U.S. officials seek to prevent\u2064 civilian casualties as diplomatic efforts\u2062 intensify.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/israel\" target=\"_blank\" rel=\"noopener\" title>Israeli<\/a> Prime Minister <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/benjamin-netanyahu\" target=\"_blank\" rel=\"noopener\" title>Benjamin Netanyahu<\/a> vowed to invade Rafah on Tuesday as negotiations between Israel and Hamas on a ceasefire deal continue.<\/p>\n<p>The United States and Israel disagree about the potential of an Israeli military ground invasion into Rafah, the southernmost city of Gaza along the Egyptian border where more than a million Palestinians have sought refuge during the war. It is also <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/hamas\" target=\"_blank\" rel=\"noopener\" title>Hamas\u2019s<\/a> last remaining stronghold. Several governments, the U.S. included, and international entities have warned there could be significant civilian casualties if Israel goes ahead with full-scale military operations in the city without proper and extensive planning.<\/p>\n<p>\u201cThe idea that we will halt the war before achieving all of its goals is out of the question,\u201d Netanyahu said on Tuesday, according to a statement from his office. \u201cWe will enter Rafah, and we will eliminate the Hamas battalions there \u2014 with or without a deal, in order to achieve the total victory.\u201d<\/p>\n<p>Hamas is considering a ceasefire proposal from Egypt that could delay and possibly stop an Israeli invasion of Rafah. While many details of the proposed deal remain unknown, U.S. officials have repeatedly said they\u2019re hoping for roughly six weeks and that during that time, the international community would be able to surge humanitarian aid into the strip.<\/p>\n<p>U.S. Secretary of State <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/antony-blinken\" target=\"_blank\" rel=\"noopener\" title>Antony Blinken<\/a> is in the Middle East, meeting with regional leaders. He said on Monday that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/josh-hawley-says-code-pink-astroturf-wackos-need-to-be-called-out\/\" title=\"Josh Hawley denounces Code Pink as 'astroturf wackos' and calls for accountability\">current ceasefire proposal<\/a> is \u201c<a href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense\/2982710\/blinken-urges-hamas-accept-extraordinarily-generous-ceasefire-deal\/\" target=\"_blank\" rel=\"noopener\" title>extraordinarily generous<\/a>\u201d on the part of Israel, and he urged Hamas to accept the deal \u201cquickly.\u201d<\/p>\n<p>\u201cHamas has before it a proposal that is\u00a0extraordinarily,\u00a0extraordinarily\u00a0generous\u00a0on the part of Israel,\u201d the secretary explained. \u201cAnd in this moment, the only thing standing between the people of Gaza and a ceasefire is Hamas. (AP Photo\/Fatima Shbair)<\/figcaption><\/figure>\n<p>Biden administration officials have had multiple virtual meetings with their Israeli counterparts to discuss the latter\u2019s intended operations in Rafah. Israeli leaders have delayed these plans for weeks as they haven\u2019t been able to meet in person following Netanyahu\u2019s decision to cancel their trip to Washington.<\/p>\n<p>President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\" target=\"_blank\" rel=\"noopener\" title>Joe Biden\u2019s<\/a> <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-president-trump-to-pardon-gen-michael-flynn-per-report\/\" title=\"BREAKING: President Trump to Pardon Gen. Michael Flynn, Per Report\">national security adviser<\/a>, Jake Sullivan, has met with Israeli officials twice virtually since Netanyahu canceled the scheduled in-person meeting over the U.S. abstention of resolution at the United Nations Security Council.<\/p>\n<p>White House press secretary Karine Jean-Pierre described Sullivan\u2019s meetings as \u201cproductive\u201d and said, \u201cWe believe that the Israeli government is taking our concerns into account and those conversations are going to continue. We would like to have an in-person meeting. That is certainly what we\u2019d like to do.\u201d<\/p>\n<p>Netanyahu\u2019s top advisers, national security adviser Tzachi Hanegbi and Minster for Strategic Affairs Ron\u00a0Dermer, were supposed to travel to Washington in late March for the meeting, but Netanyahu canceled their travel on March 25 after the U.S. abstained from what it believed to be an unfavorable U.N. Security Council\u00a0resolution that allowed it\u00a0to pass.<\/p>\n<p>Blinken reiterated on Monday that the administration has \u201cnot yet seen a plan that gives us confidence that civilians can be effectively protected.\u201d<\/p>\n<p>\u201cWe\u2019ve said clearly and for some time now on Rafah that in the absence of a plan to ensure that civilians will not be \u2014 will not be harmed, we can\u2019t support a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-democracies-perish\/\" title=\"How Democracies Perish\">major military operation<\/a> in Rafah,\u201d he added.<\/p>\n<p>National Security Council coordinator John Kirby said Israel has agreed not to move forward with a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/6-major-things-biden-failed-to-address-in-his-speech-to-congress\/\" title=\"6 Major Things Biden Failed To Address In His Speech To Congress\">full-scale invasion<\/a> of Rafah until the U.S. has a chance to share its perspectives. <\/p>\n<p>\u201cWe have to have a better understanding from the Israelis about what they want to do. As a matter of fact, we\u2019ve had several staff talks with them,\u201d he explained over the weekend. \u201cWe intend to do that more. They\u2019ve assured us they won\u2019t go into Rafah until we\u2019ve had a chance to really share our perspectives and concerns with them. So we\u2019ll see where that goes.\u201d<\/p>\n<p>Biden spoke with Netanyahu on Sunday and reiterated his opposition to a Rafah ground invasion.<\/p>\n<p>\u201cThe President and the Prime Minister also discussed increases in the delivery of humanitarian assistance into Gaza including through preparations to open new northern crossings starting this week. The President stressed the need for this progress to be sustained and enhanced in full coordination with humanitarian organizations,\u201d the White House\u2019s readout of the call said. \u201cThe leaders discussed Rafah and the President reiterated his clear position.\u201d<\/p>\n<p>Israeli forces have routinely carried out deadly airstrikes in Rafah in recent weeks.<\/p>\n<p>Nearly two dozen people were killed in airstrikes on Rafah overnight into Monday, the <em>Associated Press<\/em> <a href=\"https:\/\/apnews.com\/article\/israel-iran-hamas-latest-04-29-2024-28196afeb6e34c3a287770f71187cc4e\" target=\"_blank\" rel=\"noopener\" title>reported<\/a>, citing Palestinian health officials. The death toll throughout the war exceeds 34,000 people, according to the Gaza health ministry, which is controlled by Hamas.<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>The war has divided America, and the political dispute is playing out on several college campuses, on which students have protested their universities\u2019 ties to Israel. A new Harvard CAPS-Harris survey found that an overwhelming majority of respondents support Israel\u2019s war, but each age range supported it less as the group\u2019s age range got younger, according to the <em><a href=\"https:\/\/thehill.com\/policy\/international\/4629597-americans-israel-hamas-gaza-student-protests-poll\/\" target=\"_blank\" rel=\"noopener\" title>Hill<\/a><\/em>.<\/p>\n<p>Eighty percent of respondents overall support Israel\u2019s war, while more than 90% of people 65 years old or older, 85% of people between 55 and 64, 75% of those between 45 and 54, and the same percent of people between the ages of 35 and 44 all support Israel over Hamas.
