With September looming, the bill&#8217;s fate hangs in the balance, as seven \u200dpivotal amendments await approval.\u2063 Senate deliberations intensify as they tackle the important legislation.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>As <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate\/\" target=\"_blank\" rel=\"noopener\" title=\"senators\">senators<\/a> race to pass a<a href=\"https:\/\/transportation.house.gov\/uploadedfiles\/faa_reauthorization_act_of_2024.pdf\" target=\"_blank\" rel=\"noopener\" title> major bill <\/a>to authorize the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/faa\/\">Federal Aviation Administration<\/a> for the next five years, dozens of amendments have piled in, threatening to derail the legislation and raising concerns about the potential of a compromise ahead of the May 10 deadline.<\/p>\n<p>It has taken months for top lawmakers in both chambers to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/2983034\/lawmakers-strike-deal-long-awaited-faa-reauthorization-deadline-looms\/\">strike a deal<\/a> on a 1,068-page aviation bill. Now, those who have not been involved in negotiations are looking for modifications, and in some cases, to add provisions unrelated to the overarching bill. <\/p>\n<p>The legislation is considered the last must-pass bill that lawmakers must consider until September, which means it could be their last chance to get their priorities into law until nearly the end of the year.<\/p>\n<p>The Senate will pick up last week\u2019s negotiations on amendment proposals on Tuesday when they return. Lawmakers were able to clear two procedural hurdles, but left for the weekend without agreeing to speed up consideration of the bill in exchange for votes on amendments. <\/p>\n<p>Senate Majority Leader Chuck Schumer (D-NY) continues to urge his colleagues to work to get the bill done as quickly as possible. <\/p>\n<p>\u201cThere are lots of people who have different amendments not relevant to the FAA that want to get them on \u2014 I\u2019m one of those \u2014 but we have to get this done in a bipartisan way,\u201d Schumer said last week.<\/p>\n<p>Without an agreement to vote on the full measure that would allow the House enough time to vote before the deadline, some Senate leaders have begun to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/2988904\/thune-short-term-extension-faa\/\">openly discuss<\/a> a potential short-term extension to give negotiators more time to work through all the requests.<\/p>\n<p>\u201cI think we are doing everything possible to avoid that outcome at this moment,\u201d said an aide working on the Senate Commerce Committee, who spoke on the condition of anonymity. \u201cEveryone who has been working on this bill knows pushing this off again could be a problem when you look at staff shortages and the need for new funding to adopt better technology and practices.\u201d<\/p>\n<p>Here are seven amendments senators are looking to add to the legislation:<\/p>\n<h2>Airline refunds language<\/h2>\n<p>Sens. Josh Hawley (R-MO) and Elizabeth Warren (D-MA) <a href=\"https:\/\/www.congress.gov\/amendment\/118th-congress\/senate-amendment\/1983\/text\" target=\"_blank\" rel=\"noopener\" title>filed<\/a> an amendment to alter the bill\u2019s <a href=\"https:\/\/www.warren.senate.gov\/newsroom\/press-releases\/warren-hawley-file-bipartisan-amendment-to-protect-biden-admins-rule-to-guarantee-automatic-refunds-for-cancelled-or-delayed-flights\" target=\"_blank\" rel=\"noopener\" title>refund language<\/a> to \u201censure consumers\u2019 right to an automatic refund if an airline cancels or significantly delays their flight.\u201d The senators have criticized the bill\u2019s current refund language, which states consumers can get refunds upon request, emphasizing that the policy still puts the burden on the consumer instead of the airlines.\u00a0Sens. Ed Markey (D-MA), Richard Blumenthal (D-CT), and Warren <a href=\"https:\/\/www.congress.gov\/amendment\/118th-congress\/senate-amendment\/1987\/text\" target=\"_blank\" rel=\"noopener\" title>filed<\/a> an additional provision to put in place automatic refunds, which is stated in a <a href=\"https:\/\/www.transportation.gov\/briefing-room\/fact-sheet-biden-harris-administration-announces-rules-deliver-automatic-refunds-and#:~:text=DOT's%20rule%20makes%20it%20simple,them%20or%20jump%20through%20hoops.\" target=\"_blank\" rel=\"noopener\" title>recent rule<\/a> from the Department of Transportation. <\/p>\n<p>Top lawmakers on the Commerce Committee have argued the amendments aren\u2019t necessary, saying that agencies can be more specific about the policy during rulemaking and that most consumers get rebooked on a new flight when a cancellation or delay happens.<\/p>\n<h2>DCA flights<\/h2>\n<p>The Maryland and Virginia congressional delegations have been fiercely opposed to adding new daily round-trip flights at Ronald Reagan National Airport, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/2983034\/lawmakers-strike-deal-long-awaited-faa-reauthorization-deadline-looms\/\" target=\"_blank\" rel=\"noopener\" title><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/south-korean-marine-disappears-after-attempting-to-fight-for-ukraine\/\" title=\"South Korean Marine Disappears After Attempting to Fight for Ukraine\">citing safety concerns<\/a><\/a>. Sen. Tim Kaine (D-VA) filed <a href=\"https:\/\/www.kaine.senate.gov\/download\/hr-3935-faa-amendment\" target=\"_blank\" rel=\"noopener\" title>an amendment<\/a> to strip that language out of the bill. However, many lawmakers are in favor of the new flights, like ranking member of the Senate Commerce Committee, Sen. Ted Cruz (R-TX).<\/p>\n<h2>Security and consumer measures<\/h2>\n<p>Following an increase in disorderly passengers on planes during the pandemic, Sen. Jack Reed (D-RI) filed an <a href=\"https:\/\/www.congress.gov\/amendment\/118th-congress\/senate-amendment\/1910\/text\" target=\"_blank\" rel=\"noopener\" title>amendment<\/a> to add a no-fly list for those causing disruptions on planes. Sen. Jeff Merkley (D-OR) is also attempting <a href=\"https:\/\/www.congress.gov\/amendment\/118th-congress\/senate-amendment\/2000\/text\" target=\"_blank\" rel=\"noopener\" title>to restrict<\/a> TSA\u2019s use of facial recognition technology to calm privacy concerns. <\/p>\n<p>Sen. Marco Rubio (R-FL) also filed <a href=\"https:\/\/aboutbgov.com\/bdT9\" target=\"_blank\" rel=\"noopener\" title>an amendment <\/a>that would allow parents to hold children under the age of 2 in their laps on planes and would not require them to buy an extra seat.<\/p>\n<h2>Age of pilots<\/h2>\n<p>Negotiators ultimately did not include a prior provision that would have raised the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-looks-to-avoid-year-end-faa-fight-as-aviation-safety-concerns-hold-up-deal\/\" title=\"Congress aims to prevent year-end FAA dispute as aviation safety concerns hinder agreement\">mandatory pilot retirement age<\/a> from 65 to 67, after opponents argued\u00a0the change could affect safety and cause headaches for pilots over 65 internationally. Unions have also pushed for lawmakers to keep the amendment out of the bill. <\/p>\n<p>Sen. Lindsey Graham (R-SC) filed an <a href=\"https:\/\/www.congress.gov\/amendment\/118th-congress\/senate-amendment\/1918\/text\">amendment<\/a> to add a two-year age increase to the legislation.<\/p>\n<h2>Credit card fees<\/h2>\n<p>Sens. Dick Durbin (D-Il) and Roger Marshall (R-KS) are attempting to get an <a href=\"https:\/\/aboutbgov.com\/bdUX\">amendment <\/a>added that would crack down on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/visa-and-mastercard-reach-massive-swipe-fees-deal-with-merchants\/\" title=\"Visa and Mastercard strike major agreement on swipe fees with retailers\">credit card swipe fees<\/a> in an attempt to stop Visa and Mastercard\u2019s dominance in the space. Josh Hawley (R-MO) is adamant about getting an amendment added that would expand compensation to victims of Manhattan Project-era radiation exposure caused by the federal government, renewing a 30-year-old law. The Senate approved the bill in early March, but the House has not taken it up yet.<\/p>\n<p>\u201cI won\u2019t be consenting to a time agreement unless we get a vote,\u201d Hawley <a href=\"https:\/\/twitter.com\/HawleyMO\/status\/1785436803320688677\" target=\"_blank\" rel=\"noopener\" title>posted<\/a> on X.<\/p>\n<h2>Kids Online Safety Act<\/h2>\n<p>Sens. Marsha Blackburn (R-TN) and Richard Blumenthal (D-CT) filed an amendment to attach their social media-related bill to the aviation legislation.
