Steps\u200b are\u2064 underway to address these\u2063 gaps in\u2063 voter information and improve registration procedures for \u2062future elections.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>North Carolina voter data lists more than 224,000 people with registration dates after January 2004 whose records are \u201cmissing\u201d both the last four digits of their Social Security number (SSN) and a driver\u2019s license identification number, according to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/university-of-pittsburgh-wants-to-be-fetal-parts-distribution-hub-sets-racial-quotas-for-harvesting-unborn-babies\/\" title=\"University Of Pittsburgh Wants To Be Fetal Parts \u2018Distribution Hub,\u2019 Sets Racial Quotas For \u2018Harvesting\u2019 Unborn Babies\">public records obtained<\/a> by The Federalist. <\/p>\n<p>The 2002 Help America Vote Act (HAVA) required states to verify certain \u201cinformation of newly registered voters for Federal elections,\u201d according to the <a href=\"https:\/\/www.ssa.gov\/open\/havv\/#hava\" target=\"_blank\" rel=\"noreferrer noopener\">Social Security Administration<\/a>. \u201cEach State must establish a computerized State-wide voter registration list and verify new voter information with the State\u2019s Motor Vehicle Administration (MVA).\u201d These requirements went into <a href=\"https:\/\/www.eac.gov\/sites\/default\/files\/eac_assets\/1\/6\/HAVA41.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">effect<\/a> on Jan. 1, 2004.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-812082450\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-34cf397359344bb9bb2931d216d78377 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-34cf397359344bb9bb2931d216d78377\"><\/div>\n<p>States must verify the would-be voter\u2019s driver\u2019s license number against the MVA database, but if an individual lacks a driver\u2019s license then states must use the last four digits of his SSN, name, and date of birth. Notably, verifying a registrant\u2019s SSN or driver\u2019s license does not necessarily confirm his citizenship, since foreign nationals can <a href=\"https:\/\/www.ssa.gov\/pubs\/EN-05-10096.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">obtain<\/a> <a href=\"https:\/\/immigration.procon.org\/states-and-dc-that-allow-drivers-licenses-for-people-in-the-country-illegally\/\" target=\"_blank\" rel=\"noreferrer noopener\">either<\/a>.<\/p>\n<p>The system is meant to ensure prospective voters are eligible. Yet in North Carolina, hundreds of thousands of registrations made it into the system without this verifying information, according to allegations from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pa-state-sen-argall-backs-2020-ariz-style-audit-with-subpoena-power\/\" title=\"Pa. state Sen. Argall backs 2020 Ariz.-style audit with subpoena power\">election integrity activists<\/a>.  <\/p>\n<p>\u201cWe now have hundreds of thousands of ineligible, duplicate, deceased and non-citizen registrants bloating our voter lists \u2014 the breeding ground for election fraud,\u201d North Carolina Election Integrity Team President Jim Womack said in a statement to The Federalist. <\/p>\n<p>Data <a href=\"https:\/\/ncsbe-nc.nextrequest.com\/requests\/24-74\" target=\"_blank\" rel=\"noreferrer noopener\">obtained<\/a> via public records request in April by Carol Snow, who is affiliated with the North Carolina Audit Force group, and reviewed by The Federalist appears to show that since January 2024, more than 4,500 additional voters were added to the rolls despite their records indicating no SSN or driver\u2019s license identification number.<\/p>\n<div class=\"fdrlst__b89e9-eb088842bcadd92d8d1d08de041b88e2 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-eb088842bcadd92d8d1d08de041b88e2\"><\/div>\n<p>The North Carolina State Board of Elections released the records, which are formatted as a massive spreadsheet, to Snow on April 15. The Federalist filtered the data to count the number of <a href=\"https:\/\/s3.amazonaws.com\/dl.ncsbe.gov\/data\/layout_ncvoter.txt\" target=\"_blank\" rel=\"noreferrer noopener\">active, inactive, and temporary<\/a> (military and overseas) voters who are listed by the state as both \u201cmissing SSN\u201d and \u201cmissing driver\u2019s license [number].\u201d<\/p>\n<p>Filtering the data by county, the data indicates that since January, Mecklenburg County saw 726 registrants who fit that description, Durham saw 518, Guilford County saw 406, Onslow County saw 289, and Robeson saw 305. Filtering the statewide data for voters with registration dates in the past year who are \u201cmissing\u201d both identification numbers produces more than 22,000 records.<\/p>\n<p>Notably, the state\u2019s old voter registration form did not make it clear to applicants that their driver\u2019s license identification number or the last four digits of their SSN were required. The old form highlighted \u201crequired\u201d fields, such as name, address, and date of birth, in red. However, the boxes for driver\u2019s license number or SSN were not highlighted. <\/p>\n<p>\u201cThe form fails to require registrants to provide either of these two federally mandated information requirements,\u201d Womack told The Federalist. <\/p>\n<div class=\"fdrlst__b89e9-e5d6cc36f21d1c707fdb3d41f6b24daa fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-e5d6cc36f21d1c707fdb3d41f6b24daa\"><\/div>\n<p>In November 2023, after Snow filed a complaint, the board of elections <a href=\"https:\/\/s3.amazonaws.com\/dl.ncsbe.gov\/State_Board_Meeting_Docs\/Orders\/Other\/2023%20HAVA%20Complaint%20-%20Snow.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">acknowledged<\/a> that the old form\u2019s lack of clear instructions requiring such ID numbers could result in HAVA violations. The board unanimously agreed to update the voter registration application to \u201censure that it is clear that applicants must provide either their driver\u2019s license number or the last four digits of their Social Security number when they register to vote,\u201d NCSBE Public Information Director Patrick<strong> <\/strong>Gannon told The Federalist. <\/p>\n<p>The new form, which entered circulation earlier this year, does clarify that such identifying information is required. However, the board \u201cdid not approve the request that county boards refuse to accept any voter registration forms currently in circulation.\u201d <\/p>\n<p>\u201cWhen forms are submitted by mail or in person to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/claudia-tenney-will-be-certified-winner-of-last-open-us-house-race-judge\/\" title=\"Claudia Tenney Will Be Certified Winner of Last Open US House Race: Judge\">local election boards<\/a>, they are accepted without challenge,\u201d Womack alleged.<\/p>\n<p>Gannon told The Federalist that if a new registrant uses the old form, counties \u201cmust ensure that the applicant has completed the portion of Section 3 of the form by providing an identification number or by checking the box affirmatively stating they do not have such a number.\u201d If a new registrant leaves that part of the form blank, \u201cthen the record must be saved to the Incomplete Queue and the voter must be sent a new registration form and an incomplete letter informing them that the application cannot be processed until that information is provided.\u201d<\/p>\n<p>The new <a href=\"https:\/\/s3.amazonaws.com\/dl.ncsbe.gov\/Voter_Registration\/NCVoterRegForm_06W.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">form<\/a> is linked in English on the North Carolina Board of Elections <a href=\"https:\/\/www.ncsbe.gov\/registering\/how-register\/complete-your-registration-mail\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>. However, users looking for the Spanish voter registration application are still directed to an old-style <a href=\"https:\/\/s3.amazonaws.com\/dl.ncsbe.gov\/Voter_Registration\/NCVoterRegForm_09W.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">form<\/a>. Womack said what is especially concerning is \u201cthe inability to enforce HAVA-required capture of driver license or SSN information on new registrants.\u201d<\/p>\n<p>Womack told The Federalist the state has struggled to \u201cmaintain accurate voter lists or to adequately screen new applicants for those lists\u201d due to what he describes as \u201coverly restrictive legal interpretations\u201d of HAVA and the National Voter Registration Act. <\/p>\n<p>When the board considered Snow\u2019s complaint about the registration form in November, it also rejected a \u201crequested remedy to contact all existing registered voters whose electronic records do not show a driver\u2019s license number [or] last four digits of a Social Security number,\u201d claiming \u201cthat remedy, when applied to an existing registered voter \u2026 is not specifically authorized in HAVA.\u201d Womack said election administrations are \u201chandcuffed \u2026 from maintaining clean voter rolls.\u201d<\/p>\n<p>The board\u2019s order claimed that anyone who registered to vote without providing either his SSN or driver\u2019s license number would not have been permitted to vote \u201cwithout proving their identity consistent with HAVA.\u201d <\/p>\n<p>Gannon acknowledged to The Federalist that the board has no \u201creason to believe\u201d that the 224,000 figure and other numbers represented by the data are \u201cinaccurate.\u201d He said, however, the number would encompass not only voters who did not provide an identifying number but also those whose identifying information \u201cdoes not validate through the database check with DMV and SSA.\u201d <\/p>\n<p>\u201cValidation failure does not necessarily mean the person provided an invalid number,\u201d he said, claiming things like \u201cname change or variation\u201d or even \u201cinexplicable\u201d system error could affect the database\u2019s ability to accurately match voters who otherwise present a valid SSN or driver\u2019s license number. Gannon also added that federal law \u201crequires election officials to process a voter registration form from a voter who says they do not possess an SSN or DL number. These voters will lack an SSN or DL number in their record entirely, but they must also confirm their identity before voting pursuant to\u201d <a href=\"https:\/\/www.ncleg.gov\/EnactedLegislation\/Statutes\/HTML\/BySection\/Chapter_163\/GS_163-166.12.html\" target=\"_blank\" rel=\"noreferrer noopener\">state law<\/a>. <\/p>\n<p>\u201cIt is incorrect to say all these records \u2018lack\u2019 SSN or DL, as if it were not provided and the voter did not verify their identity through a lawful means,\u201d Gannon told The Federalist.<\/p>\n<p>When asked how many voters fall into each category he mentioned \u2014 validation failure due to system error, validation failure because of name changes or variations, and voters who lack SSN or DL but eventually confirm their identity \u2014 Gannon said he didn\u2019t have data for the first two. He said the board \u201cmay\u201d have a way to figure out the number of voters who fall into the third category but that it would \u201ctake time\u201d because the data team is \u201coverloaded.\u201d<\/p>\n<p>Earlier this month, the NCSBE dismissed a <a href=\"https:\/\/s3.amazonaws.com\/dl.ncsbe.gov\/State_Board_Meeting_Docs\/2024-03-11\/Complainant%20Exhibits\/Complainants%20Exhibit%208_Redacted.pdf\">complaint<\/a> from Snow in which she claimed to have found instances of potential duplicate voters on the voter rolls, according to <a href=\"https:\/\/www.wral.com\/story\/in-bipartisan-vote-nc-elections-board-shoots-down-audit-force-allegations-of-election-violations\/21375951\/\" target=\"_blank\" rel=\"noreferrer noopener\">WRAL<\/a>. Board staff argued Snow\u2019s claims were false \u201capparently due to mistakes or to Snow lacking access to certain data the state has but the public doesn\u2019t \u2014 such as voters\u2019 Social Security numbers \u2014 to keep tabs on voters with similar names\u201d such as fathers and sons.
