The 118th Congress has witnessed House Republicans embroiled in internal conflicts and \u2064disarray \u2062since the start of 2023.\u2064 Challenges such as unsuccessful bids\u200b to appoint Kevin McCarthy as\u2062 Speaker, disagreements on Ukraine support, and a blocked bipartisan border bill have\u200c led to \u200cexpectations of this Congress being remarkably unproductive, marked by historically low approval ratings.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>In the 118th Congress, House Republicans have been riddled with party infighting and chaos since being sworn into office earlier in 2023. <\/p>\n<p>After 15 different votes to elect former Speaker of the House Kevin McCarthy, disagreements over sending aid to Ukraine during Russia\u2019s war, and a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/you-were-negotiating-for-political-cover-ron-johnson-excoriates-mayorkas-in-contentious-hearing\/\" title=\"Ron Johnson criticizes Mayorkas in heated hearing for seeking political protection\">failed bipartisan border bill<\/a>, this Congress is set to be the most unproductive in <a href=\"https:\/\/www.npr.org\/2023\/12\/21\/1221040449\/118th-congress-to-be-the-most-unproductive-in-decades#:~:text=118th%20Congress%20to%20be%20the%20most%20unproductive%20in%20decades%20%3A%20NPR&#038;text=118th%20Congress%20to%20be%20the%20most%20unproductive%20in%20decades%20The,the%20least%20productive%20in%20decades.\" target=\"_blank\" rel=\"noopener\" title>decades<\/a>. According to a recent <a href=\"https:\/\/thehill.com\/homenews\/senate\/4491016-congress-hits-its-lowest-approval-rating-in-gallup-since-2015\/\" target=\"_blank\" rel=\"noopener\" title>poll<\/a>, this Congress has the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/border-patrol-chief-resists-biden-i-cannot-comply-with-demand-to-use-non-legal-immigration-terms\/\" title=\"Border Patrol Chief Resists Biden: \u2018I Cannot\u2019 Comply With Demand To Use Non-Legal Immigration Terms\">lowest approval rating<\/a> since 2015, with just 12% of those polled approving of how Congress is handling its job. <\/p>\n<p>All-or-nothing politics have cost House Republicans, forcing them to give concessions to Democrats. <\/p>\n<h2>Funding the government<\/h2>\n<p>Last year, some House Republicans <a href=\"https:\/\/www.reuters.com\/world\/us\/mccarthy-says-he-thinks-he-will-survive-leadership-challenge-us-house-2023-10-03\/\" target=\"_blank\" rel=\"noopener\" title>voted to oust<\/a> Speaker McCarthy, the first time in U.S. history a speaker has been ousted.<\/p>\n<p>The move came after McCarthy relied on Democratic votes to avoid a partial government shutdown, angering Rep. Matt Gaetz (R-FL), who filed a motion to oust him.<\/p>\n<p>McCarthy was not voted into the position easily. The House engaged in <a href=\"https:\/\/www.nytimes.com\/interactive\/2023\/01\/04\/us\/politics\/house-speaker-vote-tally.html\" target=\"_blank\" rel=\"noopener\" title>15 rounds<\/a> of votes as his appointment to the position was stalled by hard-right Republicans. <\/p>\n<p>Removing McCarthy left the House in shambles as there was no clear replacement. Republicans put up multiple other congressmen for a vote, <a href=\"https:\/\/www.cbsnews.com\/news\/house-speaker-candidates-2023-republicans-dropped-out-list\/\" target=\"_blank\" rel=\"noopener\" title>including<\/a> Reps. Steve Scalise (R-LA), Jim Jordan (R-OH), and Tom Emmer (R-MN). Ultimately, the relatively unknown Rep. Mike Johnson (R-LA) was voted into the position after four rounds of voting.<\/p>\n<p>Democrats originally looked to save McCarthy, but ultimately voted against him after McCarthy brought forth an impeachment inquiry into President Joe Biden. <\/p>\n<p>\u201cLet them wallow in their pigsty of incompetence,\u201d Rep. Pramila Jayapal (D-WA) said. <\/p>\n<p>Prior to McCarthy holding the position, previous Speakers Paul Ryan and John Boehner retired from Congress after fighting with hard-right Republicans. <\/p>\n<h2>Foreign surveillance<\/h2>\n<p>On Saturday, President Joe Biden signed Section 702 of the Foreign Intelligence Surveillance Act into law after the House approved the measure last week. National security adviser Jake Sullivan said the section was \u201cone of the United States\u2019s most vital intelligence collection tools.\u201d<\/p>\n<p>House Republicans were critical of the legislation as former President Donald Trump posted on Truth Social \u201cKill FISA.\u201d The House passed a two-year authorization of the law, which could allow Trump to do away with it should he win the 2024 general election.<\/p>\n<p>The final <a href=\"https:\/\/www.nytimes.com\/2024\/04\/12\/us\/politics\/surveillance-bill-fisa.html\" target=\"_blank\" rel=\"noopener\" title>vote<\/a> for FISA was 273 to 147, with support split among parties. Over 100 Republicans voted alongside Democrats in favor of the law, while 88 Republicans and 59 Democrats opposed. <\/p>\n<p>\u201cSpeaker Johnson was incredibly wrong,\u201d Sen. Rand Paul (R-KY) <a href=\"https:\/\/thehill.com\/homenews\/house\/4593903-rand-paul-blasts-johnson-for-going-against-fisa-amendment-he-hasnt-held-his-ground\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> in a <em>Fox News Sunday<\/em> interview. \u201cHe broke the tie. He voted with the Democrats. Here we have the leader of the Republicans in the House votes with the Democrats against a warrant requirement.\u201d<\/p>\n<p>\u201cWe also have Speaker Johnson voting for the spending package once again with a majority of the Democrats. As I see it now, I\u2019m not so sure there\u2019s a difference between Mike Johnson being in charge and the Democrats being in charge,\u201d Paul said.<\/p>\n<h2>Bipartisan border bill<\/h2>\n<p>Speaker Johnson and Trump essentially killed a bipartisan border deal after months of debate about the crisis unfolding at the southern border.<\/p>\n<p>Republicans previously made it clear they would not support Ukraine aid should the border not be addressed by Congress. The legislation was negotiated for four months but quickly lost support from Republicans as Trump expressed his distaste toward the law. <\/p>\n<p>\u201cWe had a bipartisan deal to fix the border, a very strong bill,\u201d Sen. Ben Cardin (D-MD) <a href=\"https:\/\/www.cardin.senate.gov\/news\/cardin-says-bipartisan-border-security-deal-only-failed-because-of-trump\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a>. \u201cNow, the only reason we didn\u2019t pass it is that former President Trump wanted this to be a campaign issue rather than allowing us to get a major bill done, giving the resources to the people at the border to protect our border. Congress has the responsibility to act.\u201d<\/p>\n<p>The Senate struck down the deal and Johnson <a href=\"https:\/\/abcnews.go.com\/Politics\/speaker-mike-johnson-house-gop-members-react-bipartisan\/story?id=106944092\" target=\"_blank\" rel=\"noopener\" title>vowed<\/a> that the legislation would be \u201cdead on arrival\u201d if it should come to a vote in the House. <\/p>\n<p>\u201cI\u2019ve seen enough. This bill is even worse than we expected, and won\u2019t come close to ending the border catastrophe the President has created. As the lead Democrat negotiator proclaimed: Under this legislation, \u2018the border never closes.\u2019 If this bill reaches the House, it will be dead on arrival,\u201d Johnson said in a statement on X.<\/p>\n<p>\u201cLet me be clear: The Senate Border Bill will NOT receive a vote in the House. Here\u2019s what the people pushing this \u201cdeal\u201d aren\u2019t telling you: It accepts 5,000 illegal immigrants a day and gives automatic work permits to asylum recipients \u2014 a magnet for more illegal immigration,\u201d Scalise said on X.<\/p>\n<p>Democrats ultimately won as Ukraine aid was eventually passed and border legislation has yet to hit Biden\u2019s desk.<\/p>\n<h2>Ukraine funding<\/h2>\n<p>This weekend, the House passed long-awaited aid to Ukraine, Israel, and Taiwan. Johnson refused to bring the legislation to the House floor for a vote as he faced opposition from within the GOP not to fund Ukraine. <\/p>\n<p>Aid to Ukraine passed 311 to 112, with all Democrats voting in favor and half of Republicans against the measure. It forced Johnson, who was once a harsh critic of funding Ukraine in the early days of Russia\u2019s war, to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2960527\/three-ways-speaker-johnsons-gavel-forced-one-time-rebel-change-tune\/\" target=\"_blank\" rel=\"noopener\" title>change his mindset<\/a>.<\/p>\n<p>\u201cThe world is destabilized and it is a tinderbox,\u201d Johnson said. \u201cI think we did our work here, and history will judge it well. Marjorie Taylor Greene (R-GA) threatened to oust Johnson from his position if he brought a Ukraine vote to the floor.
