The recount, requested \u2064by a voter in Santa Clara County, revealed a slight lead for Low, who will now challenge Democrat Sam Liccardo\u200b in November. The intense recount\u2064 process was\u2064 described as &#8220;character-building&#8221; by\u2064 Low. A recount in California&#8217;s 16th\u2062 Congressional District resolved a deadlock between Democratic contenders Evan\u200d Low and Joe Simitian,\u2063 setting the stage for a head-to-head contest \u2064in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-bidens-envoy-threatens-brazil-not-to-question-electronic-vote\/\" title=\"Report: Biden\u2019s envoy threatens Brazil not to question electronic vote\">upcoming general election<\/a>. Low found the recount experience enriching, describing it as character-forming.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>In <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/california\" target=\"_blank\" rel=\"noopener\" title=\"election\">California<\/a>\u2018s 16th Congressional District, the general <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/2024-elections\" target=\"_blank\" rel=\"noopener\" title=\"election\">election<\/a> will be between two candidates, not three, after a recount broke a tie between the two second-place finishers.<\/p>\n<p>Democratic candidates Evan Low and Joe Simitian had tied for second place behind Democrat Sam Liccardo, leading to a potential \u2014 and unusual \u2014 <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2958108\/california-house-election-tie-history-three-way-race\/\" target=\"_blank\" rel=\"noopener\" title=\"three-way race\">three-way race<\/a> in November if the results held up, but the result was overturned after a recount was requested by a registered voter in Santa Clara County.<\/p>\n<p>Both candidates had garnered 30,249 votes across San Mateo and Santa Clara counties, but after a recount in Santa Clara County, Low gained 11 votes and Simitian gained only seven. Officials announced the updated results on Tuesday.<\/p>\n<p>\u201cOur elections staff has been working diligently for the past two weeks to conduct this unprecedented<br \/>recount and ensure that the final results are complete and accurate,\u201d Assistant Registrar of<br \/>Voters in Santa Clara County Matt Morales said in a statement. \u201cThis is the largest and most complex recount we have conducted, as well as our first machine recount on our new <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/update-corrupted-software-that-stole-6000-votes-from-trump-in-michigan-county-shut-down-for-two-hours-in-red-counties-in-georgia-on-election-day\/\" title=\"Update: Corrupted Software that Stole 6,000 Votes From Trump in Michigan County -- Shut Down for TWO HOURS in Red Counties in Georgia on Election Day\">voting system<\/a>.\u201d<\/p>\n<p>\u201cIt is not unusual for a recount to change the vote totals, especially in such a large jurisdiction,\u201d he added. \u201cBecause this contest was so close with two candidates precisely tied for second place,<br \/>even tiny changes can make a difference in the outcome.\u201d<\/p>\n<p>With the tie broken, Low will advance to the general election in November against Liccardo. Because California\u2019s primary system allows the top two candidates regardless of party to advance, the general election for the deep blue seat \u2014 currently held by retiring Rep. Simitian also released a statement, accepting the results and saying he is \u201cdisappointed\u201d but not sad.<\/p>\n<p>\u201cThe good news is the 16th congressional district\u2019s long painful exercise counting the votes is over! The not-so-good news: we have come up short. I lost, and I concede.
