It shows really good momentum,\u201d the super PAC president said. <\/p>\n<p>But she acknowledges there\u2019s much to accomplish in the months ahead. Much of that work involves educating Pennsylvanians who don\u2019t often vote about why their ballots are so important, and how convenient absentee voting and vote-by-mail are. Anderson said last week that an army of door knockers was expected to begin doing just that over the weekend.<\/p>\n<p>It\u2019s no easy feat. Pennsylvania state Rep. Dawn Keefer says many of her constituents, like many conservatives across the country, have a deep distrust for mail-in voting \u2014 trust issues exacerbated by left-wing election shenanigans in the 2020 election. She said low-propensity voters \u201clive in different bubbles.\u201d <\/p>\n<p>\u201cThey can tell you which lipstick Kim Kardashian wears but they don\u2019t know who their state representative is,\u201d said <a href=\"https:\/\/thefederalist.com\/2024\/04\/19\/meet-the-pennsylvania-lawmaker-leading-the-united-states-most-important-election-integrity-case\/\" target=\"_blank\" rel=\"noreferrer noopener\">Keefer,<\/a> who is leading Pennsylvania state lawmakers in a federal <a href=\"https:\/\/thefederalist.com\/2024\/04\/23\/exclusive-pennsylvania-lawmakers-appeal-to-supreme-court-in-case-challenging-bidenbucks\/#:~:text=The%20petition%20for%20certiorari,%20exclusively,vote%20effort,%20violates%20the%20Constitution.\" target=\"_blank\" rel=\"noreferrer noopener\">lawsuit<\/a> against President Joe Biden\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14019<\/a>. The fiat commands the federal government to work with left-wing third-party groups and state agencies on voter registration and GOTV efforts that are targeted in a way that\u2019s likely to help Joe Biden\u2019s reelection campaign.<\/p>\n<p>The lawmaker said the <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2024\/04\/24\/pennsylvania-presidential-primary-voter-turnout-low-for-2024\/73438406007\/\" target=\"_blank\" rel=\"noreferrer noopener\">low turnout<\/a> in last week\u2019s election gives her pause, underlining the importance of all legal conservative get-out-the-vote initiatives leading up to November\u2019s general election.  <\/p>\n<p>\u201cWe have to use every single thing we have, every tool we have,\u201d Keefer said. \u201cWe\u2019re not trying to cannibalize in-person voting, we\u2019re trying to make sure we\u2019re engaging low-propensity voters.\u201d <\/p>\n<h2 class=\"wp-block-heading\">\u2018Too Big to Rig\u2019<\/h2>\n<p>Donald Trump pursued a \u201chighly unorthodox strategy of courting unlikely voters during the [2016] Republican primaries, focusing on people who rarely participate in GOP primary elections,\u201d FiveThirtyEight <a href=\"https:\/\/fivethirtyeight.com\/features\/trump-campaign-memo-unlikely-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in 2016. It worked. Trump won \u2014 in the primary and general election. <\/p>\n<p>The former president and Biden\u2019s challenger in a repeat of the 2020 election seems focused on a similar strategy this time around. <\/p>\n<p>\u201cWe want a landslide that is too big to rig,\u201d Trump <a href=\"https:\/\/www.youtube.com\/watch?v=b8xcim2pTa4\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> at a campaign rally last month. He promised to secure U.S. elections with a goal of \u201cone-day voting with paper ballots and voter ID.\u201d But he and fellow Republicans have to win before they can hope to accomplish any of that, and winning requires beating Democrats at their own GOTV games. <\/p>\n<p>Republican National Committee co-chair and Trump daughter-in-law <a href=\"https:\/\/twitter.com\/LaraLeaTrump?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor\" target=\"_blank\" rel=\"noreferrer noopener\">Lara Trump<\/a> has <a href=\"https:\/\/thefederalist.com\/2024\/03\/22\/conservative-group-fights-to-get-ballot-collection-off-the-ground-in-deep-blue-new-jersey\/\" target=\"_blank\" rel=\"noreferrer noopener\">said as much<\/a>, although that message seems to be muddled at the top of the RNC. As my colleague Brianna Lyman recently <a href=\"https:\/\/thefederalist.com\/2024\/04\/19\/rnc-removes-bank-your-vote-website-plans-overhaul-of-early-voting-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, the committee plans to overhaul the early voting \u201cBank Your Vote\u201d initiative, the brainchild of former Chair Ronna McDaniel. RNC officials claim the upgrade \u201cwill include an effort to bank Republican votes.\u201d <\/p>\n<p>Lyman wrote:<\/p>\n<blockquote class=\"wp-block-quote\">\n<p><em>The RNC told The Federalist that its new plan would include a vote-banking program in addition to a \u201cGrow The Vote\u201d initiative aimed at reaching nontraditional Republican voters. When The Federalist asked how this new program would conduct vote banking and what metrics it would use to target voters, [Committee spokeswoman Danielle] Alvarez said the RNC has \u201cpaid staffers and volunteer-powered field programs in every battleground state and they are expanding daily\u201d but did not provide numbers or specific details, expressing concern about giving away their plan. <\/em><\/p>\n<\/blockquote>\n<p>Anderson described the apparent renovations at the RNC as a \u201cweird moment,\u201d but believes with Trump taking the reins of the party the focus will be on reaching every voter possible, as early as possible. <\/p>\n<p>\u201cI really think we need to stay consistent. We want unity across the party for this and I think we\u2019re going to see more of that now that President Trump came out more forcefully last week,\u201d Anderson said. <\/p>\n<p>She said the mission must focus on fighting for election integrity and using the \u201crules that exist\u201d to win elections. <\/p>\n<h2 class=\"wp-block-heading\">Better Ballot Chasing<\/h2>\n<p>Republicans haven\u2019t been very good at getting that message in recent years. As the Sentinel Action Fund notes in a memo released last month: <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>In the 2022 Election Cycle, over $8.9 billion was spent on federal elections; and on the Republican side, no major independent expenditure organization was focused on GOTV efforts or ballot chasing.<\/p>\n<p>Couple this with the reality that the Left has built out a complex election turnout scheme utilizing 501c3 non-profits, for-profits, a weaponized Biden Administration and private cash donations from Billionaires like Mark Zuckerberg and Bill Gates.<\/p>\n<\/blockquote>\n<p>Considering this landscape, the memo urged:<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>To win in 2024, Republicans need to win by a large enough margin to overcome any instances of fraud. This means showing up to vote early and bringing family members and friends with you to the polls.<\/p>\n<\/blockquote>\n<p>We\u2019re talking about very thin margins in a deeply divided nation. In 2020, Biden claimed victory in Pennsylvania by a <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/11\/03\/us\/elections\/results-pennsylvania.html\" target=\"_blank\" rel=\"noreferrer noopener\">scant<\/a> 1.2 percent. As Domenico Montanaro of <a href=\"https:\/\/thefederalist.com\/2024\/04\/19\/exclusive-all-things-considered-lawmakers-say-its-time-to-defund-npr\/\" target=\"_blank\" rel=\"noreferrer noopener\">disgraced National Public Radio<\/a> <a href=\"https:\/\/www.npr.org\/2020\/11\/25\/937248659\/president-elect-biden-hits-80-million-votes-in-year-of-record-turnout\" target=\"_blank\" rel=\"noreferrer noopener\">put it<\/a>, \u201cjust 44,000 votes in Georgia, Arizona and Wisconsin separated Biden and Trump from a tie in the Electoral College.\u201d<\/p>\n<p>\u201cRepublicans lost the U.S. Senate by 233,036 votes (NV\/GA\/AZ) out of the 81,276,287 votes cast in those races across the country,\u201d the Sentinel Action Fund memo notes. \u201cIf we increased GOP turnout by .003% in these states, the GOP would control the Senate. In Nevada alone, the race came down to just 7,928 ballots. A little boost can go a very long way in razor thin elections.\u201d<\/p>\n<p>Anderson said the super PAC is taking the campaign to reach low-propensity voters to <a href=\"https:\/\/apnews.com\/article\/election-2024-senate-ohio-moreno-larose-dolan-cffe7722ac68e79deebae8353dd2fb18\" target=\"_blank\" rel=\"noreferrer noopener\">Ohio<\/a> and <a href=\"https:\/\/www.opensecrets.org\/news\/2024\/02\/montanas-competitive-and-expensive-2024-senate-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">Montana,<\/a> states with closely contested Senate races that could tip the <a href=\"https:\/\/www.cbsnews.com\/news\/senate-democrats-face-steep-odds-in-trying-to-hold-majority-in-november\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrats\u2019 51-49 majority<\/a> to Republicans.
