The FQHCs, along with their counterparts, are set for a windfall thanks to President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title>Joe Biden<\/a> earlier this year freeing up $4.4 billion for them, the most substantial annual <a href=\"https:\/\/www.nachc.org\/nachc-statement-regarding-funding-increase-for-community-health-centers-clears-senate\/\" target=\"_blank\" rel=\"noopener\" title>funding<\/a> increase in a decade.<\/p>\n<p>The taxpayer-backed health centers, however, also have something else in common. Like hundreds of others scattered across the United States, they are partners of a little-known charity in Boston called Vot-ER behind a sprawling \u201cnonpartisan\u201d operation to register vulnerable patients to vote ahead of the 2024 election between Biden and former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\" target=\"_blank\" rel=\"noopener\" title>Donald Trump<\/a>.<\/p>\n<p>But Vot-ER, according to a <em>Washington Examiner<\/em> investigation, is hardly middle-of-the-road. Funded by top Democratic-allied <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/dark-money\/\" target=\"_blank\" rel=\"noopener\" title>dark money<\/a> groups, staffed by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kamala-harris-condemns-d-c-demonstrators-despite-past-encouragement-of-violent-blm-mobs\/\" title=\"Kamala Harris condemns D.C. demonstrators despite past encouragement of violent BLM mobs\">left-wing activists<\/a>, and organized by a former White House fellow now <a href=\"https:\/\/www.scribd.com\/document\/730245358\/HHS-Advisory-Board-Vot-ER-Alister-Martin?secret_password=6XxBxk7Ud7JvU1p06l4D\" target=\"_blank\" rel=\"noopener\" title>sitting<\/a> on a Department of Health and Human Services advisory panel focused on outreach to \u201cvulnerable and underserved patient communities,\u201d Vot-ER is a progressive hub poised to play a key role in voter mobilization in the lead-up to November.<\/p>\n<p>That mobilization effort is at the heart of a 2021 Biden executive <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noopener\" title>order<\/a> gifting unprecedented new tools to federal agencies to register voters with the help of \u201capproved, nonpartisan third-party organizations and state officials.\u201d<\/p>\n<p>And Vot-ER, according to documents unearthed through the Freedom of Information Act, appears to be directly linked to the White House\u2019s efforts to make Biden\u2019s order a reality. The documents indicate that two top staffers from the Boston-based charity were present at a 2021 meeting with representatives from the Executive Office of the President, the Department of Justice, and other agencies, as well as other outside <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/antifa-blm-vandalize-ice-building-burn-original-starbucks\/\" title=\"Antifa, BLM vandalize ICE building, burn original Starbucks\">left-wing groups<\/a>, to plan implementing the order.<\/p>\n<p>This report is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2986378\/documents-biden-white-house-meeting-voter-registration-left-wing-activists\/\" target=\"_blank\" rel=\"noreferrer noopener\">one<\/a> of <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2977892\/democratic-dark-money-giants-latino-voter-turnout-operation\/\" target=\"_blank\" rel=\"noreferrer noopener\">several<\/a> in <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2986378\/documents-biden-white-house-meeting-voter-registration-left-wing-activists\/\" target=\"_blank\" rel=\"noreferrer noopener\">the<\/a> <em>Washington Examiner<\/em> exploring Biden\u2019s March 2021 executive order on voter registration and left-wing groups connected to it. To conservative legal experts and Republican lawmakers, the order is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2992655\/biden-voter-registration-meeting-capitol-hill-election-interference\/\" target=\"_blank\" rel=\"noreferrer noopener\">unconstitutional<\/a> and will be used as a partisan weapon to score Biden a second term unlawfully.<\/p>\n<p>\u201cUnder the IRS Code, all 501(c)(3) organizations are strictly forbidden from engaging in voter registration or get-out-the-vote efforts in a partisan manner,\u201d said attorney Stewart Whitson at the Foundation for Government Accountability, a right-leaning think tank. In a 2023 <a href=\"https:\/\/solutionsproject.org\/wp-content\/uploads\/2024\/01\/OSP-Comment-on-CTC-Impact-on-2022-Elections-2-24-2023.pdf\" target=\"_blank\" rel=\"noopener\" title>study<\/a>, FGA\u2019s advocacy arm found a 30-point swing favoring Democrats among current welfare enrollees compared to low-income voters who have never received welfare.<\/p>\n<p>\u201cBut Biden\u2019s executive order sets the conditions for groups like Vot-ER to do just that, a clear violation of federal law,\u201d Whitson said. \u201cWith the DOJ controlled by the current president, the onus falls on Congress to step up and investigate this activity.\u201d <\/p>\n<p>In a statement to the <em>Washington Examiner<\/em>, Vot-ER Executive Director Aliya Bhatia insisted her group adheres to all IRS regulations and operates in a nonpartisan fashion.<\/p>\n<p>\u201cWe ensure that our voter engagement efforts do not support or oppose any political party or candidate,\u201d Bhatia said. \u201cOur focus is on connecting voter registration and health-related outcomes.\u201d <\/p>\n<h2><strong>\u2018Sacred\u2019<\/strong><\/h2>\n<figure><figcaption>President Joe Biden speaks at the Wilmington Convention Center, Thursday, May 2, 2024, in Wilmington, D.C., as he announces his administration is providing states an additional $3 billion to replace lead pipes across the country. (AP Photo\/Alex Brandon)<\/figcaption><\/figure>\n<p>Biden\u2019s 2021 executive order, issued in March of that year, required every federal agency to hand over a plan to the president\u2019s domestic policy adviser detailing how it would increase voter registration and participation. Conservative legal experts, including fellow Hans von Spakovsky at the Heritage Foundation, say that agencies generally have no business registering voters over a risk of the current administration using the full weight of the government to push a partisan agenda.<\/p>\n<p>But moreover, there is a lack of transparency from the Biden administration about the criteria for \u201capproved\u201d outside groups coordinating with the government on voter registration, a fact that <a href=\"https:\/\/tenney.house.gov\/sites\/evo-subsites\/tenney.house.gov\/files\/evo-media-document\/1.19.22_Letter%20to%20OMB%20on%20Voting%20EO_Final.pdf\" target=\"_blank\" rel=\"noopener\" title>prompted<\/a> congressional Republicans to launch an investigation. It\u2019s unclear who fits under this approved umbrella, though internal documents provide a glimpse into how groups <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2986378\/documents-biden-white-house-meeting-voter-registration-left-wing-activists\/\" target=\"_blank\" rel=\"noopener\" title>enlisted by the White House for advice<\/a> during a July 2021 order planning call were overwhelmingly of the progressive Left.<\/p>\n<p>Two staffers from the Boston-based Vot-ER were present on that July 12, 2021 call, according to internal meeting notes. On the call, the outside organizations suggested registering groups such as low-income people in public housing, prison inmates, welfare recipients, and illegal immigrants, with the latter being a <a href=\"https:\/\/www.youtube.com\/watch?v=CmOdryi01zc\" target=\"_blank\" rel=\"noopener\" title>topic<\/a> Vot-ER has explored in videos published on its YouTube account.<\/p>\n<p>One Vot-ER staffer listed as having been on the White House call, Aliya Bhatia, is the group\u2019s executive director. The second, Leah Ford, is Vot-ER\u2019s chief of staff. Bhatia, <a href=\"https:\/\/web.archive.org\/web\/20240507182446\/https:\/\/www.aliyabhatia.com\/\" target=\"_blank\" rel=\"noopener\" title>who<\/a> says on her personal website that she \u201cprioritizes diversity and inclusion in all her endeavors,\u201d cut a $500 <a href=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?contributor_name=Aliya%20Bhatia\" target=\"_blank\" rel=\"noopener\" title>check<\/a> to Biden\u2019s 2020 campaign. Ford, who has also donated to Biden and other Democrats, is a former Democratic political campaign aide and previously worked for Planned Parenthood, according to Ford\u2019s LinkedIn profile and Federal Election Commission filings.<\/p>\n<p>In February 2021, just one month before Biden issued the executive order that prompted that call, Vot-ER became registered as a charity with the IRS. Its founder was listed on financial disclosures as Alister Martin, a physician and White House <a href=\"https:\/\/lifesci.rutgers.edu\/news\/new-noteworthy\/details\/244-alister-martin-odasis-alum-named-white-house-fellow-for-2021-2022\" target=\"_blank\" rel=\"noopener\" title>fellow<\/a> from August 2021 to October 2022. Martin, who government visitor logs show has made trips to the White House since his departure, joined an HHS advisory panel in 2023, according to a Federal Register <a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/03\/26\/2024-06424\/announcement-of-the-advisory-panel-on-outreach-and-education-apoe-in-person-meeting\" target=\"_blank\" rel=\"noopener\" title>notice<\/a>.<\/p>\n<p>HHS spokeswoman Renata Miller confirmed to the <em>Washington Examiner<\/em> that Martin is still on the advisory board. Panel members are vetted by the Ethics Office before participation to ensure there are no conflicts of interest, Miller said. <\/p>\n<p>\u201cIt is clearly a conflict of interest for someone so closely tied to the Biden administration and the HHS to be running a group that is actively benefiting from Biden\u2019s executive order,\u201d Parker Thayer, a charity expert at the conservative Capital Research Center think tank, argued.<\/p>\n<p>Launching Vot-ER, which says it <a href=\"https:\/\/vot-er.org\/fellowship\/\" target=\"_blank\" rel=\"noopener\" title>trains<\/a> paid fellows to understand topics such as \u201chealth disparities and medical racism,\u201d was made possible with the help of a cadre of deep-pocketed left-wing donors. Those include the Tides Foundation, Progressive Multiplier Fund, and the Windward Fund, a key cog in the $1 billion Arabella Advisors consultancy, the largest Democratic-allied <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2957376\/dc-attorney-general-closes-investigation-left-wing-dark-money-network\/\" target=\"_blank\" rel=\"noopener\" title>dark money network<\/a> in the country.<\/p>\n<p>A Tides Foundation spokesperson declined to comment on the grants, though the spokesperson told the <em>Washington Examiner<\/em> the group has no plans for future giving. A spokesperson for Progressive Multiplier Fund said its grants to Vot-ER were for \u201cdevelopment efforts,\u201d while a spokesperson for a Windward Fund project, who declined to comment on any future giving plans, said its grants were for \u201cnonpartisan civic engagement tools.\u201d<\/p>\n<p>In 2021 articles of organization documents <a href=\"https:\/\/www.scribd.com\/document\/730252363\/Vot-ER-articles-of-incorporation-2021?secret_password=NTDn8Y6Ct9OGX5RDNxCC\" target=\"_blank\" rel=\"noopener\" title>filed<\/a> in Massachusetts, Vot-ER described to the Commonwealth how it would \u201cprovide the tools, training, and community that support a growing movement to help patients and providers use their voices to improve America\u2019s Democracy.\u201d Vot-ER, in its own telling, \u201cdevelops nonpartisan civic engagement tools and programs for every corner of the healthcare system \u2014 from private practitioners to medical schools to hospitals.\u201d<\/p>\n<p>Martin is now CEO of A Healthier Democracy Inc., which is legally the same entity as Vot-ER, according to tax records. The Vot-ER founder, who has <a href=\"https:\/\/youtu.be\/u6K0GCB3n_w?feature=shared&#038;t=330\" target=\"_blank\" rel=\"noopener\" title>praised<\/a> the work of far-left \u201canti-racist\u201d activist Ibram X. Kendi, has made clear why he determines the healthcare space to be ripe for voter registration. <\/p>\n<p>\u201cThere\u2019s still something very sacred about the caregiving relationship,\u201d Martin said in August 2023 during an interview with the left-leaning Aspen Institute, according to footage reviewed by the <em>Washington Examiner<\/em>. \u201cAnd I think you can use that to take advantage of that to do some work upstream at the political and social determinants of health.\u201d<\/p>\n<p>In the interview, Martin described how a project connected to Vot-ER was purportedly moving federal funding \u201cdirectly into the pockets of low-income patients\u201d to \u201cpay their rent, pay their phone bills, pay their heating and electricity bills.\u201d<\/p>\n<p>\u201cAnd then,\u201d he emphasized, \u201cwe can have a conversation with them in six months, nine months, about voter registration.\u201d <\/p>\n<p>Now, the expansive registration push is taking place at hundreds of Vot-ER-tied health centers in Alabama, Arizona, Michigan, Florida, Nevada, and various other states, according to Vot-ER. Partners, the charity says, are encouraged to conduct on-site voter registration and staff trainings in their workplaces. <\/p>\n<p>But while Vot-ER has a <a href=\"https:\/\/web.archive.org\/web\/20240416153205\/https:\/\/vot-er.org\/conversation-starters\/\" target=\"_blank\" rel=\"noopener\" title>tab<\/a> on its website advising healthcare professionals to proudly wear Vot-ER badges with QR codes that direct patients to voter registration materials, Vot-ER has also appeared to promote conflicting messages about the legality of this endeavor. <\/p>\n<p>Vot-ER\u2019s website, separately, links to a \u201cbest practices\u201d <a href=\"https:\/\/web.archive.org\/web\/20230921153603\/https:\/\/vot-er.org\/chc\/\">document<\/a> on advising health centers not to allow \u201cproviders and other staff to wear the VotER lanyard with the QR code and text message while on the job\u201d to avoid the appearance of partisanship.<\/p>\n<p>The document was prepared by the legal team in Washington, D.C., for the National Association of Community Health Centers, or NACHC. <\/p>\n<h2><strong>A taxpayer-funded voter turnout army<\/strong><\/h2>\n<p>According to its website, Vot-ER is delivering grants of up to $10,000 to approved public health centers through its so-called community civic engagement program. <\/p>\n<p>NACHC is partnered on the program, a 2024 <a href=\"https:\/\/www.scribd.com\/document\/730276074\/2024-Community-Civic-Engagement-Program-Application?secret_password=ASH259TI9B2BSq5nJ1YN\" target=\"_blank\" rel=\"noopener\" title>application<\/a> of which asks representatives from centers to provide information about whether their patients identify as \u201cLGBTQIA+, Native American\/Alaskan Native, Hispanic\/Latinx,\u201d or are \u201cbest served in a language other than English,\u201d among other questions. <\/p>\n<p>Vot-ER also lists hundreds of participating sites on its website that have coordinated with the group on voter registration, many of which are federally qualified health centers. Participating sites receive election-related materials from Vot-ER, <a href=\"https:\/\/vot-er.org\/custom-materials\/\" target=\"_blank\" rel=\"noopener\" title>including<\/a> its badges with voting resources.<\/p>\n<p>One group listed as a \u201cparticipating site\u201d on Vot-ER\u2019s website is the Community Health Center of Southeast Kansas, <a href=\"https:\/\/www.usaspending.gov\/search\/?hash=a54a4dad73f1e9efbc5285f8fc64ff6b\" target=\"_blank\" rel=\"noopener\" title>the largest<\/a> federally qualified health center in the Sunflower State. It services over 70,000 people, including in Oklahoma.<\/p>\n<p>Footage reviewed by the <em>Washington Examiner<\/em> shows examples in which personnel at the Community Health Center of Southeast Kansas touted their work turning out voters who ultimately <a href=\"https:\/\/www.washingtonpost.com\/nation\/2022\/08\/02\/kansas-abortion-referendum\/\" target=\"_blank\" rel=\"noopener\" title>rejected<\/a> a 2022 anti-abortion referendum. <\/p>\n<p>The videos call into question whether the health center has conducted itself in a nonpartisan fashion while being a participating Vot-ER site, according to Stewart Whitson, the attorney at FGA. <\/p>\n<p>In a 2022 Vot-ER webinar, the center\u2019s CEO, Krista Postai, said its \u201cmostly female\u201d and young \u201carmy\u201d worked to send 65,000 text messages to patients about the referendum.<\/p>\n<p>\u201cAnd as you can see, we had an impact,\u201d the CEO touted in the webinar, which also featured a Vot-ER adviser named Manisha Sharma, whose Zoom background depicted an image of feminist political activist and Marxist Angela Davis. <\/p>\n<p>During a separate 2024 Vot-ER webinar about its prior partners, Community Health Center of Southeast Kansas Patient engagement director Leah Gagnon, who has <a href=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?contributor_name=leah%20gagnon\" target=\"_blank\" rel=\"noopener\" title>made<\/a> small-dollar donations to Biden and other Democrats, described how the center zeroed in on informing patients about the \u201creproductive healthcare\u201d referendum. Gagnon said in the webinar that the group received a grant from Vot-ER and a matching grant from a <a href=\"https:\/\/projects.propublica.org\/nonprofits\/organizations\/200337230\/202303139349302960\/full\" target=\"_blank\" rel=\"noopener\" title>related<\/a> organization of Vot-ER.<\/p>\n<p>Gagnon touted in the webinar how, after the referendum failed, Vot-ER was apparently thanked for its work by Lt. Gov. David Toland of Kansas, a Democrat. <\/p>\n<p>\u201cKansas had some of the highest voting turnout we have historically had, especially for a primary election,\u201d Gagnon said. \u201cWe were really excited about that. We got a cool little note from the lieutenant governor saying like, \u2018Hey, that was badass, like you know, good job reaching your patients.\u201d<\/p>\n<p>Republican Kansas state Rep. Pat Proctor, who chairs the Elections Committee, told the <em>Washington Examiner<\/em> that Gagnon\u2019s comments are cause for an investigation since it appears Toland may have acted partisan in his official capacity as lieutenant governor.<\/p>\n<figure><figcaption>Kansas state GOP Rep. (AP Photo\/John Hanna)<\/figcaption><\/figure>\n<p>Reached by phone, Proctor said he\u2019ll now be conferring with other lawmakers about sending a letter to the Democratic governor to demand answers. <\/p>\n<p>\u201cThis is outrageous,\u201d said Proctor, who supported a <a href=\"https:\/\/www.kslegislature.org\/li\/b2023_24\/measures\/hb2618\/\" target=\"_blank\" rel=\"noopener\" title>bill<\/a> vetoed by Gov. Laura Kelly (D-KS) in April that would ban state agencies from using federal funds to administer elections without approval from the legislature. Kelly has notably received donations in recent years, including in 2022, from Postai, the center\u2019s CEO, Kansas state records show.<\/p>\n<p>Postai told the <em>Washington Examiner<\/em> she was unaware of Gagnon\u2019s comments about Toland on the webinar. The CEO, who earned a salary of $404,760 in 2022, also claimed her center received no money directly from Vot-ER and said it is not using Vot-ER\u2019s materials anymore to register voters. <\/p>\n<p>\u201cWe do not take political positions or religious positions,\u201d Postai said in a phone call. \u201cI know people are analyzing to death what happened, but I don\u2019t think it was about parties or politics.
