Initiatives such as the Citizen Only Voting Amendment aim to establish voting rights specifically for citizens.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>In June, Burlington became the third Vermont city to <a href=\"https:\/\/apnews.com\/article\/noncitizen-voting-local-elections-vermont-burlington-c9d34eb3d8faf3c8962da3956e1b1902\" target=\"_blank\" rel=\"noreferrer noopener\">allow foreign nationals to vote.<\/a> It should come as no surprise that the home of socialist U.S. Sen. <a href=\"https:\/\/www.sanders.senate.gov\/about-bernie\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bernie Sanders<\/a> would sign off, and Vermont\u2019s <a href=\"https:\/\/vtdigger.org\/2022\/11\/09\/how-democrats-secured-a-historic-majority-in-the-vermont-house\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrat-controlled legislature<\/a> would override liberal Republican Gov. Phil Scott\u2019s veto of Burlington\u2019s charter change to let noncitizens cast ballots in local elections. <\/p>\n<p>The leftists were overjoyed.  <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1221142201\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-e25cc43386ab700d93de11b2dd11f3a5 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-e25cc43386ab700d93de11b2dd11f3a5\"><\/div>\n<p>\u201cWe have a lot more immigrants and refugees, folks who\u2019ve come here who don\u2019t hold U.S. citizenship status, and they\u2019ve been here for years,\u201d Rep. Emma Mulvaney-Stanak, a Burlington Democrat and leader of the Vermont House Progressive Caucus, <a href=\"https:\/\/www.vermontpublic.org\/local-news\/2023-05-30\/scott-vetoes-noncitizen-voting-for-burlington-but-lawmakers-plan-override\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> Vermont Public Radio at the time.  <\/p>\n<p>Burlington changed its charter (and tweaked state law), giving the right to vote to any citizen or \u201clegal resident\u201d foreigner \u2014 someone \u201cwho resides in the United States on a permanent or indefinite basis in compliance with federal immigration laws,\u201d <a href=\"https:\/\/www.vlct.org\/article\/montpelier-allowing-noncitizens-vote-local-elections-not-unconstitutional\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> the Vermont League of Cities and Towns. <\/p>\n<p>Scott, a <a href=\"https:\/\/www.usnews.com\/news\/politics\/articles\/2021-08-23\/how-republican-gov-phil-scott-won-over-blue-vermont\" target=\"_blank\" rel=\"noreferrer noopener\">blue Republican<\/a> governing arguably America\u2019s bluest state, doesn\u2019t have a problem with foreign nationals \u201ccalling Vermont home \u2026 participating in the issues affecting their communities,\u201d according to Vermont Public Radio. He just doesn\u2019t like the \u201cpatchwork of voting rules that enfranchise noncitizens in some towns, and deny them access to the ballot box in others.\u201d He said it \u201ccreates separate and unequal classes of legal residents potentially eligible to vote on local voting issues.\u201d<\/p>\n<p>The Republican National Committee <a href=\"https:\/\/vtdigger.org\/2023\/03\/09\/gop-sues-winooski-again-over-noncitizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">objected<\/a> to watering down the idea that citizenship <a href=\"https:\/\/constitution.congress.gov\/browse\/essay\/amdt15-S1-1\/ALDE_00013496\/\" target=\"_blank\" rel=\"noreferrer noopener\">conveys<\/a> the cherished right of voting. The RNC took a similar charter change in Montpelier to the Vermont Supreme Court. The court was just fine with the refreshed city charter, <a href=\"https:\/\/apnews.com\/article\/vermont-state-government-phil-scott-8ef6bd772536c3fc076315a02a69d3a7\" target=\"_blank\" rel=\"noreferrer noopener\">findi<\/a><a href=\"https:\/\/apnews.com\/article\/vermont-state-government-phil-scott-8ef6bd772536c3fc076315a02a69d3a7\">ng <\/a>that nothing in the state\u2019s constitution bars noncitizens from voting in Montpelier\u2019s city elections. <\/p>\n<div class=\"fdrlst__b89e9-8d8b97f8fa64984e229d9625ccba34d4 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-8d8b97f8fa64984e229d9625ccba34d4\"><\/div>\n<p>The Green Mountain State is no island of noncitizen voting in the United States. Currently, <a href=\"https:\/\/onlycitizens.vote\" target=\"_blank\" rel=\"noreferrer noopener\">five states<\/a> \u2014 California, Illinois, Maryland, New York, and Vermont \u2014 and the District of Columbia allow foreign nationals to legally vote in certain local elections. Leftists across the country are stepping up efforts to grant voting privileges to foreign nationals in dozens of states where loopholes in constitutions can and have opened the door to noncitizen voting. <\/p>\n<p>Leaders of the <a href=\"https:\/\/wvrecord.com\/stories\/657322213-w-va-governor-senate-president-want-non-citizen-voting-amendment-on-special-session-agenda\" target=\"_blank\" rel=\"noreferrer noopener\">Citizen Only Voting Amendment (COVA)<\/a> movement will tell you that two little words make a big difference in preserving the \u201cexclusive right of citizens\u201d to vote. It all comes down to \u201cevery\u201d and \u201conly.\u201d <\/p>\n<p>\u201cYou don\u2019t want to be an \u2018every\u2019 state. You want to be an \u2018only\u2019 state,\u201d declares <a href=\"https:\/\/onlycitizens.vote\" target=\"_blank\" rel=\"noreferrer noopener\">Americans for Citizen Voting,<\/a> a nonpartisan election integrity organization. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Defending the Value of Citizenship\u2019<\/h2>\n<p>Voting is a fundamental right of U.S. citizens, while foreign nationals are legally <a href=\"https:\/\/uscode.house.gov\/statviewer.htm?volume=110&#038;page=3009-572\" target=\"_blank\" rel=\"noreferrer noopener\">barred from voting in federal elections<\/a>. But a majority of state constitutions declare that <em>every<\/em> citizen \u2014 not necessarily <em>only<\/em> a citizen \u2014 of the United States aged 18 or older is an eligible voter. That allows for some wiggle room. <\/p>\n<div class=\"fdrlst__b89e9-c85f40ce583ac26aeaef76b825e680b2 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-c85f40ce583ac26aeaef76b825e680b2\"><\/div>\n<p>\u201cJust because every citizen is eligible to vote doesn\u2019t mean noncitizens are ineligible to vote,\u201d <a href=\"https:\/\/onlycitizens.vote\/acv-team\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jack Tomczak<\/a>, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/midwest-pro-life-march-is-a-window-to-the-post-dobbs-abortion-battle-embroiling-states\/\" title=\"Midwest Pro-Life March Is A Window To The Post-Dobbs Abortion Battle Embroiling States\">national field director<\/a> for Americans for Citizen Voting, told me in an interview last week. ACV is leading the charge to amend state constitutions to include citizen-only voting language. <\/p>\n<p>Four states \u2014 Pennsylvania, Utah, Wyoming, and Minnesota \u2014 were founded with airtight constitutional language allowing only U.S. citizens to vote in state and local elections, according to ACV. Another seven states have added Citizen Only Voting Amendments to their constitutions by wide margins. Arizona in 1962 became the first state to <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_102,_Voting_Qualifications_for_General_Elections_Amendment_(1962)\" target=\"_blank\" rel=\"noreferrer noopener\">approve<\/a> a COVA ballot issue (66 percent to 34 percent). Six states have passed amendments in the past six years, <a href=\"https:\/\/ballotpedia.org\/Louisiana_Amendment_1,_Citizen_Requirement_for_Voting_Measure_(December_2022)\" target=\"_blank\" rel=\"noreferrer noopener\">Louisiana <\/a>and <a href=\"https:\/\/ballotpedia.org\/Ohio_Issue_2,_Citizenship_Voting_Requirement_Amendment_(2022)\" target=\"_blank\" rel=\"noreferrer noopener\">Ohio<\/a> most recently in 2022. Those ballot questions passed with 73 percent and 77 percent of the vote respectively. <\/p>\n<p>ACV and the COVA movement have had some successes of late, as well. Amendment resolutions in <a href=\"https:\/\/www.wispolitics.com\/2023\/constitutional-amendments-barring-non-citizens-from-voting-use-of-private-money-to-run-elections-head-to-voters-after-clearing-assembly\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin<\/a>, <a href=\"https:\/\/ballotpedia.org\/Iowa_Require_Citizenship_to_Vote_in_Elections_and_Allow_17-Year-Olds_to_Vote_in_Primaries_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Iowa<\/a>, <a href=\"https:\/\/news.ballotpedia.org\/2024\/03\/20\/kentucky-voters-to-decide-on-amendment-to-prohibit-noncitizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kentucky<\/a>, and <a href=\"https:\/\/blog.idahoreports.idahoptv.org\/2024\/03\/25\/noncitizen-voting-amendment-to-appear-on-idaho-2024-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a> have passed in their respective state legislatures and will go before voters this November. Each proposed amendment includes language that <em>only<\/em> U.S. citizens and residents can vote in national, state, or local elections. <\/p>\n<p>The South Carolina state Senate earlier this month passed a similar resolution, sending it on to the House. <\/p>\n<p>\u201cToday South Carolina took an important step forward in defending the value of citizenship,\u201d said Sen. Josh Kimbrell, the bill\u2019s author, according to a story in <a href=\"https:\/\/legalnewsline.com\/stories\/657553317-south-carolina-senate-passes-citizen-only-voting-amendment\" target=\"_blank\" rel=\"noreferrer noopener\">Legal Newsline.<\/a> \u201cWe will never allow a non-citizen to vote in any election in our state, but we will make it easy for legal, law-abiding citizens of the United States and of our state to vote in all our elections.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Stalled Amendments <\/h2>\n<p>The COVA movement has had its setbacks, too. Ballot bills have gotten bogged down in Mississippi, Missouri, and Kansas, Tomczak said.<\/p>\n<p>In South Dakota, a Senate committee killed a bill that would have called for a <a href=\"https:\/\/sdlegislature.gov\/Session\/Bill\/25249\/262822\" target=\"_blank\" rel=\"noreferrer noopener\">referendum<\/a> to change the state constitution language from \u201cevery\u201d to \u201conly\u201d citizens voting. In the parlance of the South Dakota Legislature, the bill banning foreign nationals from voting was unanimously sent to the <a href=\"https:\/\/legiscan.com\/SD\/bill\/SJR511\/2024\" target=\"_blank\" rel=\"noreferrer noopener\">41st legislative day,<\/a> or the day after the final day of the session. It was <a href=\"https:\/\/www.merriam-webster.com\/wordplay\/eighty-six-meaning-origin\" target=\"_blank\" rel=\"noreferrer noopener\">86\u2019d. <\/a><\/p>\n<p>Tomczak said a state legislature dominated by Republicans didn\u2019t see the need to change the language in the state\u2019s constitution, and Republican Gov. Kristi Noem didn\u2019t seem all that interested in fighting for the Citizen Only Voting Amendment. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/voterga-to-appeal-ruling-to-toss-ga-election-fraud-lawsuit\/\" title=\"VoterGA to appeal ruling to toss Ga. election fraud lawsuit\">election integrity advocate<\/a> said South Dakota, through its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-tyranny-says-merry-christmas-kathy-hochul-ripped-for-big-change-to-local-elections-in-new-york\/\" title=\"Kathy Hochul Criticized for Altering Local Elections in NY\">home rule laws<\/a>, is very vulnerable to municipalities opening the door to noncitizen voting. <\/p>\n<p>It\u2019s not difficult to imagine how foreign citizens voting in local elections could wind up casting ballots in state and federal races, despite the prohibitions. <\/p>\n<p>\u201cConfusion on Election Day leads to mistakes. If a city in South Dakota legalizes municipal noncitizen voting in the next few months I guarantee that noncitizens, through no fault of their own, will show up to the polls for the General Election,\u201d Tomczak said.  <\/p>\n<h2 class=\"wp-block-heading\">A New Army of  Voters<\/h2>\n<p> As millions of illegal aliens pour into the country under President Joe Biden\u2019s borderless America, there is understandable concern about what that means for election integrity. But foreign nationals are already legally voting in local elections. Tomczak said an array of leftist groups are toiling, mostly in the shadows, to expand the noncitizen vote. <\/p>\n<p>\u201cOur issue is legal noncitizen voting in municipalities. That\u2019s real. That\u2019s happening now. That\u2019s a thing,\u201d he said, noting <a href=\"https:\/\/apnews.com\/article\/trump-immigrant-voting-noncitizens-elections-explained-cf4c73b336147b5f5d9c2a22b2564994\" target=\"_blank\" rel=\"noreferrer noopener\">corporate media\u2019s rush to downplay the idea of noncitizens voting in federal elections.<\/a> \u201cOur issue is very real, and it needs to be fixed.\u201d <\/p>\n<p>In fact, it\u2019s going on right now in the nation\u2019s capital. <\/p>\n<p>In February, Antonia Diaz was among the first noncitizens to register to vote in D.C. under the district\u2019s new expansive voting law, <a href=\"https:\/\/dcist.com\/story\/24\/02\/01\/dc-50-years-home-rule-non-citizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> a triumphant story in the left-leaning DCist. Board of Election translators and activists are assisting first-time noncitizen voters, according to the publication. Some 50,000 potential noncitizen voters reside in the nation\u2019s capital, according to leftist group estimates. <\/p>\n<p>\u201cMany people are undocumented. They\u2019d like to vote or do something, but there is no opportunity. One can only listen or hear,\u201d <a href=\"https:\/\/dcist.com\/story\/24\/02\/01\/dc-50-years-home-rule-non-citizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Diaz<\/a> told the publication, referring to her previous experiences attending D.C. Council meetings as an aggrieved street vendor who could not vote in council elections. <\/p>\n<p>The story underscores what should be apparent to anyone who has watched the left in action: Activists are mobilizing a new army of voters to keep and consolidate power. <\/p>\n<p>\u201cWashington, D.C. is actively encouraging noncitizens to vote. This is absurd! We must end noncitizen voting,\u201d U.S. Rep. Bryan Steil, a Republican from Wisconsin, wrote on X. The post from Steil, who has led House election integrity reforms, included a D.C. Board of Elections mailer advising noncitizen residents that they are eligible to vote for mayor, attorney general, members of the D.C. Council, the State Board of Education, and other positions. <\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"HqlCOmrhdkyORt32K8fpqrwWWc3NLfEnGVINHoX0zTmjZXzwt9JABglbBy6isKoLcd\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\ud83d\udea8Washington, D.C. is actively encouraging noncitizens to vote. The Republican-controlled House passed a resolution to overturn the district\u2019s new voter law. The Democrat-controlled Senate did not. <\/p>\n<p>Most Americans agree with Steil. A <a href=\"https:\/\/onlycitizens.vote\/wp-content\/uploads\/2023\/03\/Americans-for-Citizen-Voting-Toplines-March-9-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">national poll<\/a> conducted last year for Americans for Citizen Voting by RMG Research, Inc., found 75 percent of respondents were opposed to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/proposed-legislation-would-ban-foreign-intervention-in-local-ballot-initiatives\/\" title=\"Proposed Legislation Would Ban Foreign Intervention In Local Ballot Initiatives\">allowing foreign nationals<\/a> to vote in their local elections. <\/p>\n<p>But leftists activists looking to push their agenda aren\u2019t bothered by strong public sentiment against it. In Wisconsin, <a href=\"https:\/\/legiscan.com\/WI\/votes\/SJR71\/2023\" target=\"_blank\" rel=\"noreferrer noopener\">zero<\/a> Democrat lawmakers voted for the resolution for the citizens-only voting amendment.<\/p>\n<p>\u201cCan you imagine door knocking and trying to explain why you voted against it?\u201d Tomczak said. \u201cWe are encouraging citizens to ask their candidates where they stand on citizen only voting.\u201d <\/p>\n<h2 class=\"wp-block-heading\">\u2018Prerogative of Citizenship\u2019<\/h2>\n<p>While the idea of foreign nationals voting in local elections seems unacceptable to most, the movement to legalize noncitizen voting marches on. <\/p>\n<p>New York City passed a bill allowing noncitizen permanent residents to vote in municipal elections. A New York court earlier this year found the law unconstitutional; the city council is <a href=\"https:\/\/www.politico.com\/news\/2024\/03\/25\/new-york-city-council-appeals-decision-to-strike-down-non-citizen-voting-law-00148854\" target=\"_blank\" rel=\"noreferrer noopener\">appealing<\/a> that decision. In <a href=\"https:\/\/edsource.org\/updates\/court-grants-immigrant-parents-right-to-vote-in-san-francisco-school-elections\" target=\"_blank\" rel=\"noreferrer noopener\">San Francisco<\/a>, noncitizen parents, including illegal aliens, may vote in school board elections.<\/p>\n<p>But even far-left former California Gov. Jerry Brown, who vetoed a bill in 2013 that sought to allow noncitizens to serve on juries, understood voting is exclusively a right of citizenship. Vetoing that bill, the Democrat <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2013\/10\/07\/230242924\/calif-gov-brown-vetoes-bill-giving-non-citizens-jury-duty#:~:text=Jerry%20Brown.,-Max%20Whittaker%2FGetty&#038;text=Whittaker%2FGetty%20Images-,Gov.,wrote%20in%20a%20veto%20message.\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>: \u201cJury service, like voting, is quintessentially a prerogative and responsibility of citizenship.\u201d <\/p>\n<p>For the nearly three dozen states that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nc-dem-senate-hopeful-backs-bill-enfranchising-violent-felons\/\" title=\"NC Dem Senate Hopeful Backs Bill Enfranchising Violent Felons\">grant voting rights<\/a> to \u201cevery\u201d and not \u201conly\u201d citizens, the battle over that quintessential prerogative is becoming more pitched. Tomczak said he\u2019s confident in the COVA campaigns in many of those states. <\/p>\n<p>\u201cBut that doesn\u2019t mean it\u2019s going to be easy,\u201d he said. \u201cWe have the benefit of being right and being able to easily prove that COVA is necessary.
