As hundreds of thousands are offered <a href=\"https:\/\/www.theepochtimes.com\/us\/ngos-offering-illegal-immigrants-community-id-cards-that-open-door-to-services-critics-call-incentives-5517501\" target=\"_blank\" rel=\"noreferrer noopener\">federal benefits<\/a>, asylum, or Social Security numbers for <a href=\"https:\/\/www.foxnews.com\/politics\/chicago-mayor-urges-biden-grant-work-permits-half-million-illegal-immigrants\" target=\"_blank\" rel=\"noreferrer noopener\">work permits<\/a>, what are the chances they will flow onto voter rolls illegally ahead of the 2024 election?<\/p>\n<p>An accountant\u2019s answer might apply: Highly likely; it also depends.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1141638572\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-aafae5b2865510268389e4326d6f1c9e fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-aafae5b2865510268389e4326d6f1c9e\"><\/div>\n<p>It is up to states to remove ineligible voters from registration lists by going back to the root of the illegal registration: their departments of motor vehicles (DMV). Since it was enacted in 1993, the National Voter Registration Act (NVRA), \u201cMotor Voter,\u201d has <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/progressive-groups-demand-feinstein-help-pass-democratic-election-bills-or-resign\/\" title=\"Progressive Groups Demand Feinstein Help Pass Democratic Election Bills Or Resign\">expanded voter registration<\/a> by integrating it with driver license issuance. It also created a <a href=\"https:\/\/publicinterestlegal.org\/foreign-nationals-voting\" target=\"_blank\" rel=\"noreferrer noopener\">cascade<\/a> of noncitizens flowing onto voter rolls. <\/p>\n<p>Many on the left claim it\u2019s illegal for noncitizens to register to vote and to cast ballots, so that\u2019s that. But when millions are opted into registration automatically in at least 44 states \u2014 even if they check \u201cno\u201d on the citizenship question \u2014 it is up to states to check on their citizenship status.<\/p>\n<p>Many states do use \u201clegal presence\u201d codes provided by the DMV to check. Arizona has been using the DMV data since 1996 to at least filter out noncitizens for state elections. More states could do the same, and come into compliance with two key pillars of motor voter: maintaining accurate rolls and making that data available to the public.<\/p>\n<h2 class=\"wp-block-heading\">Biden Push to Register Left-Leaning Voters<\/h2>\n<p>Since the Biden administration rolled out <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14019<\/a>, which commandeers political appointees in federal agencies to get into the business of registering voters at taxpayer expense, voter disenfranchisement concerns have skyrocketed among election-security groups around the country.<\/p>\n<div class=\"fdrlst__b89e9-3a150a962a3b6b099f76d6975b3d9774 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-3a150a962a3b6b099f76d6975b3d9774\"><\/div>\n<p>That\u2019s with good reason. Many states refuse to comply with section 8 of NVRA and reveal to the public their process of removing ineligible voters from their rolls. Pennsylvania admits to \u201caccidentally\u201d registering some <a href=\"https:\/\/publicinterestlegal.org\/press\/pilf-sues-pennsylvania-release-data-100k-noncitizen-voter-registrants\/\" target=\"_blank\" rel=\"noreferrer noopener\">90,000 noncitizens<\/a> via motor voter automated registrations.<\/p>\n<p>Pennsylvania legislators and civic groups are in litigation over the plan and <a href=\"https:\/\/www.yahoo.com\/news\/biden-vote-executive-order-challenged-080019427.html\" target=\"_blank\" rel=\"noreferrer noopener\">asking the Supreme Court<\/a> to review the constitutionality of the executive order over its apparent intent to target Democrat-leaning populations with registration materials, pushed by political appointees whose job depends on who is in the White House. Nongovernmental organizations (NGOs) have also been <a href=\"https:\/\/www.dailysignal.com\/2024\/04\/15\/group-in-mexico-displays-flyers-urging-illegal-aliens-to-vote-for-biden\/\" target=\"_blank\" rel=\"noreferrer noopener\">caught handing out registration<\/a> materials to the flood of migrants they are helping to enter the country illegally.<\/p>\n<h2 class=\"wp-block-heading\">Virginia\u2019s Positive Example<\/h2>\n<p>Virginia\u2019s election officials have confirmed they are now adding a validation check against DMV\u2019s legal presence codes as part of a modernization program the state launched after it exited the controversial Electronic Registration Information Center (ERIC) <a href=\"https:\/\/www.documentcloud.org\/documents\/23810805-file_0097-2\" target=\"_blank\" rel=\"noreferrer noopener\">in 2023<\/a>.\u00a0As The Federalist <a href=\"https:\/\/thefederalist.com\/2024\/03\/20\/report-eric-deemed-168000-dead-or-relocated-virginians-eligible-but-unregistered-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported in March<\/a>, \u201cthe multi-state voter roll maintenance partnership has been criticized for pushing expansive voter registration efforts, particularly a requirement that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/eu-agrees-on-law-forcing-big-tech-to-tackle-illegal-content\/\" title=\"EU Agrees on Law Forcing Big Tech to Tackle Illegal Content\">member states reach<\/a> out to \u2018eligible but unregistered\u2019 voters (EBUs) from lists compiled by ERIC.\u201d<\/p>\n<p>The problem is, many of the EBUs that ERIC-member states are required to send registration materials have already declined to register \u2014 because they are not citizens. In Virginia, Public Interest Legal Foundation (PILF) <a href=\"https:\/\/thefederalist.com\/2024\/03\/20\/report-eric-deemed-168000-dead-or-relocated-virginians-eligible-but-unregistered-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">discovered that Virginia<\/a> had to filter out more than 168,000 ineligible voters from its \u201cunregistered but eligible\u201d (UBE) list, thanks to <a href=\"https:\/\/epec.info\/wp-content\/uploads\/2024\/04\/LegalPresenceCodes2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">DMV \u201clegal presence\u201d<\/a> codes.<\/p>\n<div class=\"fdrlst__b89e9-7f158f3d635890aa5e771921224bca60 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-7f158f3d635890aa5e771921224bca60\"><\/div>\n<p>PILF\u2019s research found <a href=\"https:\/\/thefederalist.com\/2024\/03\/20\/report-eric-deemed-168000-dead-or-relocated-virginians-eligible-but-unregistered-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">similar problems in Colorado<\/a>, which sent registration cards to more than 30,000 foreign nationals from ERIC\u2019s UBE data that comes in from sources such as DMV\u2019s motor voter. ERIC\u2019s <a href=\"https:\/\/www.documentcloud.org\/documents\/23810805-file_0097-2\" target=\"_blank\" rel=\"noreferrer noopener\">refusal to reform<\/a> this flaw in mailings was one of many reasons at least eight states have left the pact.<\/p>\n<p>States can do more to fix the DMV glitch that automatically sends noncitizens to voter rolls via DMV records, and for general maintenance of the rolls. Once it receives \u201cno\u201d answers to the citizenship question on motor <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/stacey-abrams-voting-rights-pac-helped-group-that-pushed-voter-fraud-conspiracy-theories\/\" title=\"Stacey Abrams\u2019 Voting Rights PAC Helped Group That Pushed Voter Fraud Conspiracy Theories\">voter registration data<\/a>, Virginia now cross-references the list with the <a href=\"https:\/\/www.uscis.gov\/save\" target=\"_blank\" rel=\"noreferrer noopener\">Systematic Alien Verification for Entitlements<\/a> (SAVE) database of immigration status operated by U.S. Citizenship and Immigration Services.<\/p>\n<h2 class=\"wp-block-heading\">House to Put Members on Record<\/h2>\n<p>House Speaker Mike Johnson, R-La., has <a href=\"https:\/\/www.youtube.com\/watch?v=U8rFTahP-1M\" target=\"_blank\" rel=\"noreferrer noopener\">complained for years<\/a> about noncitizens voting in elections after they were added to voter rolls through \u201cmotor voter.\u201d He recently announced he would introduce legislation <a href=\"https:\/\/thehill.com\/latino\/4588719-trump-johnson-bill-non-citizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">requiring documentation of citizenship<\/a> to register to vote, which would entail cross-checks with the SAVE database.<\/p>\n<p>In a world of Big Data, states have an expanding array of sources available to check the accuracy and legitimacy of voter registration data. For example, Virginia cross-references death records with the Social Security Administration and nonprofit health information hub <a href=\"https:\/\/www.naphsis.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Naphsis<\/a>, which helped it identify and remove more than <a href=\"https:\/\/wtop.com\/virginia\/2023\/04\/virginia-discovers-nearly-19000-dead-people-on-voter-rolls\/\" target=\"_blank\" rel=\"noreferrer noopener\">18,000 deceased voters<\/a> that had accumulated on the rolls for years.<\/p>\n<p>Also, when Virginians move away from the Old Dominion, at least 40 states send driver-license surrender information back to Virginia\u2019s Department of Elections to update its rolls.<\/p>\n<h2 class=\"wp-block-heading\">Noncitizens Do Vote<\/h2>\n<p>Although corporate media outlets claim (without citation) that noncitizens voting illegally \u201c<a href=\"https:\/\/www.npr.org\/2024\/03\/13\/1238102501\/noncitizen-voting-immigration-conspiracy-theory\" target=\"_blank\" rel=\"noreferrer noopener\">almost never happens,\u201d<\/a> Virginia\u2019s Department of Elections\u2019 records\u00a0show that they do. Recent data from monthly maintenance records show at least 1,481 unique registrations were removed from voter rolls so far this year with the reason code: \u201cDeclared Non-Citizen.\u201d <\/p>\n<p>They left a history of disenfranchising legal ballots. Before the voter rolls were scrubbed, voting records show 838 associated ballots were cast <a href=\"https:\/\/epec.substack.com\/p\/va-records-show-non-citizens-voting\" target=\"_blank\" rel=\"noreferrer noopener\">going back to 2019<\/a>.<\/p>\n<p>Asked if it had received any criminal referrals from the localities where the illegal ballots were cast for years, Virginia\u2019s attorney general\u2019s office replied it had received none. Virginia has removed more than 11,000 noncitizens from voter rolls in the past decade, according to PILF.<\/p>\n<p>Research from PILF shows that <a href=\"https:\/\/publicinterestlegal.org\/foreign-nationals-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">permanent residents (\u201cgreen card\u201d holders)<\/a> are the most likely to end up on voter rolls from automated motor voter registrations. The next highest group they cite are noncitizens who overstay their student visas. Foreign nationals who have already broken the law by coming into the country illegally rank as the third most likely group to end up on voter rolls via soft spots in voter-registration programs once they receive a work permit.<\/p>\n<p>Chris Rohland, a voter-technology researcher for a voter nonprofit in Virginia, says the responsibility for checking on eligibility really falls to the local county registrar.<\/p>\n<p>\u201cAs I look at [software] logs for the pollbooks, I do see registration information at different points of time in the logs,\u201d he says. \u201cRight now, the pipeline of voter data comes in from DMV, then flows into the statewide voter registration system (known as VERIS). That data is sent to a \u2018hopper\u2019 in every locality of Virginia. And that is generally where all the voter ID assignments are made,\u201d Rohland noted.<\/p>\n<p>At that point, \u201cWhat mechanism exists to verify citizenship?\u201d\u00a0Election-security groups have an answer: They can start by checking DMV legal presence codes.<\/p>\n<div class=\"fdrlst__b89e9-984e451b97b8ddb84b431b3fd8b3a6f6 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-984e451b97b8ddb84b431b3fd8b3a6f6\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The ongoing U.S. border crisis worsens, with 8 to 10 million illegal foreign nationals estimated to have entered since President Biden took office in 2021.
