Brennan Center for Justice, made this comment in a livestream with fellow Meta Oversight Board member and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/media-say-bidens-female-led-comms-is-a-first-trump-has-that-now\/\" title=\"Media Say Biden's Female-Led Comms Is A First. Trump Has That Now\">senior fellow<\/a> at the Hoover Institution Michael McConnell. The National Constitution Center hosted the online <a href=\"https:\/\/www.youtube.com\/watch?v=0BM9Cdw073Y\" target=\"_blank\" rel=\"noreferrer noopener\">panel<\/a> on April 29, and its CEO Jeffrey Rosen moderated the discussion about ways Meta shapes content during elections.<\/p>\n<p>Meta originally sought to follow the First Amendment, Yoshino said. <a><\/a>But as Meta expanded across the world, he noted, it shifted its content policies beyond the First Amendment.<\/p>\n<p>McConnell disagreed with Yoshino\u2019s reasoning and said the more important distinction is the First Amendment\u2019s application to private entities. But he admitted he agrees with Meta\u2019s ability to censor content. \u201cEven within the United States, private companies are free to not convey speech that they disagree with over their platforms,\u201d he said.<\/p>\n<p>Meta has always prohibited some content like obscenity from the very beginning, according to McConnell. The Wall Street Journal, however, <a href=\"https:\/\/www.wsj.com\/articles\/instagram-vast-pedophile-network-4ab7189\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> last year that Meta-owned Instagram connected vast networks of pedophiles, and its algorithms promoted child sexual content.<\/p>\n<div class=\"fdrlst__b89e9-17cc3f7b17b715aa8227edf9105946cd fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-17cc3f7b17b715aa8227edf9105946cd\"><\/div>\n<p>Meta\u2019s censorship does not always originate from the company. Sometimes, the American government pressures Meta to shape content.<\/p>\n<p>\u201cWe\u2019re talking about governments all over the world \u2014 but the United States government is not immune either. But there are times when they are using \u2014 misusing \u2014 their power over the companies to avert criticism,\u201d McConnell said.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Meta\u2019s Censorship in Practice<\/strong><\/h2>\n<p>The House Judiciary Committee released a <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/Biden-WH-Censorship-Report-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> on May 1 that detailed the role of social media, including Meta, in censoring Americans for the administration of President Joe Biden. Meta worked with White House officials to censor conservatives concerned about the Covid-19 vaccine, including Tucker Carlson, Tomi Lahren, and The Daily Wire.<\/p>\n<p>Facebook told Biden officials in a 2021 meeting that the company was \u201cactively pushing to remove\u201d the \u201cDisinformation Dozen,\u201d a list of Covid-policy critics like Robert F. Kennedy Jr. published by the <a href=\"https:\/\/counterhate.com\/research\/the-disinformation-dozen\/\" target=\"_blank\" rel=\"noreferrer noopener\">left-wing<\/a> Center for Countering Digital Hate \u2014 the overseas dark-money group that tried to <a href=\"https:\/\/thefederalist.com\/2021\/07\/20\/white-houses-relies-on-foreign-dark-money-group-that-tried-to-deplatform-the-federalist-to-justify-censorship\/\" target=\"_blank\" rel=\"noreferrer noopener\">demonetize<\/a> The Federalist in 2020.<\/p>\n<div class=\"fdrlst__b89e9-d24748b1958232cdb8f886534a5bbe04 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-d24748b1958232cdb8f886534a5bbe04\"><\/div>\n<p>But apparently that was not enough for former White House Director of Digital Strategy Rob Flaherty. \u201cSome partners give us lots of information, some partners tell us to f-ck right off,\u201d he said. \u201cMy dream is for FB to play ball.\u201d<\/p>\n<p>Meta CEO Mark Zuckerberg mentioned this government pressure in emails on July 16, 2021. \u201cThe WH put pressure on us to censor the lab leak theory,\u201d Zuckerberg wrote.<\/p>\n<p>Last July, Republican House Judiciary Chairman Jim Jordan <a href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/judiciary-committee-raises-questions-about-potential-censorship-threads\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> Zuckerberg with concerns the government was using Meta to silence political opponents. The House Judiciary Committee first subpoenaed Meta about this last February.<\/p>\n<p>\u201cWe have obtained evidence that the federal government has coerced or colluded with technology, social media, and other companies to moderate content online,\u201d Jordan <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2023-07-17-jdj-to-meta-re-threads.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. \u201cThese examples reinforce the Committee\u2019s serious concerns about whether the Executive Branch is engaging in censorship by proxy \u2014 using surrogates to censor, suppress, or discourage speech in a manner that the government is unable to do itself.\u201d<\/p>\n<p>The Intercept <a href=\"https:\/\/theintercept.com\/2022\/10\/31\/social-media-disinformation-dhs\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in 2022 that Meta was working with the Department of Homeland Security to target \u201cdisinformation\u201d and had launched a portal \u2014 still <a href=\"https:\/\/officialrequests.meta.com\/xreports\/login\/\" target=\"_blank\" rel=\"noreferrer noopener\">online<\/a> \u2014 where federal officials could report content for censorship.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Meddling in Elections<\/strong><\/h2>\n<p>\u201cWe\u2019re coming together today for the elections priority, and under that bucket, we have a weather eye out for a number of issues,\u201d Yoshino said. \u201cBut predominant among those are things like misinformation during elections, the suppression of dissident political voices would be another big one, and finally, violence and incitement.\u201d<\/p>\n<p>Meta should know about suppressing dissident political voices, considering its online censorship policies and election interference.<\/p>\n<p>Flaherty emailed Facebook officials in 2021 demanding more censorship of individuals opposing Biden\u2019s Covid measures, according to the House Judiciary <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/Biden-WH-Censorship-Report-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>. He accused Facebook of helping \u201cincrease skepticism\u201d in the 2020 election and demanded \u201cassurances \u2026 that you are not doing the same thing again here.\u201d<\/p>\n<p>Facebook officials said they understood, the report said.<\/p>\n<p>Meta currently has more than 40,000 people working on election \u201csafety and security\u201d worldwide, according to its <a href=\"https:\/\/transparency.meta.com\/features\/approach-to-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>. Meta removes all content it thinks will \u201cdirectly contribute to interference with the functioning of political processes,\u201d the company\u2019s <a href=\"https:\/\/transparency.meta.com\/policies\/community-standards\/misinformation\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> reads.<\/p>\n<p>Moreover, Zuckerberg <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-tech-and-civic-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">funneled<\/a> $350 million to election offices through the left-wing Center for Tech and Civic Life in 2020, boosting turnout in Democrat jurisdictions. Groups with close ties to CTCL <a href=\"https:\/\/thefederalist.com\/2022\/03\/25\/exclusive-zuckerberg-connected-nonprofit-helped-shift-michigans-2020-voting-rules\/\" target=\"_blank\" rel=\"noreferrer noopener\">accessed<\/a> absentee ballots in places like Wisconsin.<\/p>\n<p>At the same time, Meta worked with the federal government to silence \u201cdisinformation,\u201d <a href=\"https:\/\/thefdrlst.wpengine.com\/2020\/06\/18\/facebooks-removal-of-a-trump-ad-is-the-consequence-of-a-pipeline-from-leftist-groups-to-corporate-america\/\" target=\"_blank\" rel=\"noreferrer noopener\">censoring<\/a> ads for former President Donald Trump\u2019s reelection campaign and <a href=\"https:\/\/www.google.com\/url?sa=t&#038;source=web&#038;rct=j&#038;opi=89978449&#038;url=https:\/\/www.cbsnews.com\/news\/facebook-twitter-trump-video-misinformation-removal-children-immune-coronavirus\/&#038;ved=2ahUKEwiqqvrH4u2FAxVbATQIHWZ2DDgQFnoECBQQAQ&#038;usg=AOvVaw1GqdYS80gGeXEtlOU9iqJ6\" target=\"_blank\" rel=\"noreferrer noopener\">removing<\/a> a video where he called children \u201calmost immune\u201d from Covid-19 \u2014 though the Centers for Disease Control and Prevention later <a href=\"https:\/\/thefederalist.com\/2020\/05\/21\/stop-fear-mongering-kids-are-safer-from-covid-19-than-everyone-else\/\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a> children were at far lower risk from the virus than others.<\/p>\n<p>When the New York Post published the Hunter Biden laptop <a href=\"https:\/\/nypost.com\/2020\/10\/14\/email-reveals-how-hunter-biden-introduced-ukrainian-biz-man-to-dad\/\" target=\"_blank\" rel=\"noreferrer noopener\">story<\/a> on Oct. 14, 2020 \u2014 revealing Joe Biden\u2019s involvement in Hunter\u2019s shady business dealings just before the general election \u2014 the FBI told social media companies to censor it as a \u201chack and leak\u201d operation, even though it <a href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/testimony-reveals-fbi-employees-who-warned-social-media-companies-about-hack\">knew<\/a> the story was true all along.<\/p>\n<p>Meta\u2019s censorship of the Hunter Biden laptop story at the <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-62688532\" target=\"_blank\" rel=\"noreferrer noopener\">FBI\u2019s request<\/a> likely shifted the outcome of the 2020 election, as 79 percent of Americans thought in 2022, according to a Tipp Insights <a href=\"https:\/\/tippinsights.com\/shock-poll-8-in-10-think-biden-laptop-cover-up-changed-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">poll<\/a>.<\/p>\n<p>Meta Oversight Board Member Pamela San Mart\u00edn said in January that Meta plans to go <a href=\"https:\/\/thefederalist.com\/2024\/01\/31\/a-starting-point-meta-oversight-board-member-says-2020-election-interference-was-not-enough\/\" target=\"_blank\" rel=\"noreferrer noopener\">beyond<\/a> its 2020 election interference. \u201cEven though we\u2019re addressing the problems that arose in prior elections as a starting point,\u201d she said at the time, \u201cit is not enough.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Foreign Pressure to Censor Opponents<\/h2>\n<p>America\u2019s government joins with that of China, which also pressured Meta to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/u-s-government-helps-pro-ukraine-media-spread-propaganda-and-silence-american-critics\/\" title=\"U.S. Government Supports Pro-Ukraine Media to Spread Propaganda and Quiet American Critics\">remove content critical<\/a> of the regime, according to McConnell.<\/p>\n<p>\u201cThere are governments \u2014 China is one of them \u2014 that put tremendous effort into getting criticism of the government eliminated from world discussion,\u201d McConnell said. \u201cAnd they bring pressure in various ways, and we try to be alert to that and be a guard against it.\u201d<\/p>\n<p>Meta, however, has been <a href=\"https:\/\/www.washingtonpost.com\/world\/2023\/06\/19\/facebook-meta-vietnam-government-censorship\/\" target=\"_blank\" rel=\"noreferrer noopener\">colluding<\/a> with Vietnam\u2019s communist government to stifle opposition, according to The Washington Post.<\/p>\n<p>Still, the European Union \u2014 like China \u2014 thinks Meta is not going far enough. It launched an <a href=\"https:\/\/www.cnbc.com\/2024\/04\/30\/meta-hit-with-major-eu-disinformation-probe-ahead-of-elections.html\" target=\"_blank\" rel=\"noreferrer noopener\">investigation<\/a> on April 30 into Meta\u2019s handling of so-called \u201cdisinformation\u201d ahead of European Parliament elections.<\/p>\n<p>The European Commission said it suspects Meta of not complying with the body\u2019s \u201cDigital Services Act,\u201d which <a href=\"https:\/\/www.lexology.com\/library\/detail.aspx?g=ce8a0507-d4bd-42a4-889c-ab16f1a1b209#:~:text=According%20to%20Article%203(h,State%20which%20is%20compatible%20with\" target=\"_blank\" rel=\"noreferrer noopener\">made<\/a> \u201cmisinformation\u201d and \u201cdisinformation\u201d illegal last year.
