Wisconsin Republicans express unease about potential election\u200d law changes and political influences.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>Now that Milwaukee\u2019s controversial election chief has been sent packing, Republicans in critical swing-state Wisconsin are wondering whether the fix will be worse than what previously ailed Milwaukee\u2019s election integrity. <\/p>\n<p>On Monday, Mayor <a href=\"https:\/\/city.milwaukee.gov\/mayor\/About\" target=\"_blank\" rel=\"noreferrer noopener\">Cavalier Johnson <\/a><a href=\"https:\/\/apnews.com\/article\/wisconsin-milwaukee-election-leader-2024-5c01e26907b8de1d0bf97dd8303be9b8\">announced<\/a> Milwaukee Election Commission Executive Director Claire Woodall is out \u2014 just six months before November\u2019s presidential election.\u00a0Woodall, roundly criticized by conservatives for her handling (or mishandling) of the closely contested 2020 presidential election in battleground Wisconsin, will be replaced by her lieutenant, <a href=\"https:\/\/www.wisn.com\/article\/milwaukee-mayor-new-city-election-commission-director-gutierrez-woodall\/60700145\" target=\"_blank\" rel=\"noreferrer noopener\">Paulina Gutierrez,<\/a> according to the far-left Democrat mayor. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-13851676\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-5534abdffdfec55f1261d67a7dbeac1d fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-5534abdffdfec55f1261d67a7dbeac1d\"><\/div>\n<p>Why? <\/p>\n<p>Johnson spokesman <a href=\"https:\/\/ballotpedia.org\/Jeff_Fleming_(Influencer)\" target=\"_blank\" rel=\"noreferrer noopener\">Jeff Fleming<\/a> <a href=\"https:\/\/apnews.com\/article\/wisconsin-milwaukee-election-leader-2024-5c01e26907b8de1d0bf97dd8303be9b8\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> the Associated Press that Woodall\u2019s ouster had nothing to do with her handling of elections but \u201cother issues internal to the election commission office and to city government that raised concern.\u201d What those \u201cissues\u201d are, Fleming didn\u2019t say. <\/p>\n<p>In an email response to The Federalist\u2019s questions, Fleming said the mayor, fresh off a reelection victory, is statutorily required to appoint approximately two <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-the-2024-presidential-race-all-eyes-on-bidens-next-move\/\" title=\"IN-DEPTH: The 2024 Presidential Race, All Eyes on Biden\u2019s Next Move\">dozen senior administration officials<\/a>. <\/p>\n<p>\u201cIn three instances, he named someone who was not an incumbent,\u201d the mayor\u2019s mouthpiece said. <\/p>\n<div class=\"fdrlst__b89e9-6b961fe9b7f1dc76ad18a48032ccf434 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-6b961fe9b7f1dc76ad18a48032ccf434\"><\/div>\n<p>Fleming told <a href=\"https:\/\/www.wispolitics.com\/2024\/milwaukee-mayor-replaces-top-election-official\/\" target=\"_blank\" rel=\"noreferrer noopener\">WisPolitics<\/a> that Woodall had written a job description nearly a year ago for a community outreach position, but she refused the position when it was offered to her last week. <\/p>\n<p>Woodall was out of the office Tuesday on vacation, according to a commission employee. Gutierrez, who has served as Woodall\u2019s deputy for over a year, was said to be in a meeting Tuesday afternoon and did not return The Federalist\u2019s request for comment. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Checkered History\u2019<\/h2>\n<p>State <a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/legislators\/senate\/2688\" target=\"_blank\" rel=\"noreferrer noopener\">Sen. Dan Knodl,<\/a> a Milwaukee-area Republican who chairs the Senate\u2019s elections committee, said Woodall\u2019s exit was unexpected. <\/p>\n<p>\u201cI didn\u2019t see it coming or know there was any change in the winds,\u201d he told The Federalist. \u201cClaire has had some checkered history.\u201d <\/p>\n<div class=\"fdrlst__b89e9-018d4b884274a46003077aa44d75586b fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-018d4b884274a46003077aa44d75586b\"><\/div>\n<p>Indeed. This is the same Milwaukee election administrator who worked closely with a network of leftist \u201cvoter rights\u201d activists as part of the Center for <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-tech-and-civic-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tech and Civic Life\u2019s (CTCL) <\/a>Covid response grants during the 2020 election. Facebook founder Mark Zuckerberg and his wife, Priscilla Chan, handed out some $400 million ostensibly for \u201csafe elections,\u201d with the lion\u2019s share of the <a href=\"https:\/\/thefederalist.com\/2024\/04\/15\/bidenbucks-make-zuckbucks-look-like-chump-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cZuckbucks\u201d<\/a> targeting Democrat-heavy cities in swing states such as Wisconsin. In fact, the <a href=\"https:\/\/thefederalist.com\/2021\/03\/10\/how-mark-zuckerbergs-election-money-helped-an-out-of-state-democrat-get-his-hands-on-wisconsins-2020-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cWisconsin-5\u201d cities <\/a>\u2014 Milwaukee, Madison, Green Bay, Kenosha, and Racine \u2014 signed contracts with the left-wing CTCL and received nearly <a href=\"https:\/\/thefederalist.com\/2024\/04\/05\/in-opposite-day-logic-usa-today-breathlessly-defends-zuckerbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">86 percent<\/a> of the $10 million-plus in grant funds.   <\/p>\n<p>Shortly after the ink dried on the contract, CTCL emailed Woodall, who identified as Claire Woodall-Vogg at the time, to offer \u201can experienced elections staffer that could potentially embed with your staff in Milwaukee in a matter of days,\u201d according to documents obtained by <a href=\"https:\/\/thefederalist.com\/author\/mzhemingway\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federalist Editor-in-Chief Mollie Hemingway<\/a>.<\/p>\n<p>\u201cThe staffer leading Wisconsin\u2019s portion of the National Vote at Home Institute was an out-of-state Democratic activist named Michael Spitzer-Rubenstein. As soon as he met with Woodall-Vogg, he asked for contacts at the Wisconsin Elections Commission and in the other cities,\u201d Hemingway wrote in <a href=\"https:\/\/www.amazon.com\/Rigged-Media-Democrats-Seized-Elections\/dp\/168451259X\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Rigged: How the Media, Big Tech, and the Democrats Seized Our Elections<\/em><\/a>, her 2021 book on the left\u2019s myriad acts of election interference in 2020. <\/p>\n<p><a href=\"https:\/\/www.influencewatch.org\/person\/michael-spitzer-rubenstein\/\" target=\"_blank\" rel=\"noreferrer noopener\">Spitzer-Rubenstein<\/a> had been a longtime Democrat operative in New York, parachuting in particular into the left-led city of Green Bay, where he embedded in the city clerk\u2019s office. <a href=\"https:\/\/thefederalist.com\/2024\/04\/05\/in-opposite-day-logic-usa-today-breathlessly-defends-zuckerbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">Emails show<\/a> he was given the keys to the room where Green Bay\u2019s absentee ballots were stored. He also had offered to \u201ccure,\u201d or correct, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-kraken-released-attorney-sidney-powell-files-104-page-bombshell-complaint-of-massive-fraud-in-georgia-election-update-michigan-too\/\" title=\"BREAKING: KRAKEN RELEASED! Attorney Sidney Powell Files 104 Page BOMBSHELL COMPLAINT of Massive Fraud in Georgia Election - Update: Michigan too\">absentee ballot envelopes<\/a>.  <\/p>\n<p>As Hemingway reported, Spitzer-Rubenstein told Green Bay officials that his organization, the<a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-vote-at-home-institute\/\" target=\"_blank\" rel=\"noreferrer noopener\"> National Vote at Home Institute,<\/a> had helped cure ballots for other cities in Wisconsin.<\/p>\n<p>\u201cWe have a process map that we\u2019ve worked out with Milwaukee for their process. We can also adapt the letter we\u2019re sending out with rejected absentee ballots along with a call script alerting voters. (We can also get people to make the calls, too, so you don\u2019t need to worry about it.),\u201d the activist explained in an email to Green Bay elections officials. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Flair for Drama\u2019<\/h2>\n<p>As The Federalist has <a href=\"https:\/\/thefederalist.com\/2024\/03\/26\/wisconsin-voters-have-a-chance-to-rid-their-elections-of-zuckbucks-for-good\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported,<\/a> in the wee hours of Nov. 4, 2020, long after the polls had closed in the Nov. 3 presidential election, Woodall announced a batch of tens of thousands of votes had finally been counted. The vast majority of the votes were for Democrat Joe Biden, helping to give him an extremely narrow victory over Republican President Donald Trump in pivotal swing-state Wisconsin. <\/p>\n<p>\u201cDamn, Claire, you have a flair for drama, delivering just the margin needed at 3:00 a.m.,\u201d\u00a0wrote Ryan Chew of the left-leaning <a href=\"https:\/\/www.influencewatch.org\/for-profit\/the-elections-group\/\" target=\"_blank\" rel=\"noreferrer noopener\">Elections Group<\/a> in an email to the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wisconsin-voters-have-a-chance-to-rid-their-elections-of-zuckbucks-for-good\/\" title=\"Wisconsin Voters Can Eliminate 'Zuckbucks' from Elections\">city elections chief<\/a>. \u201cI bet you had those votes counted at midnight, and just wanted to keep the world waiting!\u201d<\/p>\n<p>Woodall LOL\u2019d about 10 minutes later in an email response to Chew. <\/p>\n<p>\u201cI just wanted to say I had been awake for a full 24 hours!\u201d the Milwaukee elections chief wrote. <\/p>\n<p>Woodall <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2021\/08\/05\/milwaukee-election-official-bombarded-threats-over-email-exchange\/5490380001\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> the Milwaukee Journal Sentinel that she \u201cread Chew\u2019s email at the time as a joking way to note the state\u2019s results couldn\u2019t be called until Milwaukee\u2019s total came in.\u201d She claimed she was \u201ckind of uncomfortable\u201d with Chew\u2019s choice of words and shouldn\u2019t have responded. <\/p>\n<p>Dean Knudson, former member of the Wisconsin Elections Commission, wasn\u2019t comfortable with Woodall\u2019s \u201cjoking\u201d in an election in which Biden would claim victory by about 20,000 votes.  <\/p>\n<p>\u201cI do believe she was joking, but to joke about this displays an extraordinary level of insensitivity and callous disregard for the damage caused by actions in Milwaukee that night,\u201d\u00a0Knudson <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2021\/08\/05\/milwaukee-election-official-bombarded-threats-over-email-exchange\/5490380001\/\">told<\/a> the Journal Sentinel at the time. <\/p>\n<p>Woodall didn\u2019t help her case when she \u201c<a href=\"https:\/\/wisconsinwatch.org\/2020\/11\/milwaukee-flash-drive-vote-fraud-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">briefly misplaced<\/a> a flash drive containing vote counts on Election Night.\u201d A police officer later had to deliver the data collection device. Woodall <a href=\"https:\/\/wisconsinwatch.org\/2020\/11\/milwaukee-flash-drive-vote-fraud-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> left-leaning publication Wisconsin Watch that the flash drive was \u201cnever left unattended and that the staff had remained in the room throughout the process.\u201d <\/p>\n<p>In another piece hailing the moral fortitude and election integrity of Milwaukee\u2019s embattled elections chief, the same publication quoted Woodall, who couldn\u2019t resist taking a shot at then-President Donald Trump. The Republican and millions of his fellow Americans didn\u2019t find Wisconsin\u2019s handling of the 2020 election as unimpeachable as Woodall and her friends in the accomplice media did. <\/p>\n<p>\u201c(It\u2019s been) extremely partisan and divided,\u201d she <a href=\"https:\/\/pbswisconsin.org\/news-item\/a-pandemic-false-fraud-claims-a-misplaced-flash-drive-how-milwaukee-elections-chief-led-high-pressure-vote-count\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> Wisconsin Watch. \u201cThe fact that people are supporting someone trying to overturn the actual results is disappointing.\u201d <\/p>\n<h2 class=\"wp-block-heading\">Meet the New Boss\u2026 <\/h2>\n<p>Mayor Cavalier Johnson, who served as president of the Milwaukee Common Council at the time, joined a long line of Democrats praising Woodall\u2019s performance during the 2020 election, describing it as <a href=\"https:\/\/pbswisconsin.org\/news-item\/a-pandemic-false-fraud-claims-a-misplaced-flash-drive-how-milwaukee-elections-chief-led-high-pressure-vote-count\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cstellar.\u201d<\/a><\/p>\n<p>It would appear Johnson\u2019s estimation of Woodall has changed somewhat since then, but his spokesman claims the mayor had \u201cno issues with the quality or integrity\u201d of her work. <\/p>\n<p>\u201cThe Mayor has expressed full confidence in Ms. Gutierrez saying she is ideally suited to this position.\u00a0He has made it clear,\u00a0the department will have the resources it needs to fulfill its duties,\u201d Fleming said. <\/p>\n<p>Johnson <a href=\"https:\/\/www.wisn.com\/article\/milwaukee-mayor-new-city-election-commission-director-gutierrez-woodall\/60700145\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> WISN, an ABC News affiliate in Milwaukee, that Gutierrez \u201cwill lead the office at an important juncture when public scrutiny of the work of the department will be extremely high.\u201d <\/p>\n<p>\u201cI have confidence in her, and I will make certain the department has the resources it needs to fulfill its duties,\u201d the mayor added. <\/p>\n<p>But will Gutierrez be more hostile to election integrity than Woodall was criticized for being? Will she be more pliant on massaging election law and working with partisan \u201cnonpartisan\u201d groups than her former boss? Wisconsin conservatives are worried, and rightly so. <\/p>\n<p>Johnson and his staff colluded with Democrat Party operatives in a sweeping get-out-the-vote campaign, Empower Wisconsin reported a month before the 2022 election. <a href=\"https:\/\/thefederalist.com\/2022\/10\/03\/bombshell-texts-show-milwaukee-mayor-colluding-with-democrats-to-rig-2022-election\/\">Text messages<\/a> showed as much. <\/p>\n<p>The communications, obtained by State Rep. Janel Brandtjen (R-Menomonee Falls) showed longtime Democrat Party operative <a href=\"https:\/\/www.nationconsulting.com\/sachin\" target=\"_blank\" rel=\"noreferrer noopener\">Sachin Chheda<\/a> telling Johnson and his staff what to say about the Wisconsin Votes 2022 get-out-the-vote campaign. The effort was funded by a <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-secure-and-modern-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-york-lawmaker-pushes-sex-ed-overhaul-teaching-gender-identity-to-5-year-olds-anal-sex-to-11-year-olds\/\" title=\"New York Lawmaker Pushes Sex Ed Overhaul: Teaching \u2018Gender Identity\u2019 To 5-Year-Olds, \u2018Anal Sex\u2019 To 11-Year-Olds\">left-wing activist group<\/a><\/a> with close ties to the <a href=\"https:\/\/wisconsinspotlight.com\/the-election-mark-zuckerberg-bought\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Tech and Civic Life<\/a>.<\/p>\n<p>Perhaps Woodall wasn\u2019t playing as nice with the leftist groups looking to grab another election for Biden and fellow Dems. <\/p>\n<p>Bob Spindell, one of three Republicans on the six-member Wisconsin Elections Commission, said controversy has long surrounded Woodall, who is named in several election integrity complaints.  <\/p>\n<p>\u201cShe\u2019s tried to ease some of the complaints of some of the Republicans,\u201d Spindell, marked as an \u201celection denier\u201d by Democrats and corporate media for questioning the handling of the 2020 election in places like Milwaukee and Madison, told me. \u201cShe has been under the gun for a lot of things.\u201d <\/p>\n<p>Things were rocky for Woodall before she ascended to the leadership post. In late June 2020, then-Mayor Tom Barrett tapped Woodall for the executive director role following the retirement of her longtime predecessor. The Common Council delayed her appointment over \u201cequity\u201d agenda blustering as Black Lives Matter riots were sweeping the nation. <\/p>\n<p>As the Journal Sentinel <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/elections\/2020\/06\/26\/mayor-barretts-pick-head-milwaukee-election-commission-withdraws\/3264010001\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted,<\/a> the delay came about four months before the election \u2014 and in Milwaukee, which was \u201cexpected to play a key role determining whether President Donald Trump wins reelection.\u201d Wisconsin\u2019s biggest city faced \u201cbeing\u00a0left with\u00a0no one running its\u00a0elections agency.\u201d <\/p>\n<p>Four years later, Woodall is out, and the same spotlight is on Milwaukee in the sequel to the 2020 election. <\/p>\n<p>Knodl says Johnson has some explaining to do. Is he glad to see Woodall gone? <\/p>\n<p>\u201cThat all hinges on the new person and the motivation of the mayor,\u201d he said. \u201cOn one hand, I\u2019d say yes. She was suspect in her handling of the Milwaukee elections department.
