But with a popular former Republican governor running for an open Senate seat and eight House races, the Old Line State could spring a few surprises this November. In this series, <\/em><strong><em>Old Line, New Battles: Maryland feels the primary pinch<\/em><\/strong><em>, the <\/em>Washington Examiner<em> will look at the key figures and important issues six months until Election Day. Part one, below, will focus on how a November ballot measure regarding abortion could impact former Maryland Gov. Larry Hogan\u2019s campaign.<\/em><\/p>\n<p>Former Maryland Gov. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/larry-hogan\/\" target=\"_blank\" rel=\"noopener\" title=\"enshrine abortion into the state\u2019s constitution\">Larry Hogan<\/a>\u2019s biggest challenge in his attempt to flip retiring Sen. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Ben-Cardin\/\" target=\"_blank\" rel=\"noopener\" title=\"Ben Cardin\">Ben Cardin<\/a>\u2019s (D-MD) seat may not be his Democratic opponent but instead a November ballot measure that seeks to <a href=\"https:\/\/mgaleg.maryland.gov\/2023RS\/bills\/sb\/sb0798T.pdf\" target=\"_blank\" rel=\"noopener\" title=\"enshrine abortion into the state\u2019s constitution\">enshrine abortion into the state\u2019s constitution<\/a>. <\/p>\n<p>Abortion has plagued Republicans in races on the local and national levels since the overturning of <em>Roe v. Wade<\/em> returned abortion policy to the states. The issue has cost the party dozens of races, and in deep-blue Maryland, Hogan will likely have to contend with fears that a Republican majority in the Senate would vote for a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mcconnell-claims-a-national-abortion-ban-is-possible-if-roe-v-wade-is-overturned\/\" title=\"McConnell Claims A National Abortion Ban Is \u2018Possible\u2019 If Roe V. Wade Is Overturned\">national abortion ban<\/a>. <\/p>\n<p>The Democratic Senatorial Campaign Committee spokeswoman Amanda Sherman Baity argued that a \u201cvote for Republican Larry Hogan is a vote to turn the Senate over to MAGA Republicans so they can pass a national abortion ban and push forward Republicans\u2019 extreme policies\u201d in a statement to the <em>Washington Examiner.<\/em><\/p>\n<p>Baity continued, \u201cThat\u2019s a disqualifying agenda for Maryland voters.\u201d<\/p>\n<p>Hogan, whose entrance into the Senate race this year gave Republicans their best shot in decades to flip a seat in the Old Line State, has stated that while he is not a proponent of abortion personally, he would not support a national abortion ban. However, it is unclear if his stance will sway voters or if it will even reach them. <\/p>\n<p>A poll from the <em>Washington Post<\/em>-University of Maryland <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2024\/03\/20\/senate-poll-hogan-trone-alsobrooks\/\" target=\"_blank\" rel=\"noopener\" title=\"released in March\">released in March<\/a> showed that while Hogan led Rep. David Trone (D-MD) and Prince George\u2019s County Executive Angela Alsobrooks, the top two candidates in the Democratic primary race, voters preferred having a Democratic Senate. <\/p>\n<p>\u201cThe specter of the U.S. Senate controlled by Republicans and the threat of a national abortion ban, which Republicans in Washington keep talking about doing, makes it a salient issue,\u201d Democratic strategist Brad Bannon said.<\/p>\n<figure><figcaption>Republican Larry Hogan speaks at a Back to Work BBQ campaign event on May 4, 2024, in Maryland. (Graeme Jennings\/Washington Examiner )<\/figcaption><\/figure>\n<p>The Democrat Hogan faces in the general election will be decided on May 14, when voters head to the polls to cast their ballot in the state\u2019s primary races. Both Trone and Alsobrooks have come out in support of abortion rights. <\/p>\n<p>Bannon predicted the winner of the Democratic primary will <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/roe-v-wade-has-completely-transformed-the-midterms-heres-how\/\" title=\"Roe v. Wade Has Completely Transformed The Midterms \u2013 Here\u2019s How\">make abortion rights<\/a> the \u201ccenterpiece of their attacks\u201d against Hogan. <\/p>\n<p>\u201cHe\u2019s going to have to deal with [the attacks] whether he wants to or not, and he probably doesn\u2019t want to,\u201d Bannon said. \u201cBut he\u2019s going to have to deal with it.\u201d<\/p>\n<h2>Abortion constitutional amendment<\/h2>\n<p>Abortion is already legal in Maryland, but the state\u2019s Democratic-controlled legislature voted to put the constitutional amendment on the ballot last year, putting the issue before voters as they head to the polls in November. <\/p>\n<p>Democrats have seen success when abortion is on the ballot in states such as Ohio, Michigan, and California and have utilized the issue to mobilize voters. <\/p>\n<p>Republican strategist Jason Cabel Roe said while he doesn\u2019t think that the issue of abortion sways voters\u2019 decisions about a candidate, the \u201cadvantage\u201d Democrats have when the issue is on the ballot is that it turns out votes for the Democratic Party. <\/p>\n<p>As such, Roe said it was \u201csafe\u201d to assume that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/south-carolina-becomes-12th-state-to-limit-abortions-after-heartbeat-detected-effectively-banning-abortion-after-6-weeks-of-pregnancy\/\" title=\"South Carolina Becomes 12th State to Limit Abortions After Heartbeat Detected \u2013 Effectively Banning Abortion After 6 Weeks of Pregnancy\">abortion measure<\/a> in Maryland would have a similar effect and would \u201cturn out some percentage of those [voters] and that they\u2019re going to vote Democrat probably across the board. And that\u2019s the risk to Republicans like Hogan.\u201d<\/p>\n<figure><figcaption>Larry Hogan answers questions from reporters after his Back to Work BBQ campaign event on May 4. (Graeme Jennings\/Washington Examiner )<\/figcaption><\/figure>\n<p>When asked by the <em>Washington Examiner<\/em> about the constitutional amendment, Hogan did not say whether he supported the measure, saying he was \u201clooking forward to engaging\u201d on the issue after the May 14 primaries in which his Democratic opponent will be decided. <\/p>\n<p>\u201cThat\u2019s something that we\u2019ll have plenty of time to talk about after the next 10 days of the primary,\u201d Hogan said. \u201cI\u2019m looking forward to engaging on that issue and every other issue on the economy, on crime, on the border, and on both the state and the federal situation with respect to women\u2019s reproductive health.\u201d<\/p>\n<div>\n<p>In February, Hogan said he felt the measure wasn\u2019t \u201creally necessary,\u201d citing the fact that abortion is legal in the state. <\/p>\n<p>\u201cThere\u2019s no threat to the protection of these rights in Maryland. It\u2019s been \u2014 it\u2019s already a law. Voters have already weighed in on it,\u201d Hogan said <a href=\"https:\/\/twitter.com\/DanaBashCNN\/status\/1757830568601874443\" target=\"_blank\" rel=\"noopener\" title>during an interview<\/a> on CNN\u2019s <em>Inside Politics<\/em>. \u201cI think the Democrats put this on the ballot to try to make it a political issue, and voters can make their decision on whether they think it\u2019s important or not. But it doesn\u2019t \u2014 it\u2019s not going to change anything.\u201d<\/p>\n<\/div>\n<p>Hogan campaign spokesman Blake Kernen said in a statement to the <em>Washington Examiner <\/em>that the \u201cballot measure codifies existing law Gov. Hogan upheld as governor, laws that are protected in Maryland today.\u201d<\/p>\n<p>\u201cGov. Hogan\u2019s position is well known to Marylanders, having kept his promise to uphold state law on reproductive rights during his eight years in office and led Maryland in becoming the first state to provide over-the-counter birth control paid for by Medicaid,\u201d Kernen said. \u201cHe has been on record opposing abortion bans for over 30 years and would vote against an abortion ban in the Senate.<\/p>\n<p>\u201cSince the start of this campaign, Gov. Hogan has been attacked by both the Right and the Left because he\u2019s a threat to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/john-nantz-mostly-peaceful-protests-and-the-radicalization-of-the-fbi\/\" title=\"John Nantz: Mostly Peaceful Protests and the Radicalization of the FBI\">status quo politics<\/a> as usual in Washington,\u201d Kernen continued. \u201cBut the cookie-cutter attacks that work on typical Republicans don\u2019t work on him because he is not a typical Republican. Marylanders know and trust his tested leadership on this issue and others.\u201d<\/p>\n<h2>Hogan\u2019s past veto as governor <\/h2>\n<p>Democrats have <a href=\"https:\/\/www.goponabortion.com\/\" target=\"_blank\" rel=\"noopener\" title>sought to elevate<\/a> Hogan\u2019s veto of a bill to allow nurse practitioners, nurse midwives, and physician assistants with training to perform abortions in Maryland, using it to attack Hogan\u2019s record on abortion. <\/p>\n<p>When he vetoed the legislation, Hogan wrote in a letter to Maryland Democratic House Speaker Adrienne Jones that the measure would endanger \u201cthe health and lives of women by allowing non-physicians to perform abortions.\u201d<\/p>\n<p>\u201cThese procedures are complex and can, and often do, result in significant medical complications that require the attention of a licensed physician,\u201d Hogan continued. \u201cThe only impact that this bill would have on women\u2019s reproductive rights would be to set back standards for women\u2019s health care and safety.\u201d<\/p>\n<p>Hogan\u2019s veto was <a href=\"https:\/\/apnews.com\/article\/abortion-health-business-larry-hogan-maryland-dad1958c99d05189036b43e34a2c6b69\" target=\"_blank\" rel=\"noopener\" title>ultimately overridden<\/a> by Maryland\u2019s legislature and went into effect in July 2022. Hogan then blocked funding that would have supported training for nonphysicians to perform abortions, a move that <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2022\/05\/04\/maryland-abortion-funding-governor-hogan\/\" target=\"_blank\" rel=\"noopener\" title>delayed the program<\/a> from starting.<\/p>\n<p>Bannon said the question of how abortion affects Hogan\u2019s campaign is \u201cwhether he can dominate the campaign with a discussion of all the good things he did as governor or if the Democratic candidate is going to be able to dominate by attacking him for his veto of pro-choice legislation and his opposition to the constitutional amendment.\u201d<\/p>\n<p>Roe contended that having the constitutional amendment on the ballot may play in Hogan\u2019s favor, saying it \u201cgives voters the opportunity to vote on abortion and separate that from candidate considerations.\u201d<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<div>\n<p>Hogan faces an uphill battle in his bid to flip Cardin\u2019s Senate seat, a fact he acknowledges. <\/p>\n<p>\u201cI get it is a hurdle to overcome. We have not elected a senator since 1980 that was a Republican in the state.
