A recent <a href=\"https:\/\/twitter.com\/RepBryanSteil\/status\/1782816176256536796\" target=\"_blank\" rel=\"noopener\" title=\"postcard\">postcard<\/a> from the board encouraging noncitizens to vote prompted his letter.<\/p>\n<figure><figcaption>Rep.
