But with a popular former Republican governor running for an open Senate seat and eight House races, the Old Line State could spring a few surprises this November. In this series, <\/em><strong><em>Old Line, New Battles: Maryland feels the primary pinch,<\/em><\/strong><em> the <\/em>Washington Examiner<em> will look at the key figures and important issues six months until Election Day. <em>Part three will focus on Rep. Jamie Raskin\u2019s (D-MD) efforts to help Democrats flip the House as he seeks the coveted House Oversight Committee chairmanship<\/em>. <\/em><\/p>\n<p>Rep. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/jamie-raskin\/\" target=\"_blank\" rel=\"noopener\" title>Jamie Raskin<\/a> (D-MD) is helping elect Democrats hundreds of miles from his home district with hopes of becoming chairman of one of the most powerful <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/house-oversight\/\" target=\"_blank\" rel=\"noopener\" title>committees<\/a> in Congress.<\/p>\n<p>Raskin, who represents a safe seat in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gop-inclusion-trumps-neo-nazi-cosplay-in-race-to-succeed-blackface-democrat\/\" title=\"GOP Inclusion Trumps Neo-Nazi Cosplay in Race To Succeed Blackface Democrat\">blue suburbs<\/a> of Washington, D.C., has campaigned in 17 states this cycle, warning voters of the \u201cthreat\u201d posed by former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\" target=\"_blank\" rel=\"noopener\" title>Donald Trump<\/a>, who will compete against President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title>Joe Biden<\/a> at the top of the ticket.<\/p>\n<p>The thrust of his campaign swing has been electing the president to a second term. He\u2019s acted as a surrogate for Biden everywhere from <a href=\"https:\/\/www.azcentral.com\/videos\/news\/politics\/arizona\/2024\/03\/17\/congressman-jamie-raskin-visits-tempe-ahead-of-the-arizona-presidential-preference-election\/73011961007\/\" target=\"_blank\" rel=\"noopener\" title>Arizona<\/a> to <a href=\"https:\/\/www.politico.com\/news\/2024\/01\/23\/biden-new-hampshire-2024-00137100\" target=\"_blank\" rel=\"noopener\" title>New Hampshire<\/a>. But Raskin also has his sights on a Democratic majority in the House, and the Oversight Committee gavel that would come with it.<\/p>\n<p>Raskin has volunteered his time for Democrats running in pivotal House races, among them Rep. <a href=\"https:\/\/x.com\/jamie_raskin\/status\/1744729659076714695\" target=\"_blank\" rel=\"noopener\" title>Annie Kuster<\/a> (D-NH) and <a href=\"https:\/\/twitter.com\/WillRollinsCA\/status\/1744863754767184324\" target=\"_blank\" rel=\"noopener\" title>Will Rollins<\/a> in California, echoing the same message on \u201cMAGA extremism\u201d that, alongside abortion access, forms the basis of Democrats\u2019 2024 election pitch.<\/p>\n<p>\u201cWe need to defend American democracy against a really serious threat,\u201d Raskin told the <em>Washington Examiner<\/em> in an interview. \u201cThis is unlike any situation we\u2019ve been in before in our lifetimes. I mean, it\u2019s even worse than it was in 2016 because Trump is now openly discussing an authoritarian program.\u201d<\/p>\n<p>If the former president returns to office, he said, \u201cit would be a moment of high danger for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/stanford-university-is-trying-to-silence-a-conservative-think-tank-because-the-liberal-community-disagrees-with-their-opinions\/\" title=\"Stanford University Is Trying To Silence A Conservative Think Tank Because The Liberal Community Disagrees With Their Opinions\">constitutional democracy<\/a> and freedom.\u201d<\/p>\n<p>Raskin is a natural messenger for the Democrats. As a former <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/abbott-signs-heartbeat-bill-allowing-texans-to-sue-abortion-providers\/\" title=\"Abbott Signs \u2018Heartbeat\u2019 Bill Allowing Texans To Sue Abortion Providers\">constitutional law professor<\/a>, he was tapped to lead Trump\u2019s second impeachment. He also served on the Jan. 6 committee after the Capitol riot.<\/p>\n<p>He\u2019s developed a reputation for his wonkishness, and to Democrats, he\u2019s a friendly face. But Raskin, who entered Congress in 2017, has continued to raise his profile as an <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2579564\/oversight-ranking-member-raskin-says-gops-biden-investigation-is-a-total-bust\/\" target=\"_blank\" rel=\"noopener\" title>attack dog<\/a> on the Oversight Committee, where he\u2019s traded barbs with Republicans pursuing a since-stalled-out impeachment inquiry into Biden.<\/p>\n<p>Raskin acknowledges his desire to run the committee should Democrats win back the majority. Last year, he <a href=\"https:\/\/web.archive.org\/web\/20230709172830\/http:\/\/jamieraskin.com\/news\/2024\" target=\"_blank\" rel=\"noopener\" title>cited it<\/a> as one reason he decided not to vie for retiring Sen. Ben Cardin\u2019s (D-MD) seat in Maryland.<\/p>\n<p>Instead, he endorsed Angela Alsobrooks, the Prince George\u2019s County executive competing against Rep. David Trone (D-MD), a wealthy liquor store magnate, in <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/2996736\/trone-alsobrooks-maryland-primary-drives-wedge-democrats-senate-stake\/\" target=\"_blank\" rel=\"noopener\" title=\"Tuesday\u2019s Senate primary\">Tuesday\u2019s Senate primary<\/a>.<\/p>\n<p>\u201cThat\u2019s obviously part of it,\u201d Raskin said of his campaigning. He became the ranking Democrat on the panel after the midterm elections, beating out a more senior lawmaker for the post.<\/p>\n<p>But Raskin also framed his decision as a matter of practical impact. His time and efforts were best spent, he argued last year, raising \u201cmillions of dollars and everyone\u2019s spirit\u201d on behalf of his colleagues in Congress.<\/p>\n<p>The campaign appearances are not his only contribution to House races. He partners with the Democratic Congressional Campaign Committee to match high school and college students with dozens of campaigns, in effect creating a pipeline for door-knockers and other temporary staff.<\/p>\n<p>The program, dubbed the Democracy Summer project, distributes hundreds of thousands of dollars to the campaigns of House Democrats, including many front-line members, so they can staff up their ground game and protect their seats.<\/p>\n<p>Raskin\u2019s own primary, in the wealthy enclave of Maryland\u2019s 8th Congressional District, will be uneventful on Tuesday. He won with 94% of the vote in 2022.<\/p>\n<p>But House Democrats\u2019 prospects of retaking the House later this year are far less certain. Months of legal battles over redistricting largely came out a wash for each party, while the two dozen or so districts that will decide control of the chamber are almost evenly split between Republicans and Democrats.<\/p>\n<p>Raskin, for his part, said he was \u201ccautiously optimistic\u201d on his party\u2019s chances, noting the \u201cgreat response\u201d he\u2019s seen from voters on the campaign trail.<\/p>\n<p>\u201cThe Democrats are revved up,\u201d he said.<\/p>\n<p>But he simultaneously alluded to \u201cmystery factors\u201d that could dash their hopes come November.<\/p>\n<p>House Democrats used the threat of \u201cMAGA extremism\u201d to good effect in the midterm elections, all but canceling what was supposed to be a blowout year for Republicans. The GOP currently controls a one-seat House majority.<\/p>\n<p>The same can be said for the topic of abortion access after the Supreme Court overturned <em>Roe v. Wade<\/em>.<\/p>\n<p>However, Democrats are facing political headwinds on the economy and a crisis at the southern border. Biden\u2019s handling of the war in Gaza has also dampened enthusiasm from the party\u2019s left flank.<\/p>\n<p>\u201cAll we can do is go and campaign our hearts out,\u201d Raskin said.<\/p>\n<p>Raskin would have an even bigger platform to advance the Democrats\u2019 agenda should they retake the majority. The Oversight Committee, the main investigatory body in the House, has been used by Republicans to pummel Biden on everything from the Afghanistan withdrawal to allegations of influence peddling by his family.<\/p>\n<p>It would conceivably be turned toward Trump should roles be reversed next year, with a Democratic-led House and Republican control of the White House.<\/p>\n<p>\u201cI want the Oversight Committee to be able to conduct hearings that basically explain to the country why we\u2019re fighting for the things we\u2019re fighting for,\u201d Raskin said.<\/p>\n<figure><figcaption>Rep. Adam Schiff (D-CA), the lead manager for his first impeachment, earned the loathing of Republicans for fanning theories of Russian collusion in the 2016 election.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Schiff is now favored to win a Senate seat in deep-blue California on the strength of his anti-Trump credentials.<\/p>\n<p>Meanwhile, Rep.
