The\u2064 Biden administration claims the operation is nonpartisan, but \u200cinternal documents reveal \u2063left-wing activists&#8217; influential role in proposing election policy changes. GOP lawmakers have raised concerns about \u200cthe \u2062legality and constitutionality of the order.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><strong>EXCLUSIVE \u2014<\/strong> In the summer of 2021, the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/biden-administration\/\" target=\"_blank\" rel=\"noopener\" title>White House<\/a> convened a meeting over Zoom with outside groups to plan on implementing an executive <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noopener\" title>order<\/a> from the president granting them historic new tools to register voters. The Biden administration has insisted attendees and the operation at large are \u201cnonpartisan,\u201d though internal documents provide a glimpse into how the July 12, 2021, meeting appears to have overwhelmingly been a key platform for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democratic-dark-money-giants-bankroll-nonpartisan-activists-behind-2024-latino-voter-turnout-operation\/\" title=\"Major Democratic donors fund supposedly nonpartisan groups driving Latino voter engagement in the 2024 election\">left-wing activist hubs<\/a> to suggest sweeping election policy changes.<\/p>\n<p>The documents, which have not been reported on until now, are a window into how nonprofit organizations have coordinated with the highest levels of the government on bringing President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">Joe Biden<\/a>\u2018s executive order to fruition. Republican <a href=\"https:\/\/www.foxnews.com\/politics\/biden-administration-ignores-demands-congress-watchdogs-voting-executive-order-documents\" target=\"_blank\" rel=\"noopener\" title>lawmakers<\/a> and conservative groups <a href=\"https:\/\/www.heritage.org\/election-integrity\/commentary\/the-house-republican-probe-you-should-be-watching\" target=\"_blank\" rel=\"noopener\" title>have<\/a> heavily scrutinized <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2022\/06\/Letter-to-GSA-EO-Promoting-Access-to-Voting.pdf\" target=\"_blank\" rel=\"noopener\" title>the<\/a> legality <a href=\"https:\/\/thefga.org\/blog\/fga-v-doj-bidenbucks-scandal\/\" target=\"_blank\" rel=\"noopener\" title>and<\/a> constitutionality of the March 2021 order, which calls for \u201csoliciting and facilitating approved, nonpartisan third-party organizations and state officials to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-puts-susan-rice-in-charge-of-effort-to-expand-vote-by-mail\/\" title=\"Biden Puts Susan Rice in Charge of Effort to Expand Vote by Mail\">provide voter registration services<\/a> on agency premises.\u201d<\/p>\n<p>And following the 2020 election, which drew GOP-led investigations in Congress over Facebook CEO Mark Zuckerberg wiring hundreds of millions of dollars to a progressive-left group <a href=\"https:\/\/www.realclearinvestigations.com\/articles\/2022\/06\/07\/team_zuckerberg_masks_the_heavily_pro-democrat_tilt_of_2020_election_zuck_bucks_study_finds_835470.html\" target=\"_blank\" rel=\"noopener\" title>that<\/a> boosted Democrats, Republicans are concerned <a href=\"https:\/\/thefederalist.com\/2024\/04\/23\/exclusive-pennsylvania-lawmakers-appeal-to-supreme-court-in-case-challenging-bidenbucks\/\" target=\"_blank\" rel=\"noopener\" title>the<\/a> 2021 \u201c<a href=\"https:\/\/thefga.org\/blog\/bidenbucks-how-the-federal-government-is-quietly-taking-over-elections\/\" target=\"_blank\" rel=\"noopener\" title>Bidenbucks<\/a>\u201d order will unlawfully appropriate federal funds in 2024 to promote Democratic voter turnout. The order, lawmakers say, may violate the Antideficiency Act, a law barring federal agencies from spending funds beyond those approved through Congress, and the Hatch Act, which restricts government employees from engaging in certain political activities, among other laws.<\/p>\n<p>\u201cThe Biden administration continues to spend taxpayer dollars on partisan voter registration initiatives,\u201d said Rep. Bryan Steil (R-WI), chairman of the House Administration Committee, which oversees elections. \u201cNot only is this shady, but it does not instill trust in our elections.\u201d<\/p>\n<p>Biden\u2019s March 2021 order mandates federal agencies develop plans to provide the public access to voter registration services with the help of \u201capproved\u201d outside groups, as well as assist the public in filling out these forms and mail-in-ballot applications. Concerned GOP lawmakers <a href=\"https:\/\/tenney.house.gov\/sites\/evo-subsites\/tenney.house.gov\/files\/evo-media-document\/1.19.22_Letter%20to%20OMB%20on%20Voting%20EO_Final.pdf\" target=\"_blank\" rel=\"noopener\" title>have<\/a> since <a href=\"https:\/\/thefederalist.com\/2024\/04\/16\/biden-education-department-doubles-down-on-taxpayer-funded-gotv-using-college-students\/\" target=\"_blank\" rel=\"noopener\" title>sent<\/a> letters to the Biden administration asking it to turn over any potential criteria for approved entities.<\/p>\n<p>At the same time, internal meeting notes reveal some of the topics left-wing organizations discussed during a July 12, 2021, \u201clistening session\u201d for the March order. Previously released <a href=\"https:\/\/thefga.org\/wp-content\/uploads\/2022\/09\/CRT-9-8-22-Production-FGA_section-17.pdf\" target=\"_blank\" rel=\"noopener\" title>records<\/a> revealed a snippet of the agenda of the virtual meeting, which was attended by representatives from the Executive Office of the President, the Department of Justice, and other agencies.<\/p>\n<p>One 2021 meeting attendee, for instance, was Jose Morales, a former Biden-Harris transition team staffer who is listed on the 2021 meeting notes as a representative for the left-wing Fair Fight Action. Morales, ex-chief of staff for the failed 2022 Democratic gubernatorial candidate <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/stacey-abrams\/\" target=\"_blank\" rel=\"noopener\" title>Stacey Abrams<\/a> campaign, urged federal agencies in the meeting to make sure they\u2019re \u201cprioritizing opportunities for helping people to fill out voting forms\u201d and to vote by mail. He also stressed that federal employees should receive a day off to vote and assist election workers, who Morales said are under \u201cassault.\u201d<\/p>\n<p>Then there\u2019s Laura Williamson, a then-employee at the left-wing Demos think tank who now works for the Southern Poverty Law Center. At the 2021 meeting, Williamson told agencies they shouldn\u2019t \u201cstop at registration.\u201d <\/p>\n<p>\u201cIt\u2019s just the first hurdle,\u201d said the then-employee at Demos, which GOP lawmakers <a href=\"https:\/\/tenney.house.gov\/sites\/evo-subsites\/tenney.house.gov\/files\/evo-media-document\/1.19.22_Letter%20to%20OMB%20on%20Voting%20EO_Final.pdf\" target=\"_blank\" rel=\"noopener\" title>say<\/a> crafted a document in 2020 that ended up appearing \u201cnearly identical\u201d to the Biden order. Demos notably counted Barack Obama in 2001 as a founding board member, according <a href=\"https:\/\/projects.propublica.org\/nonprofits\/display_990\/134105066\/2002_07_EO%2F13-4105066_990_200106\" target=\"_blank\" rel=\"noopener\" title>to<\/a> tax forms.<\/p>\n<p>At the meeting, Williamson offered that the Department of Housing and Urban Development should \u201cconsider integrating voter registration into public housing\u201d as a requirement under federal law, the notes say.<\/p>\n<p>It\u2019s a proposal that Stewart Whitson, an attorney who works for the conservative Foundation for Government Accountability, said is evidence of a coordinated effort between the White House and activists to target vulnerable populations seen as likely Biden voters through the unlawful order. FGI and the Heritage Foundation\u2019s Oversight Project separately obtained the same meeting notes through records requests to the Department of Justice. <\/p>\n<p>Another 2021 meeting participant was Nikolas Youngsmith, then an attorney for the Mexican American Legal Defense and Educational Fund, which appears to support illegal immigration and also <a href=\"https:\/\/twitter.com\/MALDEF\/status\/1564294988770422784\" target=\"_blank\" rel=\"noopener\" title>awards<\/a> scholarships to undocumented students. Youngsmith, now a Democratic congressional aide, said at the meeting that his group backed voter registration efforts for \u201cimmigrants and noncitizens,\u201d meeting notes show.<\/p>\n<p>\u201cWe also want to make sure that they are done in a careful way,\u201d Youngsmith said, according to the unearthed documents. \u201cAll fed[eral] employees must be well-trained in this. Need to trust people are acting in bounds of the law. Especially when there are language issues. Federal employees need to know who should be properly registered and not. (AP Photo\/Alex Brandon)<\/figcaption><\/figure>\n<p>Meanwhile, the \u201cnonpartisan\u201d 2021 meeting fielded presentations from staffers from the League of Women Voters, including registered lobbyist Jessica Jones Capparell. Meeting notes say Capparell, a former campaign aide to ex-Sen. Claire McCaskill, urged agencies to register people to vote at citizen and naturalization ceremonies run by federal courts.<\/p>\n<p>Capparell lobbied in 2023 on behalf of the League of Women Voters against appropriations bills seeking to prohibit agencies from using funding in connection to Biden\u2019s 2021 executive order, congressional <a href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/a3deb8f7-cb3b-4396-8783-65fc7baa3fc5\/print\/\" target=\"_blank\" rel=\"noopener\" title>filings<\/a> show.<\/p>\n<p>So did her lobbyist colleague, Celina Stewart, who attended the meeting that year, according to meeting notes.<\/p>\n<p>\u201cAgencies need more funding to make sure this happens,\u201d Stewart, who discussed voter registration, said at the meeting. <\/p>\n<p>Two presenters were also Keeda Haynes of the Sentencing Project, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/antifa-blm-vandalize-ice-building-burn-original-starbucks\/\" title=\"Antifa, BLM vandalize ICE building, burn original Starbucks\">left-wing group<\/a> that supports defunding prisons, and Dana Paikowsky, then at the left-wing Campaign Legal Center watchdog. Both discussed reforms to the Bureau of Prisons, according to meeting notes.<\/p>\n<p>\u201cFelony disenfranchisement is voter suppression,\u201d Haynes, a <a href=\"https:\/\/ballotpedia.org\/Keeda_Haynes\" target=\"_blank\" rel=\"noopener\" title>recent<\/a> Democratic congressional candidate, said at the 2021 meeting. She called for the use of federal resources to register inmates to vote in prisons.<\/p>\n<p>Paikowsky, who says on her LinkedIn profile that she now works at the Justice Department, said in the meeting that the Campaign Legal Center made recommendations to the Bureau of Prisons on certain issues.<\/p>\n<p>The agency was \u201cexcited,\u201d Paikowsky apparently said during the meeting. <\/p>\n<p>The 2021 meeting was also attended by representatives from the George Soros-backed Open Society Policy Center, End Citizens United, eBay founder Pierre Omidyar\u2019s Democracy Fund, Black Voters Matter, the Brennan Center for Justice, the Leadership Conference on Civil and Human Rights, and other major left-wing activist groups, documents show. <\/p>\n<p>Ahead of the 2024 election, which will feature a rematch between Biden and Trump, various nonprofit organizations <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2977892\/democratic-dark-money-giants-latino-voter-turnout-operation\/\" target=\"_blank\" rel=\"noopener\" title>bankrolled by top Democratic dark money<\/a> groups and linked to this 2021 meeting are launching \u201cnonpartisan\u201d campaigns to mobilize voters.<\/p>\n<p>But to Hans von Spakovsky, a senior Heritage Foundation legal fellow, the reason the order is concerning isn\u2019t solely because groups helping to shape it are partisan. <\/p>\n<p>Fundamentally, the federal government shouldn\u2019t be in the business of voter registration, von Spakovsky told the <em>Washington Examiner<\/em>.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>\u201cThere\u2019s too much risk of the party that controls the executive branch using that to manipulate who gets registered,\u201d he said. <\/p>\n<p>The White House did not reply to a request for comment. <\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a summer 2021 exclusive, the White House organized a Zoom meeting with external groups to strategize the implementation of a presidential executive order providing groundbreaking voter registration tools.
