The Biden administration&#8217;s new rule \u2063extends the halt on gun export \u200clicenses to NGOs, impacting U.S. gun businesses \u200bdependent on foreign sales.\u2063 The Bureau \u200dof Industry and\u200d Security&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-you-need-to-know-about-trumps-latest-drug-pricing-moves\/\" title=\"What You Need To Know About Trump\u2019s Latest Drug Pricing Moves\">interim final rule<\/a> \u200dstrengthens restrictions on firearm exports to \u2064protect \u2063national security by reducing illicit \u200darms trafficking in \u2062unstable areas.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>The Biden administration furthered its regulatory war on the American firearm industry this month with the announcement of a rule that will permanently extend what was supposed to be a short-term \u201cpause\u201d on licenses for gun exports to nongovernmental organizations (NGOs).<\/p>\n<p>The Department of Commerce\u2019s Bureau of Industry and Security (BIS) <a href=\"https:\/\/www.federalregister.gov\/public-inspection\/2024-08813\/firearms-license-requirements\" target=\"_blank\" rel=\"noreferrer noopener\">plans to publish<\/a> an <a href=\"https:\/\/public-inspection.federalregister.gov\/2024-08813.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">interim final rule<\/a> on April 30 that will make it harder for American gun companies that rely on foreign exports to stay in business. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-32284596\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-89911e1cd12e34a490f9515515de9791 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-89911e1cd12e34a490f9515515de9791\"><\/div>\n<p>The BIS <a href=\"https:\/\/www.bis.doc.gov\/index.php\/documents\/policy-guidance\/3374-2023-10-27-bis-faqs-firearms-pause-and-review\/file\">announced<\/a> in October 2023 that it would cease issuing new export licenses for some guns and ammunition to review policies that it claimed might <a href=\"https:\/\/public-inspection.federalregister.gov\/2024-08813.pdf\">increase<\/a> the \u201crisk of firearms being diverted to entities or activities that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-administration-freezes-firearm-exports-pending-review-claims-us-policy-interests\/\" title=\"Biden Administration halts firearm exports for review, citing 'US policy interests'.\">promote regional instability<\/a>, abuse or violate human rights, or fuel criminal activities, including terrorism, extortion, and illicit trafficking of any kind.\u201d The licensing interruption was only supposed to last 90 days. <\/p>\n<p>At the <a href=\"https:\/\/www.warren.senate.gov\/imo\/media\/doc\/2024.01.23%20Letter%20to%20Commerce%20re.%20arms%20export%20pause.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">behest of congressional Democrats<\/a> who blame U.S. gun manufacturers for international death and destruction, the agency began working on an interim final rule that extended the pause and revamped what it deemed insufficient licensing and other export requirements. The new policy also enacts a \u201cpresumption of denial\u201d for firearms exports to NGOs in <a href=\"https:\/\/www.reuters.com\/world\/us\/us-announce-new-restrictions-firearm-exports-official-says-2024-04-26\/#:~:text=The%20new%20interim%20final%20rule,commercial%20transactions%22%20in%20those%20countries.\" target=\"_blank\" rel=\"noreferrer noopener\">dozens of countries<\/a>.<\/p>\n<p>BIS claims the changes will \u201cbetter protect U.S. national security and foreign policy interests\u201d by further preventing cartels and other criminal organizations from stealing or illegally purchasing American weapons.<\/p>\n<p>\u201cThe days of exporting military-style weapons to civilians in unstable countries are over,\u201d Commerce Secretary Gina Raimondo <a href=\"http:\/\/reuters.com\/world\/us\/us-announce-new-restrictions-firearm-exports-official-says-2024-04-26\/\" target=\"_blank\" rel=\"noreferrer noopener\">explained to Reuters<\/a>. \u201cUnder our new review process, it will be much harder to export these weapons to civilians in countries that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/project-veritas-federal-source-reveals-known-terrorists-walk-freely-in-u-s-following-biden-afghanistan-pullout\/\" title=\"Project Veritas: Federal Source Reveals Known Terrorists Walk Freely in U.S. Following Biden Afghanistan Pullout\">pose national security risks<\/a>.\u201d<\/p>\n<div class=\"fdrlst__b89e9-30ac0e98d7607b5eed0aaf5a0dce8d10 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-30ac0e98d7607b5eed0aaf5a0dce8d10\"><\/div>\n<p>The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), however, <a href=\"https:\/\/www.atf.gov\/firearms\/docs\/report\/nfcta-volume-ii-part-iv-crime-guns-recovered-outside-us-and-traced-le\/download\">found<\/a> that firearms that were internationally traced and recovered between 2016 and 2020 made up less than 1 percent of the more than 2.7 million guns lawfully exported from the U.S. during those years.<\/p>\n<p>In reality, the rule appears to further burden American gun companies with regulatory hoops that will entrench the <a href=\"https:\/\/thereload.com\/democrats-push-to-extend-gun-export-pause-as-republicans-slam-permanent-proposal\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201csignificant losses\u201d<\/a> they suffered after the October 2023 halt.<\/p>\n<p>Americans will have 60 days to comment on the rule, which goes into effect 30 days after it is published in the Federal Register. <\/p>\n<p>Firearms industry advocacy groups like the National Shooting Sports Foundation have already slammed the policy as another attempt by the Biden regime and Democrats to \u201cturn the levers of government against a Constitutionally-protected industry in order to cozy up to special-interest gun control donors.\u201d <\/p>\n<div class=\"fdrlst__b89e9-19ed48692489e509482a65bef445ec7b fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-19ed48692489e509482a65bef445ec7b\"><\/div>\n<p>\u201cThe supposed \u2018temporary pause\u2019 to review firearm export policies was a farce,\u201d NSSF Senior Vice President and General Counsel Lawrence G. Keane explained in a <a href=\"https:\/\/www.nssf.org\/articles\/nssf-deeply-critical-of-commerce-department-plan-to-permanently-throttle-firearm-exports\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>. \u201cIt was an effort to buy the administration time to gin up policies that would strike at the heart of the ability of this industry to stay in business.
