to ensure neutrality.<\/p>\n<div class=\"fdrlst__b89e9-763a7699098da9d40fdd61e5169ef513 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-763a7699098da9d40fdd61e5169ef513\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New research indicates that North Carolina&#8217;s early voting locations, specifically on college campuses, show a bias towards Democrats in violation of state laws.
