Lola Smallwood-Cuevas, would \u201cprohibit a grocery or retail drug establishment from providing a self-service checkout option\u201d unless conditions such as ensuring that no more than two self-service checkout stations are monitored by one employee are met, according to a summary of the proposed legislation.<\/p>\n<p>The bill also mandates that stores access how using <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/artificial-intelligence\/\" target=\"_blank\" rel=\"noopener\" title>artificial intelligence<\/a> or other technology may cut jobs and \u201csignificantly affects the essential job functions of its employees.\u201d<\/p>\n<p>Smallwood-Cuevas said self-checkouts are responsible for $10 billion in losses and cause 16 times more losses than check-outs done with a cashier. <\/p>\n<p>\u201cAs self-checkout has become more commonplace, loan workers have become easy targets for theft and violence as they are forced to stock merchandise, operate checkout stations, and cater to customers\u201d all while \u201ctrying to monitor their stores for retail theft,\u201d Smallwood-Cuevas <a href=\"https:\/\/www.foxbusiness.com\/lifestyle\/california-bill-could-remove-self-checkout-lanes-grocers-certain-retailers\" target=\"_blank\" rel=\"noopener\" title>said<\/a> to Fox Business.<\/p>\n<p>While the legislation has garnered support from labor unions, including United Food and Commercial Workers (UFCW), and legal groups, including Prosecutors Alliance of California, it\u2019s faced criticism from the California Chamber of Commerce, which is concerned the new legislation may require grocers to hire more employees, narrowing profit margins and potentially leading to store closures. <\/p>\n<p>\u201cIn part it\u2019s codifying some requirements that I think, from our perspective, are a little heavy-handed, as far as getting down into the granularity of how business or a store needs to operate,\u201d Ashley Hoffman, senior policy advocate at <a href=\"https:\/\/www.calchamber.com\/\">CalChamber<\/a> told the outlet. \u201cFor example, the grocery space, where they\u2019re operating on pretty thin margins. You know, when you\u2019re having to make these drastic adjustments or adjust staffing ratios, that can be a big cost impact.\u201d<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Those who oppose the legislation also claim that an alternative would be to make changes to Prop 47,\u00a0lowering the threshold for a felony in retail theft.<\/p>\n<p>\u201cThe solution behind all this would be to change around <a href=\"https:\/\/californiaglobe.com\/fr\/5-more-walgreens-closed-in-san-francisco-over-citys-retail-crime-wave\/\">Proposition 47<\/a>, lower than $950 felony amount to the average that stores lose in retail theft, and bring back justice that way,\u201d retail legal adviser William Friedlander said in an <a href=\"https:\/\/californiaglobe.com\/fr\/bill-to-add-strict-regulations-on-self-check-out-in-stores-sees-support-and-strong-opposition\/\" target=\"_blank\" rel=\"noopener\" title>interview<\/a> with the <em>California Globe<\/em>. \u201cThat\u2019s honestly the overarching way to fix this. But it is, and instead we have SB 1446 giving a \u2018Damned if you do, damned if you don\u2019t\u2019 ultimatum. And yeah, we have seen both sides really put more resources into this recently for that reason. But no one wants to bring up the reason why all this is happening, Prop. 47.
