Alan \u200dBerube of \u200dBrookings Metro highlighted unrealized economic promises\u2064 in Pittsburgh due to underutilized research assets.\u2062 The region lags in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-releases-list-of-president-trumps-accomplishments-and-it-is-historic\/\" title=\"White House Releases List of President Trump\u2019s Accomplishments \u2013  And It Is Historic!\">job creation<\/a> and inclusive growth, necessitating alignment of policies and workforce development\u200c to overcome obstacles.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2013 Pennsylvania\u2019s innovation economy is highly concentrated in three hubs, and expanding growth statewide remains a challenge.<\/p>\n<p>Though the commonwealth has some strengths in research, it\u2019s not translating into its full potential said the director of Brookings Metro.<\/p>\n<p>\u201cThe full promise of Pittsburgh\u2019s next economy remains unrealized,\u201d said Alan Berube, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/noose-reported-on-campus-it-was-a-steel-crane-loop-used-to-hoist-an-american-flag-for-memorial-day\/\" title=\"Noose Reported On Campus. It Was A Steel Crane Loop Used To Hoist An American Flag For Memorial Day.\">interim vice president<\/a> and director of Brookings Metro, during an event in the city on how to revitalize American industry. \u201cThe region\u2019s top-flight research assets are not yet yielding top-flight job creation and inclusive growth.\u201d<\/p>\n<p>Berube complimented the Pittsburgh area\u2019s advanced industry, pointing to computer systems design, scientific research and development, and high-tech instrument manufacturing. Though it\u2019s has above-average growth in productivity and earnings, the smaller size of Pittsburgh\u2019s advanced manufacturing sector means it still lags.<\/p>\n<p>A Brookings ranking found that, of 56 regions, Pittsburgh was 54th for its change in jobs since 2012 and 50th for its change in employment rate. The region\u2019s share of jobs in advanced industry is still below the American average.<\/p>\n<p>Advanced industry jobs in both Pittsburgh and Philadelphia, according to data that Berube shared, lag behind the familiar hubs of Boston, North Carolina\u2019s Research Triangle Park, the Bay Area and Seattle.<\/p>\n<p>However, Pennsylvania is also chasing parts of Texas, Kansas, Wisconsin and Michigan.<\/p>\n<p>Innovation in the state, experts and business leaders have said, must overcome a \u201cvalley of death\u201d to succeed. That struggle comes from lacking the workforce \u2013 skilled and unskilled \u2013 to fill jobs, statewide regulatory headaches that cause delays, and a lack of incentives and investment.<\/p>\n<p>Young people leaving for other states and business leaders looking to expand complain of a lack of opportunity within Pennsylvania\u2019s borders.<\/p>\n<p>But more collaboration on things like job training has given some experts hope.<\/p>\n<p>\u201cWe need to align our policies better,\u201d said Rob Cherry, CEO of Partner4Work. \u201cWhen a business comes to this area, they want to explore (on-the-job training policies), they don\u2019t care where it comes from \u2013 they want it all to look the same.\u201d<\/p>\n<p>Government grants that bring different <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/workforce-development-data-sharing-must-adapt-or-die\/\" title=\"Embrace change or face extinction in sharing workforce development data\">workforce development boards<\/a> together to align policies, he said, have helped get through some of those headaches.<\/p>\n<p>\u201cIf these training programs don\u2019t truly benefit employers, they\u2019re just not going to work,\u201d Cherry said.<\/p>\n<p>To build worker pipelines for advanced manufacturing requires a years-long commitment and focus, which means they carry a risk of petering out. Sustaining them has been a challenge, Brookings Metro Senior Fellow Mark Muro said.<\/p>\n<p>\u201cHow do we make that convergence happen, how does that conversion from research to employment growth actually occur?\u201d Muro said. \u201cI think we are learning a lot more about that and realizing that federal research and development is a prerequisite \u2013 but is not sufficient by itself. Regions have to take a lot of responsibility for what happens as ideas move within the university, through the walls, and into the surrounding ecosystem.\u201d<\/p>\n<p>Universities aren\u2019t walled-off institutions of education \u2013 they have to be more, he said.<\/p>\n<p>\u201cJust having a research university isn\u2019t enough; the university itself has to want to make these tech conversions happen,\u201d Muro said.<\/p>\n<p>For economic growth, he said, scaling-up technological advancements may be more important than research. Without the supporting networks of university leaders, entrepreneurs, and the support of political leaders, growth is hard.<\/p>\n<p>Rick Siger, secretary of the Department of Community and Economic Development, said state leaders can clear the way for some growth.<\/p>\n<p>\u201cWe don\u2019t have real estate solutions for the kinds of significant advanced manufacturing we\u2019re talking about,\u201d Siger said. \u201cA lot of those companies that are benefiting from this federal stimulus cannot locate here because there\u2019s literally not a place to put them.\u201d<\/p>\n<p>Gov. Josh Shapiro\u2019s administration has proposed a $500 million program to find and prepare sites for that sort of growth, he said, along with a \u201cregional competitive challenge\u201d to push regions to think of ideas to grow and prioritize at the state level.<\/p>\n<p>If all goes well, Siger sees an opportunity for big-city and small-town Pennsylvania alike.<\/p>\n<p>\u201cWe have to be transparent and real,\u201d he said. \u201cThese innovation industries, though located in urban areas, have the potential to have real positive impact in rural areas \u2013 but it takes real intentionality to do that,\u201d he said.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Intentionality would also mean a long-time focus.<\/p>\n<p>\u201cThese regions can\u2019t be transformed in one or two years,\u201d Muro said. \u201cIt will take a decade of patient, consistent, strategic working with a degree of support from federal and state investments.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pennsylvania&#8217;s innovation economy, primarily centered in three hubs, faces hurdles in achieving broader statewide expansion.
