The bill&#8217;s passage \u200bis pivotal as it presents a last opportunity \u200dfor <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/big-votes-coming-on-multiple-fronts-in-house-and-senate-later-today\/\" title=\"Major votes scheduled in both the House and Senate later today\">significant legislative action<\/a> before the \u200celection.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Senators are hoping their priorities can hitch a ride on a bill reauthorizing the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/faa\/\" target=\"_blank\" rel=\"noopener\" title>Federal Aviation Administration<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2981709\/mike-johnson-finds-house-footing-republican-landmines\/\" target=\"_blank\" rel=\"noopener\" title>one of the last<\/a> must-pass pieces of legislation of the current Congress.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate\/\" target=\"_blank\" rel=\"noopener\" title>Senate<\/a> will take its first procedural vote on the reauthorization Wednesday, days before the agency\u2019s authority expires on May 10.<\/p>\n<p>Congressional leaders in the House and Senate announced a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/2983034\/lawmakers-strike-deal-long-awaited-faa-reauthorization-deadline-looms\/\" target=\"_blank\" rel=\"noopener\" title>bipartisan deal<\/a> on the bill Monday, paving the way for its passage after three <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-budget-director-shalanda-young-refuses-to-give-mccarthy-credit-for-spending-deal\/\" title=\"Shalanda Young, Biden's budget director, denies McCarthy credit for spending deal.\">short-term extensions<\/a>. But the legislation will face opposition from senators on the losing side of its most controversial provision, as well as demands from other members who want to see unrelated measures added before it\u2019s sent over to the House.<\/p>\n<p>Committee negotiators in both chambers had to navigate a series of land mines in crafting the legislation, among them <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-looks-to-avoid-year-end-faa-fight-as-aviation-safety-concerns-hold-up-deal\/\" title=\"Congress aims to prevent year-end FAA dispute as aviation safety concerns hinder agreement\">pilot training requirements<\/a> that held up the bill in the Senate for months. Meanwhile, they ultimately decided to allow five new round-trip flights at Reagan National Airport, despite protests from Washington, D.C.-area lawmakers who say the change will cause further delays at one of the busiest travel hubs in the country.<\/p>\n<p>Those protests will spill over to the bill\u2019s consideration on the Senate floor. Sen. Mark Warner (D-VA) plans to demand an amendment stripping the provision out, and he could have strong support. <\/p>\n<p>Sen. Joe Manchin (D-WV) <a href=\"https:\/\/x.com\/Sen_JoeManchin\/status\/1785356401419649220\" target=\"_blank\" rel=\"noopener\" title>came out against<\/a> the additional slots on Tuesday, while House lawmakers were almost evenly split when the measure was rejected in a July floor vote.<\/p>\n<p>Majority Leader Chuck Schumer (D-NY) will be forced to consider amendments from Warner and other senators as he negotiates an agreement that would fast-track its passage in the Senate. But the biggest question is whether he will allow votes on unrelated bills that cover everything from children\u2019s online safety to compensation for radiation exposure victims.<\/p>\n<p>\u201cThe problem is, this is probably one of the last must-pass vehicles between now and the election, and all the senators know that,\u201d said Sen. John Cornyn (R-TX), an adviser to GOP leadership who noted that around 20 amendment requests have been filed so far. <\/p>\n<p>\u201cIf you\u2019re the bill manager, and you actually want to get the bill passed, that\u2019s probably not something you would welcome with open arms,\u201d he added. <\/p>\n<p>Sen. Josh Hawley (R-MO), in particular, has been dogged in trying to get the radiation legislation signed into law. It passed the Senate with 69 votes in March, but attaching it to a larger bill may be its only chance of getting through the House given its $50 billion price tag.<\/p>\n<p>He announced on Tuesday that he would slow the FAA bill down unless his legislation gets an amendment vote.<\/p>\n<figure><figcaption>Sen. (AP Photo\/Mark Schiefelbein)<\/figcaption><\/figure>\n<p>The online safety bill, which would require social and other web platforms to take \u201creasonable measures\u201d to protect children from bullying and exploitation, is similarly popular. It has 70 Senate <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/1409\/cosponsors\" target=\"_blank\" rel=\"noopener\" title>co-sponsors<\/a>, including Schumer himself. <\/p>\n<p>Sen. Richard Blumenthal (D-CT), the lead sponsor along with Sen. Marsha Blackburn (R-TN), told the <em>Washington Examiner<\/em> they would \u201ctry to use any vehicle we can\u201d to get the bill passed, but he doubted leadership will allow off-topic amendments to be considered.<\/p>\n<p>\u201cIt has been delayed for so long, and there\u2019s still moving parts in connection with the subject matter itself,\u201d he said, \u201cthat they want to get it done without having to open the door to other amendments.\u201d<\/p>\n<p>Oftentimes, leadership is reluctant to allow last-minute changes to bills, especially under a tight deadline. But if Schumer does give these or other measures a vote, some could actually pass.<\/p>\n<p>Bills that aren\u2019t germane to the underlying legislation \u2014 in this case, the aviation industry \u2014 can still be considered, but only at a 60-vote threshold.<\/p>\n<p>Schumer controls the floor, meaning he decides what gets brought up for a vote. But he will face resistance from GOP leadership that kills certain amendments\u2019 prospects outright. Republicans can filibuster the FAA reauthorization with a bare 41 votes.<\/p>\n<p>Among the possible amendment votes that Senate Minority Leader Mitch McConnell (R-KY) opposes is legislation on cannabis banking that Schumer had <a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/04\/schumer-wants-stablecoins-cannabis-banking-in-faa-bill-00154964\" target=\"_blank\" rel=\"noopener\" title>expressed interest<\/a> in attaching.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Schumer has just 10 days to get the bill through the Senate, and he will need to leave enough time for Speaker Mike Johnson (R-LA) to send the bill to President Joe Biden\u2019s desk.<\/p>\n<p>But the procedural hurdles he will be forced to jump through if he can\u2019t reach a time agreement means Senate passage likely won\u2019t come sooner than next week.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senators aim to include their priorities in the FAA reauthorization bill, a key piece of legislation for the current Congress.
